I agree with this proposal, with the proviso that walking and cycling<br />

must be encouraged, not just accommodated. Currently cycling<br />

in Thetford is extremely difficult. As a cyclist I am unable to use my<br />

bicycle to cycle into the centre of town to shop because the town<br />

centre is pedestrians. The outer areas of the town have too much<br />

heavy traffic to enable safe cycling, particularly for children, meaning<br />

many people cycle on the pavements. Safe cycle routes both into<br />

and around the town centre are needed.<br />

Noted. The walking and cycling network is intended to be the<br />

main network onto which cyclists will be directed as well as<br />

improvements to help cyclists provided.<br />

Noted. It is a requirement in TH7 that a comprehensive, logical<br />

walking and cycling network be identified and provided within the<br />

Urban Extension to fit in with the Thetford Loops and town wide<br />

walking and cycling network. The policy does not dictate what<br />

kind of provision. The proposed A11 dualling indicates a shared<br />

use path to Elvedon. NCC are working on local cycling<br />

guidance. No further action.<br />

Whilst in broad agreement we are uncomfortable with the exact<br />

wording. We prefer A walking and cycling network and its phasing<br />

will be identified and the design detailed as part of any planning<br />

application for the Urban Extension and agreed with both the Local<br />

Planning Authority and the Local Highways Authority. This network<br />

must fit into the town wide network (see section 19 ‘Transport' ) as<br />

well as the Thetford Loops and must be completed at appropriate<br />

stages of the development to ensure that new residents are<br />

encouraged to walk and cycle from the outset. The network must link<br />

directly and conveniently with destinations such as services and<br />

facilities, so that cycling and walking are the most attractive modes<br />

for local trips. Subsequent planning applications for detailed<br />

development phases will be permitted where they positively plan for<br />

and deliver the identified waking and cycling networks. Proposals<br />

which detract from the attractiveness and convenience of the<br />

networks will not be permitted. Agree. Change text as per representation.<br />

To encourage more people to use the buses in Thetford, adequate<br />

shelters and information should be provided at all bus stops in<br />

Thetford.<br />

measures are retrofitted to the rest of the town to benefit the<br />

existing residents.<br />

Reference is not made within the <strong>TAAP</strong> to a central public transport<br />

hub within the proposed SUE, which had been suggested in the<br />

Thetford Transport Plan ‘Public Transport: Opportunities for Buses'<br />

report dated 27 th August 2010. <strong>TAAP</strong> Map 11.1 (p.37) does not<br />

indicate the provision of such a facility. A central hub facility,<br />

potentially adjacent to shops and/or employment, could create a focal<br />

point in the development. If such a facility were located within the<br />

SUE it could provide interchange opportunities with longer distance<br />

bus/coach services routing between Cambridge and Norwich. If a<br />

new railway station is to be provided within the SUE, consideration<br />

could be given to providing a combined multi-modal sustainable<br />

transport hub. Proposed local bus services serving the SUE could<br />
