work had to be done. All documents of <strong>the</strong> congress were prepared both<br />

<strong>in</strong> Ch<strong>in</strong>ese <strong>and</strong> Russian. Some of <strong>the</strong>se documents had to be translated<br />

before <strong>the</strong> congress convened, o<strong>the</strong>rs had to be translated on <strong>the</strong> spot,<br />

<strong>and</strong> many documents had to be revised.<br />

As mentioned above, <strong>the</strong> delegates were not unanimous <strong>in</strong> <strong>the</strong>ir<br />

assessments of <strong>the</strong> situation <strong>in</strong> Ch<strong>in</strong>a or <strong>in</strong> <strong>the</strong>ir ideas about who <strong>the</strong><br />

Party leaders should be. Heated debates took place on a number of<br />

issues. Yet disparate as <strong>the</strong>ir views were, <strong>the</strong>y were eventually unified<br />

under Bukhar<strong>in</strong>'s leadership, or so it appeared on <strong>the</strong> surface. As<br />

Ch'<strong>in</strong>g Man-yun recalled, Bukhar<strong>in</strong> made a n<strong>in</strong>e-hour speech at <strong>the</strong><br />

congress. In it he discussed at length <strong>the</strong> <strong>in</strong>ternational situation, current<br />

conditions <strong>in</strong> Ch<strong>in</strong>a, <strong>and</strong> <strong>the</strong> mistakes committed by <strong>the</strong> CCP. He<br />

s<strong>in</strong>gled out Ch'en Tu-hsiu as <strong>the</strong> ma<strong>in</strong> target for criticism <strong>and</strong> blamed<br />

him for <strong>the</strong> failures of <strong>the</strong> Ch<strong>in</strong>ese revolution. He also criticized <strong>the</strong><br />

"putschism" of Ch'u Ch'iu-pai after <strong>the</strong> August 7, 1927, Party conference.<br />

It was <strong>in</strong> this speech that he made his famous remark that<br />

"armed revolt is a ref<strong>in</strong>ed art. It is nei<strong>the</strong>r as simple nor as easy as<br />

light<strong>in</strong>g a match." Many o<strong>the</strong>r CCP leaders were not immune from<br />

Bukhar<strong>in</strong>'s fire. 22<br />

After nearly four weeks (<strong>the</strong> congress lasted twenty-four days) of<br />

debates <strong>and</strong> discussions, <strong>the</strong> congress passed a number of resolutions<br />

<strong>and</strong> elected a new CC. For <strong>the</strong> first time <strong>in</strong> <strong>the</strong> history of <strong>the</strong> CCP a<br />

proletarian leadership was established—Ch'u Ch'iu-pai was replaced<br />

as secretary general of <strong>the</strong> Party by Hsiang Chung-fa, who had ri<strong>sen</strong><br />

from <strong>the</strong> ranks of <strong>the</strong> workers. But this Com<strong>in</strong>tern <strong>in</strong>sistence upon<br />

proletarian leadership, based on <strong>the</strong> dogmatic commitment that <strong>the</strong><br />

work<strong>in</strong>g class was superior <strong>in</strong> revolutionary spirit <strong>and</strong> determ<strong>in</strong>ation<br />

to any o<strong>the</strong>r class, turned out to be yet ano<strong>the</strong>r of its mistakes <strong>in</strong> deal<strong>in</strong>g<br />

with <strong>the</strong> CCP. Hsiang Chung-fa ascended <strong>the</strong> throne solely because<br />

of his work<strong>in</strong>g-class orig<strong>in</strong>. In decid<strong>in</strong>g to turn <strong>the</strong> helm of a ship that<br />

was sail<strong>in</strong>g <strong>in</strong> turbulent waters over to a person who had never experienced<br />

a voyage at sea, but who had only plied <strong>the</strong> Yangtze on<br />

river boats, <strong>the</strong> congress, under Com<strong>in</strong>tern pressure, truly took a reckless<br />

chance. It was this decision that permitted Li Li-san to wrest <strong>the</strong><br />

real power from Hsiang's <strong>in</strong>competent leadership <strong>and</strong> to sail off along<br />

<strong>the</strong> disastrous Li Li-san l<strong>in</strong>e.<br />
