Plenum played an extremely important part <strong>in</strong> <strong>the</strong> fur<strong>the</strong>r Bolshevization of <strong>the</strong><br />
Party. 3<br />
Mif s label of "Right opportunists" here was directed aga<strong>in</strong>st <strong>the</strong><br />
"Ho Meng-hsiung-Lo Chang-lung group," which was <strong>in</strong> fact <strong>the</strong><br />
"Real Power Clique," or "Labor-Union Faction," <strong>and</strong> was aga<strong>in</strong>st <strong>the</strong><br />
Li Li-san l<strong>in</strong>e. But this group was criticized by <strong>the</strong> 28 Bolsheviks for<br />
oppos<strong>in</strong>g <strong>the</strong> "Left" by way of <strong>the</strong> "Right," <strong>and</strong> by Mif for impos<strong>in</strong>g<br />
"a defeatist program of retreat upon <strong>the</strong> Party." Therefore, although<br />
this group triumphed over <strong>the</strong> Li Li-san l<strong>in</strong>e, it did not enjoy <strong>the</strong><br />
fruits of its victory. None of <strong>the</strong> members of <strong>the</strong> group secured membership<br />
on <strong>the</strong> CC. Infuriated, <strong>the</strong>y hoisted <strong>the</strong>ir own banner <strong>and</strong> on<br />
January 17, 1931, established <strong>the</strong>ir own Kiangsu Prov<strong>in</strong>cial Committee<br />
<strong>in</strong> opposition to <strong>the</strong> CCP Prov<strong>in</strong>cial Committee. Wang K'e-ch'uan, a<br />
member of <strong>the</strong> Ho Meng-hsiung group, assumed <strong>the</strong> secretariatship<br />
of this spl<strong>in</strong>ter Kiangsu Prov<strong>in</strong>cial Committee. But quite unexpectedly,<br />
on <strong>the</strong> second day of <strong>the</strong> establishment of <strong>the</strong>ir prov<strong>in</strong>cial committee,<br />
Ho Meng-hsiung was arrested <strong>in</strong> Shanghai. Some thirty important<br />
members of <strong>the</strong> Ho Meng-hsiung group were also arrested on <strong>the</strong><br />
same day. 4 They were executed by KMT authorities on February 7,<br />
1931. Although Wang K'e-ch'uan escaped safely, he later repented to<br />
<strong>the</strong> CC of <strong>the</strong> CCP by withdraw<strong>in</strong>g from <strong>the</strong> Ho Meng-hsiung faction.<br />
The spl<strong>in</strong>ter Kiangsu Prov<strong>in</strong>cial Committee naturally collapsed. After<br />
<strong>the</strong> death of Ho Meng-hsiung, Lo Chang-lung assumed <strong>the</strong> leadership<br />
of <strong>the</strong> "Right" faction with<strong>in</strong> <strong>the</strong> CCP <strong>in</strong> Shanghai. Under Lo's direction,<br />
a "Central Extraord<strong>in</strong>ary Committee" was organized on January<br />
31, 1931. <strong>Sun</strong> Cheng-i, a blockheaded workman, served as its secretary<br />
general. The Department of Propag<strong>and</strong>a was headed by Lo Changlung<br />
himself. Hsu Wei-san was appo<strong>in</strong>ted head of <strong>the</strong> Central Organization<br />
Department; Liu Tzu-ts'ai, chief of <strong>the</strong> Adm<strong>in</strong>istration of <strong>the</strong><br />
CC; <strong>and</strong> Li Ta-han, secretary of <strong>the</strong> Kiangsu Prov<strong>in</strong>cial Committee.<br />
Dur<strong>in</strong>g <strong>the</strong> early period after <strong>the</strong> establishment of this Central Extraord<strong>in</strong>ary<br />
Committee, <strong>the</strong> faction had agencies <strong>in</strong> Chekiang, Kiangsu,<br />
Hupeh, Hopeh, <strong>and</strong> Manchuria, <strong>and</strong> it created <strong>the</strong> sharpest <strong>and</strong> most<br />
conspicuous <strong>in</strong>tra-Party struggle s<strong>in</strong>ce <strong>the</strong> establishment of <strong>the</strong> CCP.<br />
But this committee, like its predecessor, Ho Meng-hsiung's Kiangsu<br />
