The system's seven sites illustrate the evolutionary history <strong>of</strong> reef development and are a<br />

significant habitat for threatened species, including marine turtles, manatees and the American<br />

marine crocodile. The Reef illustrates a classic example <strong>of</strong> reefs through fringing, barrier and<br />

atoll reef types.<br />

The bird sanctuaries are located within the Northern Shelf Lagoon between Chetumal Bay, the<br />

mainland and <strong>Ambergris</strong> <strong>Caye</strong> and comprise three small cayes known as Little Guana and Los<br />

Salones. Los Salones (two cayes) is situated approximately 3 ¼ miles southeast <strong>of</strong> the D.O.S.<br />

Trig Station at Sand Point at Latitude 17° 57′ 20″ N and Longitude 88° 06′ 10″ W. Little Guana<br />

<strong>Caye</strong> is situated approximately 2 miles Southwest <strong>of</strong> the D.O.S. Trig Station at Bracilite at<br />

Latitude 18° 02′ 50″ N and Longitude 87° 58′ 10″W. The draft management plan includes a<br />

zoning plan in which various rules is applied.<br />

The existing boundaries extend to the high water mark surrounding the cayes and do not include<br />

any <strong>of</strong> the marine waters or the wetland areas that support the breeding colonies. Little Guana<br />

<strong>Caye</strong> is 1 acre (0.4 ha) in size while Los Salones has a combined area <strong>of</strong> 1.9 acres (0.78 ha). The<br />

three cayes are National Land and belongs to the Government and people <strong>of</strong> <strong>Belize</strong>. As<br />

mentioned above, these cayes were declared as Crown Reserves under the Crown Lands<br />

Ordinance in 1977.<br />

9.14.7 The Corozal Bay Wildlife Sanctuary<br />

The Corozal Bay Wildlife Sanctuary was established in 1998 for the protection <strong>of</strong> the Manatees.<br />

The 180,508.5 acres park currently, has no zoning or co-management activities (Fig. 9.8).<br />

9.15 NGO and Public Consultations<br />

In conducting the social assessment, contact and/or interviews were conducted with four <strong>of</strong> the<br />

major planning authorities and the one NGO on San Pedro <strong>Ambergris</strong> <strong>Caye</strong>. These include the<br />

San Pedro Town Council, the <strong>Ambergris</strong> <strong>Caye</strong> Planning Committee, a member <strong>of</strong> the San Pedro<br />

NEAC and Mito Paz from the NGO, Green Reef Institute. The main stakeholder concerns<br />

include the following which they would like to see be addressed within the EIA:<br />

- Solid and liquid waste disposal, as there are no nearby disposal sites<br />

- Sewer system, will there be a sewer system plan?<br />

- Monitoring, who will be responsible for monitoring construction and post<br />

construction activities, especially in the marine reserve<br />

- Construction waste, where and how will these be disposed <strong>of</strong><br />

- How will the developer access the development site<br />

- Dredging activities in the marine reserve and national park<br />
