Fortifying the foundations for a
robust university: the year 2007
against a five-year backdrop
1

Change and transformation amidst continuity as
a university
In his inaugural address in February 2003, titled Continuity
and change, scholarship and community, quality and
equity, the new Vice-Chancellor pointed out that this
reconstitution of the UFS signaled how much a university
can and often must change – but also how, amidst such
change, it must safeguard its continuity of existence as a
university.
Two points were critical. First, in order to serve society,
the University much always fulfill the tra di tional
role of a university, i.e. to be a place of critical inquiry
and scholarship, of the generation and transfer of scientific
knowledge.
Secondly, while the UFS respects its intrinsic na ture as
university, it must continually adapt its form and scope to
meet changing opportunities and demands. In South Africa
as a developing society, for a very long time the UFS will
have to do many unconventional things to sup port
development and shape a new society – using its foundation
of knowledge.
Therefore, he said: “The greatest contribution the UFS
can make to the Free State community is to be and con ti nue
to be, now and in 25 years’ time, a very good, high quality
university – and always a creative, innovative, dynamic,
equitable, socially responsive and pro-active university.
“Therefore my vision for the University of the Free
State is to be a university of excellence, equity and in novation
– a leader in research, teaching, community service,
adult learning, transformation, non-racialism, non-sexism,
multiculturality and multilingualism; a contributor to our
country and our continent’s growth and develop ment; a
truly South African university,” Prof Fourie said at the
time.
The idea of a robust university
A particular theme, highlighted in the opening address and
annual review of 2004 (the UFS Centenary Year), was to
Annual Review • 2007 1
The year 2007 marks the last year of the first term of office of the current Rector and
Vice-Chancellor, Prof Frederick Fourie. In July of this year he was also unanimously
re-appointed, by the University Council, for a second term of office.
The five-year milestone marks a systematic process of strengthening the foundations
of the University of the Free State over a five-year period. The purpose of this process was to lift
the UFS to a higher level of functioning in all key strategic areas. Much was achieved in these
five years.
firm up the foundations of the UFS in order to become a
great and robust university. Prof Fourie defined robustness
as begin strong and vibrant, vigorous, able to withstand
shocks, competition and turbulent times. Robustness was
required in many areas:
• The UFS must firstly be academically robust with high
quality staff, solid intellectual and disciplinary depth,
research integrity and research depth. It must also be
managerially and administratively robust: high quality
support and manage ment staff and processes, sys tems
integrity, ingrained professionalism and service culture.
• Secondly, it must be financially robust with sound
financial management, sufficient reserves to ab sorb
shocks, sound investment in the core business, and sound
remuneration and staff practices.
• Thirdly, the UFS must be robust in its management of
diversity and equity: solid and sound relations between
diverse groups, strong commitments to live in mutual
respect, strong common values to underpin an equitable,
diverse workplace and student community, and a firm
campus consensus on what kind of university society we
want to be.
Others include robustness in the regional role and regional
engagement of the UFS, playing a strong leader ship
role to meet the needs of a poor and developing society,
vigor ously playing its role as an engaged university, and
also in the UFS’ national and international leadership
role, projecting its expertise in niche areas into the sci entific,
industrial and policy arenas.
Dreaming a dream, in early 2004, of a great and ro bust
uni versity was almost unthinkable if not for the dramatic
success of the Financial Turnaround strategy of 2000-2004.
Its intention (and effect) was not just to get the UFS out of
a financial crisis, but to create sufficient financial space to
en able a turnaround in the core busi ness: to invest in topclass
staff, facilities, research, teaching and learning and
tech no logy in order to be a very good university, in disputably
one of the top five or six universities in the coun try,
whilst retaining a firm and sustainable financial basis.

Jaaroorsig • 2007
To pursue this goal the UFS has adopted five strategic
priorities during the past five years, namely:
• quality and excellence
• equity, diversity and redress
• financial sustainability
• regional co-operation and engagement, and
• national and international leadership, or “outward
thrust”.
To pursue these priorities and the desired level of
robustness, the period 2003-2007 was dedicated – amidst
all the normal challenges of managing a higher education
institution in turbulent times – to a intensive process of
launching a “package” of projects and initiatives geared to
strengthen the foundations of the UFS in order to make it
robust in the noted areas. (Obviously the attainment of
robustness is not a once-off exercise, but a long term project
built on step-by-step progress.) A particular task for
the Vice-Chancellor, agreed upon by the Exco in 2003, was
to be the guardian and promoter of high quality decisionmaking
and thorough analysis in all decisions and policy
documents.
Jaarlikse inisiatiewe
soos hierbo genoem.
’n Belangrike stap was die basisdokument Academic
work at the UFS in terms of its intrinsic nature as a university,
wat in 2003 deur die Senaat goedgekeur is. Vanuit
asook in enige evalueringstelsel.
wêreld leier in ’n geselekteerde aantal akademiese kundigheidsareas.
Maart 2007.
breedvoerig later in hierdie verslag berig.)

nuwe beleid in Augustus 2006 goedgekeur is.
Annual Review • 2007 3
ny werheids wêreld, ander universiteite, staats de partemente,
die Vrystaatse regering, die Sentrale Universiteit
vir Tegnologie en ander rolspelers. Die eerste verslag is
Moontlike ingenieursfakulteit ondersoek
’n Verdere uitvloeisel van hierdie benadering was ’n
be langrike streeksinisiatief, die sg. Tri-Campus-projek.
behoeftes. Die mees onlangse (2006-7) resultaat van
in Maart 2008 verwag, waarna verdere strategiese stappe
In ge nieurswese-pro

4
Jaaroorsig • 2007
hierdie projek is die Skills for a Changing World-program,
FSHEC (Free State Higher Education Consortium), waar in
die UV ’n anker-aandeelhouer is.
greerde administrasie rekenaarstelsel (nl. PeopleSoft),
nuwe studenteregistrasieprosesse, ’n nuwe vergoeding- en
mens like hulp bron stel sels, ’n geïntegreerde pre stasie bestuur
stelsel, asook kundigheidsgebaseerde en gehalte-gerigte
fisiese beplanningsprosesse. Die stiging van ’n Beplan
nings eenheid (2004), ’n heeltydse Entrepreneuriese
2007 ingestel is. Ook die Qwaqwa-kampus is aansienlik
opgradeer in hierdie termyn.
The challenges of transformation, diversity and
equity: a new era?
The Vice-Chancellors opening address of February 2007
– titled Beyond redress: Towards the “promised land” of a
high quality, equitable, non-racial and non-sexist university
– was dedicated to the launch of the draft UFS Institutional
Charter, which is an important document to underpin the
transformation as university. Once refined and agreed upon
by the campus community, its main goal is to provide a
clear framework and vision of the kind of university the
UFS wants to be after transformation and after the necessary
redress phase. A key theme is to outline foundational (or
constitutive) principles for a university community,
characterised by diversity, that provides an institutional
culture of non-dominance, non-marginalisation and a sense
of belonging for all. (See chapter 3.)
In conjunction with the Transformation Plan and the
Employment Equity Plan, this document completed a trio
of initiatives intended to provide the foundation for
robustness with regard to transformation, diversity, equity
and human relations. Given the social divisions, complexity
and trauma of the current South African transition, which
the UFS cannot escape, this was to prove the most difficult
project of the last five years. Only time would tell whether
the UFS community was ready for the deep attitudinal
changes necessary for attaining robustness and reconciliation
in this area.
The main test in this regard was to be the Council
decision, in July 2007, to change the residential placement
policy to address the failed efforts to integrate residences
in the difficult times of the late 1990s. Whatever the
eventual outcome, bravely (if belatedly) crossing this
bridge would, through unfolding events in 2007 and 2008,
permanently affect the institutional culture of the UFS. In
this sense 2007 may prove to be a watershed year in the
history of the UFS.
Prof Fourie ended his opening address with the
university choir’s recording of Plea from Africa, written by
John Knox Bokwe (1855-1922). It expresses the yearning
of peoples in Africa under colonial oppression and
exploitation, the yearning for a new future, for a promised
land. He asked the audience to listen quietly to the words
from this prayer:

1
Give a thought to Africa! ’neath the burning Sun
There are hosts of weary hearts, waiting to be won
Many lives have passed away; and in many homes
There are voices crying now, to the living God.
2
Breathe a pray’r for Africa! God the Father’s love
Can reach down and bless all hearts, from His heav’n
above
And when lips are moved by grace they so sweetly sing
Pray for peace in Africa from our loving God
’n Stukkie geskiedenis
Chorus:
Tell the love of Jesus
By her hills and waters
God bless Africa
And her sons and daughters
In closing he urged: “Let us all – the diverse daughters
and sons of Africa in this beloved country and at this wellloved
university – take hands to build a new future, based
on a principled approach to scholarly quality and based on
a rich diversity – a new future for all at this university”.
’n pragfunksie bekendgestel. Dit heet Van Sink tot Sand steen tot Graniet. Die Engelse weergawe se titel is
From Grey to Gold.
Strategic clusters a decisive
academic initiative 2

These strategic clusters were defined not only as re search
areas, but also to encompass strong undergraduate and
particularly postgraduate teaching as well as com mu nity
service. The goal is to be widely recognised as a site of
worldclass expertise in particular knowledge areas – whilst
continuing to provide general support for research and
teaching excellence across the many disciplines that constitute
the foundation of a broad-spectrum university.
Following extensive workshops and consultation, and
with the logistical support of the Directorate Research
Development, six provisional clusters were designated in
2006. Six interim cluster co-ordinators were appointed.
They took leadership in the further refinement of the
clusters and in intensive group discussions, also with the
Vice-Chancellor and Vice-Rectors. An increasing number
of disciplines and individuals were drawn into these multidisciplinary
discussions, already adding value and depth to
the academic discourse on campus.
Eventually six clusters, including their quite detailed
specification in main and sub-areas, were finalised and
approved by Senate in 2007. They are:
• Water management in water-scarce areas (interim coordinator:
Prof Maitland Seaman)
• New frontiers in poverty reduction and sustainable
development (Prof Gustav Visser)
• Transformation in highly diverse societies (Prof Piet
Erasmus)
• Technologies for sustainable crop industries in semi-arid
regions (Prof Wijnand Swart)
• Materials and nano sciences (Prof André Roodt), and
• Advanced bio-molecular systems (Prof Hugh Patterton).
Academics from approximately 30 departments and
ten centres and units are participating in the cluster process
thus far.
Annual Review • 2007 7
In an increasingly competitive national and international higher-education environment,
no university can be a national or a world leader in everything – not even a Harvard or an
Oxford University. Therefore it has become imperative for the UFS to position itself, in its
next phase of development, not only as a good teaching and research university, but as an
institution that truly excels in selected areas of knowledge.
In 2005 the Vice-Chancellor initiated a process to identify priority areas on which to focus in
both research and teaching. In contrast to earlier efforts, broad consensus was reached that the
University should put an extra focus, in terms of energy and resources, on a small number of
strategic academic clusters – key multidisciplinary areas of knowledge that are strategically
important in terms of national priorities as well as opportunities in the national and international
knowledge landscape.
In the 2008 budget, approved in November 2007, a
further allocation of R10 million was made to the cluster
project. This is seen as seed money. The entrepre neu rial
element of each cluster will be an integral part of its design
and focus, leading to significant industrial and other
external partnerships and third-stream income. An interim
cluster-financing committee has been functional for the
better part of 2007, but the financial model has still to be
thrashed out.
The same applies to the management model or structure
that would be appropriate – whilst allowing for the
dif ferent needs of different clusters. This is a quite critical
element which requires careful consideration. What is required
is to design an innovative management and governance
model that maximally supports the cluster initiative,
with each cluster being multidisciplinary and cross-faculty,
with out creating tensions with deans and the research manage
ment within each faculty. It will also be important to
guard against dilution of the clusters by academics not
aligned with the cluster focus areas and unwilling to change
their academic focus but who want to share in the resources
allocated to the clusters.
However, several of the clusters have started to function
with funds allocated to researchers. The major task of the
Directorate Research Development in the future, with the
support of research leaders, heads of departments and
especial ly deans, will be to operationalise each cluster to
function as a beehive of academic work and innovation.
Related to the Cluster Initiative, the Directorate Research
Development has initiated the process for the UFS
to participate in the NRF South African Research Chairs
Ini tia tive (SARChI) by linking proposed research chairs to
existing clusters. These chairs will imply a sig nificant
boost to our research capacity.

NRF-funded research projects, representing a combined
total commitment of almost R30 million to the UFS over
the next five years from 2008 to 2012. The RNAs for the
UFS include:
• Agricultural risk management for Africa
• High throughput identification and characterisation of
biological and bioactive molecules
• Integrated water-resource management
• Local development in arid and semi-arid areas of the
Institutional charter and
transformation plan map
the way forward
3

Two important overarching transformation initiatives came
to fruition in 2007. In addition, a thorny transformation
challenge was tackled: diversity and racial integration in
residences.
Institutional Charter or “social contract” unveiled
A first draft of the UFS Institutional Charter was unveiled
by the Vice-Chancellor at the Official Opening of the
University in February 2007. The draft charter was the outcome
of a process, in 2004-2005, of intensive campus consul
tation around the concept of a Social Contract – a
process proposed by the Vice-Chancellor at his instal lation
in 2003. More than 800 staff members of diverse backgrounds
and many students took part in structured workshops.
After the initial raw emotions and reactions, the discus
sions led to proposals regarding the values and principles
which should underpin the “new” UFS. A draft Charter
was compiled and provisionally adopted by the Exco, Execu
tive Management, Senate and the UFS Council during
the first months of 2007. It was agreed that the Charter has
all the potential to be a break through and mile stone
document that provides essential guidelines to under pin
further transformation.
This was followed by an intensive round of dis cus sions
among academic staff, support services and students on all
three campuses to receive critical comments. A struc tured
questionnaire was used to guide the discussion and comments.
Individual comments were also received. A first impres
sion is broad support for the idea and content of the
draft charter – more than 90% of individuals and groups
that responded supported the idea. More than 60% of respondents
supported the transformation direction and commitments
in the Charter, and more than 70% the format of
the Charter – although a variety of perspectives ob viously
existed. If all went according to plan, a second draft of the
charter was to be prepared later in 2007. However, the
demands of the residence-diversity process significantly
delayed this process, at least until 2008.
Annual Review • 2007 11
As a university community the UFS is committed to excellence in transformation and
the establishment of an inclusive new institutional culture. A key theme has been
that the university community must develop and nurture a culture of belonging. This
means much more than “accommodating” different groups. We must develop an
entirely new institutional culture with a sense of belonging for all, non-dominance as norm, and
a strong sense of common values, and in full recognition of the Constitution and the Bill of
Rights.
Main objective of the Charter: urgent, good
transformation and a sense of belonging
Unlike some business charters, the draft UFS Charter is not
in tended to specificy transformation goals, targets and
timeframes. That would be the task of the transformation
plan and employment equity plan (see below).
The UFS Institutional Charter comprises foundational
principles that seek to underpin a process of brisk, com prehensive,
high-quality institutional transformation, within
the context of a university committed to academic excellence,
equity and innovation. (The UFS now is in its fourth
phase of transformation. Previous phases were from 1978-
1996, 1997-2002 and 2003-2004.) It is believed that, if it is
based on a principled framework and vision of what kind of
future university we are transforming towards, the change
process will be faster, better aligned and more consistent
and will avoid being impeded by conflict, cross-currents
and power struggles. In other words, the goal is bestpractice
transformation.
Essential to the achievement of our goals is an in sti tutional
culture which embraces critical inquiry and free expres
sion, fosters excellence and quality, establishes an
enabling environment for the individual, is based on respect
for and appreciation of diversity, and – above all – promotes
a sense of belonging for all members of the university.
Main principles for a future transformed
University
The Charter starts by committing the University to up holding
the Constitution of the Republic of South Africa and
its Bill of Rights, as realised within the institutio nal context
of a university. This commits us to the advance ment of
human rights and constitutional freedoms, the elimi na tion
of discri mi nation, and to equality and human dignity for
all. The Charter also confirms general values that underpin
the University, such as academic freedom and autonomy,
excellence and quality, fairness, service, and integrity.

12
Jaaroorsig • 2007
The draft Charter then deals with constitutive principles
relating to both academic and social dimensions of the
future UFS. Like a constitution of a state, but adapted to the
university environment, it seeks to specify founda tional,
constitutive principles and parameters of the future, transformed
university. These are intended to give a clear sense
of direction to decisions and practices at the University and
to provide desired checks and balances. They are meant to
guide decision-making and behaviour and to relieve much
of the tensions and anxieties of the transformation process
in order to speedily arrive at the desired future transformed
university and achieve our ideals.
A first category of constitutive principles relates to
main taining the intrinsic nature of the University as a place
of science and scholarship in the context of engagement
with the situation and problems of South Africa and Africa.
A second group of principles relate to maintaining and
strengthening academic culture, quality and excellence.
A very important group of principles relates to diversity,
institutional culture and social context within the institution.
The core constitutive principle is to create a sense of belonging
for all members of the university – black and white,
male and female, of whatever language, cultural or economic
background, sexual or religious orientation, as well
as people with disabilities. Constitutive principles that support
this goal include the following:
• Equity, justice and fairness in dealing with diversity.
• Non-dominance amongst diversity, i.e. preventing dominating
behaviour of any individual or group over others,
irrespective of numbers.
The Charter underscores the importance of a redress
phase, given the socio-political history of the country
and the UFS and the significant backlogs that still exist,
and commits the University to urgently complete this
phase.
But it also starts to conceptualise the end of the
redress phase. The Charter suggests that the end of the
redress phase may be in sight when an ap pro ximate
racial and gender balance in the composition of staff
and students is attained. (This idea was echoed when
the concept of sufficient diversity was used in de termining
the quantified targets of the employ ment equity
plan; see below.) Reaching such a point would create
condi tions where most of the conflict and anxieties of
• Non-marginalisation, respect for minorities and ap preciation
for diversity in personalities, individual pre ferences,
human skills and workplace skills.
• Sufficient diversity in the composition of academic and
support staff and students to constitute the neces sary
institutional space for nurturing non-racialism, nonsexism,
multi culturalism, multilingualism and nondominance.
• Sufficient diversity of symbols and artifacts to reflect the
diversity of histories and cultures unambiguously and in
a balanced, respectful manner.
• Substantive and sufficient multilingualism (in terms of
the main and other languages) in academic and support
activities.
• Substantive multiculturalism and embracement of the
diversity of cultures.
• Balance between competing interests and conflicting
objectives by explicitly and innovatively pursuing the
difficult trade-offs that may be necessary.
This Charter states that we unambiguously commit ourselves
to embrace and celebrate the rich diversity of South
African peoples within the central region, a diversity that
manifests itself in intellectual and philosophical orientation,
language, culture, religion, social and economic status, sexual
orientation and nationality, among others. We stand for
maintaining “sufficient and substantive diversity” because
it makes us a better university, a more equitable university,
a more innovative university, and an engaged university.
Further groups of principles relate to the work en vi ronment,
student life, and governance and management. A
Defining the redress and post-redress phases
the current transition are resolved, and where approximate
balance and trade-offs between objectives, forces,
interests and interest groups are attained, and where a
sense of belonging exists for all members of the
university.
This would then provide the incubating environment
for moving, in the longer run, into the post-redress era,
moving further towards full non-racialism, non-sexism,
non-discrimination and a normalised university com munity
– a state of affairs where old paradigms, divisions,
pains, conflicts and tensions will be transcended, and
where race and gender have ceased to be decisive factors
in determining policies, behaviour, attitudes and thinking
of individuals or groups at the University.

notable principle in the latter context requires the sub stantive
presence of different population groups and gen ders in
governance, management and decision-making bodies.
It appears that the ideas and basic principles of the
charter have already started to influence thinking and
policy-making at the UFS, e.g. in the Employment Equity
Plan, where the threshold of “sufficient diversity” was
specified numerically for the first time in terms of the
designated groups. The latter concept also was important in
the residence placement policy (see below), where very
low percentages proposed by some traditionally white
residences were not accepted since they would not provide
sufficient diversity. Charter concepts also permeate the
Transformation Plan (see below) and the draft Integrated
Three-year Rolling Plan of the UFS for 2008-2010.
If this pattern continues, the Charter could be a major
breakthrough in the planning unit, transformation discourse
on the UFS campus as it may serve to clarify thinking on
very complex issues and to guide us on the way forward.
University Transformation Plan approved
The UFS is now in its fourth phase of transformation.
Previous phases were from 1978-1996, 1997-2002 and
2003-2004. The University’s latest Transformation Plan,
flowing from the Transformation Plan Task Team (TPTT),
was approved by Senate and Council in the first half of
2007. This was the end result of two years of hard work by
the TPTT, which was launched early in 2005. The TPTT
handed its final report to Management in October 2006.
After requesting input and comments from staff and other
stakeholders, the Planning Unit, the Exco and the Executive
Management drew up a final document.
The plan comprises a clear conceptualisation and de finition
of transformation as understood by the University,
i.e. as a deep and pervasive, intentional and phased process
affecting the institutional culture, underlying assumptions,
and institutional behaviours and processes of the institution.
In addition, it systematically lists remaining transformation
goals and challenges adopted by the University, as well as
strategies to address these.
Approximately forty transformation projects are listed,
in four broad categories:
• Institutional culture. This includes attaining a sense of
belonging for all by transforming the institutional culture
from a dominant Afrikaans culture to one that creates a
state of non-dominance amidst diversity, enhancing and
fostering diversity in student life (including a new
Annual Review • 2007 13
residence placement strategy) as well as staff life, and
furthering multilingualism by refining the language
policy.
• Academic responsiveness, relevance and engagement
with regard to research, academic programmes, teachinglearning
methods and community service, as well as
enhanced student access, throughput and success.
• Governance and management, in particular the possible
refinement and realignment of the vision and mission of
the University.
• Employment equity, in particular to finalise the
employment equity plan in order to accelerate redress by
appointing staff from underrepresented groups to attain
substantive and sufficient diversity.
The Plan also rank the projects in different catego ries of
urgency and time-frames. Diversity-related projects were
accorded the highest priority, in particular the following:
• Increasing diversity in student life, notably a new residence
placement policy;
• A plan for creating a sense of belonging, based on a
thorough analysis of the determinants of such a sense;
• Employment equity and redress;
• Language policy and diversity, and
• Equity in access, throughput and success.
The Plan also targets diversity in student extra-curricular
activities; interpreting services; multilingualism in
front line support services; language empowerment; employment
practices and hindrances to redress; postgraduate
and international student support, and the finalisation of the
Institutional Charter.
Most of these projects have proceeded well, and some
have been completed in part or as a whole. Unfortunately,
as noted above, the organised political resistance against
the new residence placement policy impacted heavily on
the time and energy available to management. This has
definitely delayed the execution of important elements of
the Transformation Plan.
The promotion of diversity and multilingualism is
proceeding well. One challenge is that new complexities of
multilingualism are coming to the surface, especially with
regard to staff language skills and attaining the ap pro pri ate
trade-off between language diversity goals and employment
equity goals. This may be a problem especially in the postgraduate
sphere. In the process, refinements of the parallelmedium
tuition policy (e.g. simultaneous interpretation)
are being piloted.
There already are many other positive elements. The
UFS has now more diverse (or “culturally representative”)

14
Jaaroorsig • 2007
building names. The Moshoeshoe Project in honour of the
legendary founder of the Basotho nation is contri buting
towards a shared sense of history. The diversity sensitisation
workshops remain a valuable intervention. However, it
appears that a sense of alienation amongst black staff and
perhaps also black students remains. Human relations on
campus needs to be strengthened, also between academics
and support staff, as well as between male staff and senior
female managers. A Code of Conduct, especially with
regard to racism and sexism and other forms of dis crimination,
may be an important instrument to entrench respect
for the human rights of all staff and students on campus.
Diversity in residences:
finally crossing the bridge
In 2005, when the new trans formation-plan process was
launched by the Rector, the issue of residence diversity and
the placement policy was put on the table as a strategic
priority and accepted as such by Executive Mangement and
Council, inter alia in the approved Strategic Plan of 2006.
The final report of the TPTT (Transformation Plan
Task Team) of October 2006 flagged residence diversity
and placement policy as key priorities, following their
consultation process with various internal and external
groups and communities. Diversity in student life and the
finalisation of the new placement policy thus was one of
the approximately 40 transformation projects identified by
Executive Management in its Transformation Plan 2007-
2010, approved by Council in June 2007.
This was not the first attempt to attain diversity in residences.
A previous attempt in the 1990s failed due to the
development of high risks of violence in integrated residences
– a factor attributed to the complexities of an early
post-1994 generation of students where black and white
had not had any meaningful contact in e.g. schools and socially.
As a result a new policy was adopted in 1997/8
which allowed residences to have a dominant culture,
whilst accepting 30% students from another culture. Over
time this unfortunately was allowed to gravitate to a po sition
where residences became almost exclusively white or
black. Accordingly this issue was put on the table again as
part of the 2005 transformation project. This followed
submissions by the Vice-Rector: Student Affairs to Manage
ment to suggest that the set-up of the residences being
separate on the basis of race is not acceptable.
agter gronde kom, sal moet behels. Verskeie modelle is dus
oorweeg en ontleed.
Benefits for students: With the integration policy the
UFS intends to overcome the racial divides of the past and
equip stu dents in residences with the knowledge and skills
to under stand people from other cultures, appreciate other
languages and to respect differences in religion and economic
background. Students in UFS residences will have
a dis tinct advantage over many other work seekers in
South Africa, because the workplace today is a very
diverse place with people of many backgrounds. The UFS
wants to esta blish a new model of residence life in which
students will voluntarily embrace diversity and learn
about diversity so as to add value to their educational
experience in a residence.
Uitgebreide konsultering: Die eerste konsultasies oor
integrasie reeds in Mei 2004 plaasgevind, toe die be stuur
Kommentaar is aangevra
van alle koshuise. Etlike van die studente-insette is in
die konsepbeleid geïnkorporeer. Informele gesprekke is

’n Gesofistikeerde beleidsdokument: Die goedgekeurde
dokument was ’n omvattende be leids dokument oor diversiteit
in koshuise waarin ’n ge so fisti keerde en opvoedkundige
is.
Daarvolgens moet
tradisionele blanke of swart junior koshuise minstens 30%
In effek moes junior koshuise in
Personeel sowel
as studente leiers is hierin opgeneem. Die komitee se hooftaak
Annual Review • 2007 15
hierdie basis gemobiliseer.
Hoewel VF-gesinde studenteleiers
vir 2008 voorberei was nie.

Equity and diversity the
key to staff excellence
4

These projects include the Grow Our Own Timber (GOOT)
initiative for academic positions, as well as a SETA/UFS
Workplace Learning Internship for support-services staff.
Approximately R18 million has been set aside in the past
five years for this important strategic priority to allow
faculties and departments to appoint persons from the
designated groups. Every opportunity to employ senior
black and female managers has been utilised.
Employment Equity Plan approved
An Employment Equity Policy was approved in 2005 and
the big step forward was the approval of the EE Plan by
Council in November 2007 following laborious work at
several levels. The UFS employed an alternating top-down
and bottom-up approach to develop a three-year-rolling
plan for employment equity, ensuring that top-manage ment
guidance was provided, yet intensive department, faculty
and sup port-service level input was obtained in the identification
of barriers and the development of the EE measures
and set ting of numerical targets.
The sensitive issue of numerical targets and goals was
thrashed out in producing the plan. An important breakthough
was made by the Empoyment Equity Committee in
reaching consensus on the way to conceptualise and specify
numerical targets. The plan adopts and utilises an important
concept, that of sufficient diversity, first introduced in the
draft Institutional Charter. An important element of the
approved Plan is a quantitative indication of what sufficient
diversity means.
A specific group (black male, black female, white female,
white male) is seen as being sufficiently represented
with in a UFS staff category when it has a 20% or higher
representation. This implies that the appointment of persons
from groups that exceed 20% representation does not count
for employment equity-target attainment. A 20% re pre sentation
per group in each staff category is viewed as the five-
Annual Review • 2007 17
The UFS firmly believes that diversity among staff is an asset that will assist the
institution in its quest for excellence. The Employment Equity (EE) Plan is of the most
crucial areas of concern and a key element of the Transformation Plan.
As at other universities, the problem exists that not all groups are sufficiently
represented in all of the staff categories. While the UFS has made significant progress regarding
all the components of employment equity, progress regarding the black staff profile has
stagnated over the past three years. It has thus become essential to set more specific and realistic
numerical targets and to formulate additional plans and projects to achieve these targets.
year target. Every available opportunity should also be
utilised to appoint people with disabilities.
In addition, for the designated groups as a whole, sufficient
diversity was defined as a minimum of 50% representation
for the designated groups as a whole for each
UFS staff category. These targets of 50% are to be attained
within the next five years.
Since the approval of the policy a lot of work was
done by the EE sub-committees and the Central EE Committee
to produce EE plans for the various faculties and
sup port-service units. The targets may also have implications
for staff categories where a below-20% white male
or white female complement is present, e.g. garden or
cleaning services.
The EE Plan constitutes compliance by the UFS with
its statutory obligation in terms of the Employment Equity
Act, No. 55 of 1998. The plan is the core component of the
UFS programme to achieve its strategic priority of equity,
diversity and redress.
The plan is a firm, objective commitment by the UFS
and its stakeholders, embodying timeframes, goals and
positive, measurable measures whereby the UFS can
achieve substantial progress in implementing and creating
a consolidated understanding and roadmap for employment
equity at the UFS.
The current picture is one where the academic staff
numbers are increasing, but progress is still unsatisfactory.
Good progress was made with regard to white women in
some categories, designated groups in top management
(50%), and black men in the junior lecturer category (less
than 20%). However, progress is still slow with regard to
black men and women in other categories. The UFS also
realises that it might be difficult to attain these targets in,
for instance, the senior academic ranks.

We will grow more of our own timber
To boost our employment-equity goals on senior academic
and research levels management looks at different ways to
achieve the numerical goals. More focus is to be placed on
the Grow Our Own Timber Programme (GOOT) and
mentoring. Two new projects for “growing our own timber”
for academic positions have been approved, as well as
a Workplace Learning Internship initiative for support services.
There is also a project in the pipeline for the development
of leadership among promising black academic
and support staff to equip them for senior and high-level
management positions.
GOOT help transformasie bevorder
Dit program behels twee beursprogramme – A.W.
Genote is gekoppel
Bursaries to promote programme
In the Mellon Programme two new bursaries were awarded
in 2007. Of the current intake, nine doctoral and thirteen
master’s degree students have completed their studies. Five
masters’ degree students left the programme on completion
of their degrees. Eight students are pursuing their Ph.Ds.
Of the group involved in their Ph.Ds two accepted
appointments outside the UFS. Fifteen fellows accepted
positions within the UFS. Two left the programme prior to
obtaining any qualification.
In the Mellon Programme Mr Kingdom Moshounyane
of the Department Drama and Theatre Arts received a
bursary to complete part of his doctoral studies in Norway.
In the Atlantic Philantrophies programme one new
fellow was awarded a bursary in 2007. Of the current intake
of Ph.D. students (Faculty of Law), one Ph.D. study was
completed in 2007, one submitted a thesis and another is
due to submit. All three were appointed in academic
positions. One student (Faculty of Health Sciences) will
complete a Ph.D. in 2008. One completed a master’s
degree, submitted in 2007 and is due to register for a Ph.D.
in 2008.
Vordering in sommige departemente

aangewese groepe (wit vroue uitgesluit) aangestel.
vroue beklee was.
van me. Merlene Esau as junior lektor, die eerste
aangewese groepe aangestel. Die Departement Siel kunde
beskik oor vyf (35,7%) doserende personeellede (per manente
aanstellings) uit die aangewese groepe waarvan een
personeellid op die Qwaqwa-kampus is.
In die Sentrum vir Gesondheidsisteemnavorsing en
Ontwikkeling (SGSN&O) was nege swart vroue, twee
kleur lingvroue, nege wit vroue, ’n swart man en ses wit
Reke
gevorder.
In die Fakulteit Teologie is dr. Jeannette Steyn aangestel
getolk is. By verskeie vergaderings van die Mangaung
Plaas like Munisi paliteit en die Motheo-distriks munisipaliteit,
asook Pansat, is buiten Afrikaans/Engels-tolking
Dié blinde persoon het hy hom by vergaderings geweldig
Dié tolking is baie goed deur sowel Engelse as
Sesotho-sprekende sielkundige by Kovsievoorligting
aan gestel. Die Departement Sielkunde sal ook jaarliks
’n Sesotho-sprekende verskaf om internskap by Kovsievoorligting

Teaching-learning policy finalised
In an important step a new teaching-learning policy for the
UFS was approved by the Senate. The policy focuses on
quality and excellence as well as equity, diversity and
redress and closely links quality assurance, scholarship and
innovation in teaching and learning. The teaching-learning
policy is aligned with international developments in higher
education as well as quality goals, and addresses the fundamental
principles underpinning teaching and learning. The
Division Teaching, Learning and Assessment of the Centre
for Higher Education Studies and Development (CHESD)
played a major role in the development of the teachinglearning
policy.
e-Learning an integral part of blended learning
approach
During 2007 the UFS introduced the “blended approach”
as the most effective delivery approach for the “engaged”
teaching and learning model. The “engaged” model was
also endorsed during 2007 as the institutional teaching and
learning model of choice.
The blended approach makes it possible to use facilities
to capacity, reduce contact time between lecturer and student
and make the presentation of classes in Afrikaans and
English easier. The blended approach involves the design
of course modules to incorporate some face-to-face contact
between lecturers and students, as well as some electronic
contact between lecturers and students. The extent to which
traditional face-to-face contact is replaced by electronic
contact will differ from module to module, depending on
the extent to which a particular module is more theoretical
or more practical.
During 2007 the anticipated increase in the number of
e-learning modules did not take place as planned. One of
the factors that influenced the planned expansion was the
migration of electronic distance modules, previously made
available to students by a commercial partner in Johan nesburg,
to the learning management system of the UFS. At
the end of March 2007 the Division e-Learning in the
CHESD migrated 164 course modules to the institutional
learning management system. This process was completed
in two weeks.
A task team, chaired by the Division e-Learning, was
established to identify the full implication of the takeover,
and to make recommendations in this regard. Issues such as
the implementation of an electronic student-registration
pro cess, as well as the administration of examination sessions
for off-campus students enjoyed the attention of the
task team. In the light of these developments, as well as

22
Jaaroorsig • 2007
those related to the envisaged migration of on-campus
modules from WebCT to Moodle at the end of 2007, it was
decided to defer the expansion of the blended model to
2008.
The migration of first-semester modules from WebCT
to Moodle for on-campus students was completed at the
end of November 2007. A total of 465 course modules will
be available to students on the institutional learning management
system at the beginning of 2008.
The migration of modules from WebCT to Moodle was
characterised by a re-evaluation of learning materials and
support for lecturers in ensuring that the new modules on
Moodle were interactive and that the modules encouraged
active student engagement. The Division Teaching, Learning
and Assessment was also involved in the migration process
and offered lecturers support with regard to the pedagogical
foundations upon which the modules had been
designed.
Planning has already begun, in consultation with lecturers
involved, for the implementation of new e-learning
modules during 2008. By the end of November 2007, 128
academic staff members had attended both a Moodle Orientation
workshop and a Moodle Follow-up workshop.
The planning of four experimental modules, in collaboration
with interested academics, in 2006 led to the implementation
of three of these modules in 2007. The first module
is a general academic skills module that was developed in
collaboration with the teaching and learning team in the
Faculty of Health Sciences. The second is a language-proficiency
module, aimed at postgraduate students. This module
was developed in collaboration with the Department of
English. The third module was developed in collaboration
with the Department of Economics and involves the novel
use of an interactive, electronic textbook.
It is envisaged that these modules will be implemented
fully during 2007 and 2008, and that the first evaluations of
Career preparation a success
In the Career Preparation Programme (CPP), an access programme,
over 1 240 students registered were registered in
2007. A total of 1 014 degrees have been awarded since
1996 to students who commenced their studies in CPP; 95
of these were honours degrees, sixteen masters degrees,
and six M.B.Ch.B degrees.
On account of a partnership agreement between the
National Institute for Higher Education in the Northern Cape
(NIHE) and the UFS, student numbers increased in Kimberley
from 30 in 2002 to 264 in 2007. Since January 2005,
second-year courses in Economic and Management Sciences
as well as in Humanities were also implemented and 38
students registered in these programmes. Since Jan uary 2006
certain third-year courses were also imple men ted. A total of
41 third-year students registered in 2007. At the end of 2006,
the first seven B.Soc.Sc (Human and Social Dynamics)
students graduated from this partnership.
Student success rates are of critical importance. At the
time of the Institutional Audit in 2006, it was identified by
the UFS – and subsequently by the audit panel – as a
potential problem. Data showed a decline in the overall
success rate (from 73,4% to 69,2%) from 2003 to 2004.
The approved UFS Enrollment Plan of the Department of
Education stipulates a target of 74% for the UFS from 2008
to 2010.

Data for 2004 - 2006 show a marked four percentagepoint
increase in the overall success rate, but a 2% drop
again in 2007.
As far as new first-year students are concerned, the
period since 2004 - 2006 also displays a significant increase
in success rates. For black first-years it has gone up from
50% to 59%. For white students the success rate is 80%,
which equals the national benchmark figure.
While the success rate for black students is not ac ceptable
yet, the increase as such is an important change. The
impact of the new Department of Student Development
and Success and its new tutorial programmes will hope fully
boost the success rate significantly.
The context in which the UFS functions and the stu dent
population that it serves are relevant factors. The UFS has
chosen to be a university of access to students with potential
from disadvantaged backgrounds, and has created various
routes of access and success for such students. The
UFS does not exclusively target learners from private
schools, for instance, or use artificially high admis sion
criteria to exclude students from disadvantaged school
backgrounds. Compared to a university that adopts such
strategies, the educational value-added that the UFS imparts
to its students may be much, much higher. Nevertheless,
this is an area that we would like to improve significantly.
More students are drawn to programmes
The Programme in Higher Education Studies experienced
rapid growth and the number of full qualifications (advanced
diploma, M.A. and Ph.D.) increased to almost a
hundred. Approximately thirty persons registered for
occasional studies in the various modules (short courses
excluded). The number of Ph.D. students in Higher Education
Studies increased to 25. Four completed their
degrees. The variety and the interdisciplinary nature of the
research undertaken manifest in the topics of these stu dies,
namely: effective student evaluation, skills development in
public-health training, promotion of learning amongst unprepared
students and the development of a research culture
in undergraduate occupational therapy.
The M.A. programme experienced exceptional growth
in 2007 when forty members of staff and from other institutions
enrolled for the first year of the qualification.
There were about 15 students in the Advanced Diploma
in Higher Education, but there are clear indications that an
increasing number of students from the FET and privateeducation
sectors are interested in the qualification. Several
persons with extended experience in these sectors have
obtained admission to enroll for the qualification after
going through a recogition of prior learning (RPL) process.
There are already indications that these persons can become
the most successful group in the programme.
Office to support postgraduate learning and research
experienced members. The creation of this office is part
of a concerted effort by the UFS to create an optimal
environment for post graduate students to achieve
quality and excellence in their research activities. This
is in line with the emphasis placed by government on
post graduate students – through the NRF’s strategy of
Ph.D. a Key Driver. The HEQC Audit identified also
the absence an office for post-graduate students as a
weakness regarding quality-related arrange ments for
postgraduate education.

Jaaroorsig • 2007
The four credit-bearing short learning programmes and
occasional studies in Research Development, developed by
the division HES&R are available to all departments and
faculties at the UFS. In 2007 two of these short courses
(SPRESK: Writing and computer skills for the researcher,
and SPQUAL: Introduction to Qualitative research) were
presented for the first time. Twelve staff members have
completed the courses successfully.
With regard to occasional studies several students registered
for single modules during 2007. The largest was the
groups of sixteen each for HOS512 (Assessment) and
HOS518 (Learning Facilitation). If overlapping is considered,
about 45 different students registered for occasional
studies in 2007.
Health Systems Centre a valuable asset
Since its inception in 1993, the Centre for Health Systems
Research and Development has shown unremitting growth
and expansion in terms of staffing, projects, the scope and
diversity of its research and development activities, and its
financial standing. After fifteen years of successful operation,
the centre can lay claim to commendable experi ence
and expertise in a number of fields of study and methodological
approaches, and amid an ever-widening basis of
national and international collaboration in research.
In 2007, excellence in the research and developmental
endeavours of the centre was recognised when its director,
Prof. Dingie Janse van Rensburg, was promoted to Distinguished
Professor. In his career of 37 years Prof. Van
Rensburg played a vital role in establishing a culture of
scientific publication among young and upcoming researchers.
He is wellknown, both nationally and inter nationally,
as a researcher, research manager and grant holder
in respect of HIV and Aids and Tuberculosis and recipient
of numerous awards and commendations.
Mabel Erasmus ’n volwaardige akademiese
steun diensafdeling binne SHOSO.
Vanjaar
is reeds 55 diensleermodules aangebied, waarby meer
as ’n duisend studente betrokke was.
aangebied. Verskeie gasdosente het bykomende
perspektiewe gebied.
Akademiese uitnemendheid in diensleer word bevorder
deur navorsing oor diensleertemas aan te moedig. ’n Na vorsingsprojek
oor Engagement of staff in Community Service
Learning at the University of the Free State is vanjaar
publikasie.
In
oor Service Learning as a basis of Research and
Geesteswetenskappe bygewoon. Dit is deur proff.
Bob Bringle en Julie Hatcher van die Indiana University-
Purdue University Indianapolis (IUPUI) gefasiliteer.

studente in 2007 gehad.
Die Departement Menslike Bewegingskunde het sy
dienste beskikbaar gestel aan die Lebone-kinderhuis van
die Calhib Mohabi-sentrum. Die praktiese opleiding en gepaardgaande
dienslewering van Remediërende Onderrigstudente
van die Departement Psigo-Opvoedkunde lewer
’n bydrae tot samelewingsdiens en diensleer. Elke jaar
word ’n gemeenskapsprojek geïdentifiseer waarby hierdie
studente as deel van hul praktiese opleiding betrokke moet
wees. Dié studente was aktief by die Hoërskool Martie du
Plessis betrokke.
Dr. Gregory Alexander (Psigo-Opvoedkunde) is be trokke
by verskeie streeksinisiatiewe. Hy werk saam met dr. R
The total expenditure on research in the central university
budget has grew dramatically by more than 100% from
R12,2 million in 2005 to R26 million in 2007, confirming
the UFS’s commitment to research.
The Directorate Research Development has prioritised
the efficiency of its research information-management
systems as a critical requirement to further enhance the
profile of the UFS as a research institution. The directorate
has therefore joined the national Research Information
Management System (RIMS) initiative, led jointly by the
Department of Education (DoE) and the Department of
Science and Technology (DST).
The first five-year cycle of the current UFS research
strategy, which was approved in 2003, will come to an end
during 2008. The strategy guided research develop ment
from 2003 to 2008 by focusing on the development and
enhancement of a research culture at the UFS, through its
five objectives: quality assurance, equity and redress, financial
sustainability, support systems, and output dimension.
The HEQC Institutional Audit recommended that “the
UFS should revise its strategy for the development of
research, focusing particularly on the prioritisation of goals
and objectives…” This recommendation, in addition to
changing internal and external imperatives such as the
Strategic Cluster Initiative, the South African Research
Chairs Initiative (SARChI) and a new strategic plan
launched by the NRF, will inform and direct the external
review of research development at UFS. This review will
serve as framework to guide the UFS towards a New
Research Strategy for the next five years until 2013.
More get NRF ratings
Following a drop in the number of NRF-rated researchers
to 70 in 2006, the total of rated researchers at the UFS
increased when an additional ten persons obtained an NRF
rating. The UFS now has 75 NRF-rated researchers. According
to Evaluation and Rating Facts & Figures 2007, a
publication of the NRF Evaluation Centre, the UFS is rated
Annual Review • 2007 27
Research output for 2007 was 454, following increases from 410 in 2005 to 455 in 2006.
Since 2002 the UFS accredited research output has increased by approximately 50%
(from 304). The total subsidy-bearing output (the above plus research master’s and
doctoral degrees) has also increased to beyond the benchmark set by the Minister of
Education. Furthermore, as recommended by the HEQC, the Directorate Research Development
is developing the necessary mechanisms of support and incentives for researchers to publish
increasingly in ISI-listed journals.
UFS accredited publication output, 2000 – 2006
of the percentage (11,6%) of their research/instruction staff
with a valid NRF rating.
The effort the university puts in the development of
young researchers is paying off as twelve young researchers
obtained a rating during the year.
Four researchers of the Faculty of Economic and
Management Sciences – Proff. Frikkie Booysen, Hendri
Kroukamp, Philippe Burger and Lochner Marais – received
NRF gradings. In the Faculty of the Humanities three
received first-time gradings. They are Proff. Heidi Hudson
(C1) en Jackie Naudé (C2) en Dr Christo Heunis (C3).
In Theology Prof. Johan Janse van Rensburg received
a C3 grading. The faculty now has four NRF-graded
researchers – a remarkable achievement for a small faculty.
Proff. Andries Snyman, Francois Tolmie en Pieter Verster
received C gradings in the past.
The UFS Thuthuka grant-holder numbers increased significantly
from 25 in 2006 to 44 in 2007, representing an
increase in Thuthuka funding from R2 million to almost
R2,4 million. The UFS boosted participation with tailored
support mechanisms, e.g. identifying potential applicants
and assisting them in proposal development through workshops
and individual sessions.
Research grants doubled
An increase in National Research Foundation (NRF) grants
– more than doubling in five years (from R7,3 million to
R17,4 million) – reflects a similar strong upward trend in
research activity. Central research funds allocated in 2007
oor Plaaslike Regering in Kaapstad voorgedra.
in geakkrediteerder publikasies opgeneem.
In 2007 het nagraadse studente aan die Departement
Musiek vier artikels in geakkrediteerde tydskrifte publiseer
In Augustus was dié departement die gasheer
for Research in Music. Personeel het drie referate by dié
Close relations with industry
The UFS is continuing to work closely with industry in
various areas. Sasol invested R9 million over the past three
years in the Department of Chemistry. This was part of the
strategic alliance forged between the UFS and Chemistry,
in terms of which the UFS invested R12 million in the
department. (These amounts exclude the expenditure on
the chemistry-building renovation project, which may eventually
cost approximately R50 million.) Sasol has been
very impressed with the department’s increase in significant
published research outputs on basic petrochemical
reactions.
The Netcare Private Hospital Group made a donation to
the Department of Haematology and Cell Biology for among
others the establishment of a bone-marrow transplant
programme, the development of a molecular-biology
Enlarging the footprint internationally
The UFS’s vision of playing a bigger role in the sub-region
and also in Africa as a continent received further momentum
with the appointment of a Head of Internationalisation
from the beginning of 2007. The office is finalising the
UFS Internationalisation Strategy, which will include a
focus on the internationalisation of research. In this regard,
the office will identify international research funding
opportunities and establish contact with large funding
bodies. It will aim to create research opportunities, facilitate
international visits, mobilise research funding, expand
and maintain international research agreements, establish
administrative aid, and expand research membership.
Musiek skuif grense
Die Departement Musiek het ’n belangwekkende same werkingsooreenkoms
met die National Institute for Higher
Instrumental Music Awards in Kimberley opgetree.
52 studente landwyd bygewoon. Hanna van Schalkwyk,
georganiseerder, was ook beoordelaar op die Oos-Kaapse
Musiekkompetisie in Oos-Londen, terwyl Sanyo se
talle vlakke internasionaal betrokke. Pianis Albie van
Johannesburg.
Aanbiedinge is in ooreenstemming met per so neel be hoef tes
Lewenstandaard so verbeter
UV-personeel het sedert 2000 elke jaar verhogings on tvang
wat groter was as die inflasiekoers. Die gesamentlike, kumu
latiewe verhoging bokant inflasie – wat ’n reële ver be tering
in die lewenstandaard van personeel impliseer – beloop
reeds amper 22%.
is. Strategieë rondom die onderhandelinge het daartoe
gelei dat ’n salarisooreenkoms vanjaar weer sonder enige
ar beidsonrus bereik is. Die ooreenkoms is vroegtydig
gesluit sodat die inplementering op 1 Januarie 2008 in
wer king kon tree.
beskikbare fondse is nie ’n belemmering.
Significant growth in staff numbers
The UFS showed a significant growth in staff num bers.
The SLEs for academic staff increased with 23% from
500 in 2000 to 613 in 2007. In the days of rationalisation
and the Turnaround strategy in the 1990s the SLEs were
480.
The same increase has occurred in support staff. Many
capacity bottlenecks have been and are being addressed.
As with the academic staff, the UFS is concerned
about various issues affecting support staff. Among them
are staff overload and new or remaining capacity bottlenecks
and problems with service orientation and/or percep
tions of service levels. Modernisation and pro fes sionalisation
of sup port and administrative systems are much
better, but the pro cess is not completed. Support-staff

gin.
begin. Altesaam 238 personeellede is opgelei en bygestaan
om hul prestasieplanne te voltooi. ’n Totaal van 75
in di vi duele en groepsessies is aangebied. Die imple men tering
werk vorm. Hierdie uitkomste/take is gekoppel aan elke
Development of staff encouraged
Various areas for staff development were addressed during
2007. The UFS Board funds academic qualifications in the
form of bursaries for staff. Funds were also made available

Construction on a new computer lab. The facility will provide access to more than 800 additional computers.
to attend national and international conferences. A total of
37 staff members applied for funding to attend international
conferences and eight attended national conferences in
2007. A total of 1 388 employees attended career-de ve lopment
training sessions on the Main Campus. Sixty sessions
were held between January and December 2007.
The development of staff at the Qwaqwa Campus is also
a priority and, to ensure knowledge, behaviour and skills development,
34 sessions were held and 583 staff members
attended. A total of 16 staff members attended two per formance-management
sessions on the Qwaqwa Campus.
In addition staff of the Department of Cleaning Services,
Physical Resources, attended training on HIV issues
and how to protect themselves against HIV in the work
situation, as well as on destigmatisation. These workshops
were done with small groups that allowed good interaction
and stimulate the members to ask questions.
Interaction to be more effective, humane
To ensure that UFS academic staff make their interactions
not only more effective, but more humane, the Staff De ve-
lopment and Performance Management Division planned
and organised the implementation of a professional de velopment
programme for 2008.
The programme is based on the work of Parker Palmer
of the Centre for the Enhancement of Learning and Teaching
at the Miami University in Ohio and Steven Brookfield,
distinguished professor from the University of St Thomas
in St Paul, Minnesota. The UFS will work in association
with the FLC Consortium, in Miami, USA. Judith Kamber
from the Northern Essex Community College will present
a train-the-trainer programme for selected UFS academic
staff during 2008. The programme focuses on establish ing
teaching-learning communities and leadership development
for academic staff.
An annual training report and Workplace Skills Plan
(WSP) was submitted to the ETDP SETA during May.
goedgekeur.
Verder
het die Raad goedgekeur dat erkenningsooreenkomste
slegs met vakbonde met ’n 20%-verteenwoordiging gesluit
sal word.
Qwaqwa management must be applauded
The management of the Qwaqwa Campus deserves to
be applauded for the work they are doing under very
trying circumstances. The key challenge remains the
sustainability of the campus. Proposals for the
strategic reconfiguration of the campus were submitted
to the national Department of Education and this
matter is receiving urgent attention.

Facilities and high-quality
campus to be proud of
9

Annual Review • 2007 49
The management takes seriously the need to create an enabling physical environ ment
for staff and students to perform at their best. Several initiatives in 2007 are proof of
this. Among them are the Chemistry Building, the Computer Lab, the Examination
Centre, Jolkol, the astro-hockey fields, the parking project and the developments on
the West Campus of the UFS. The UFS is a growing university with a huge capacity for space
and physical infrastructure. As recently as five years ago the condition of the buildings and
campus showed a major backlog. This challenge was addressed with major upgradings,
refurnishings and building initiatives. Expenditure on physical facilities to address campus
needs increased significantly over the past five years.
R12 miljoen. Vanaf 2003 was die jaarlikse besteding
ge middeld vyf keer groter, op ongeveer R55 miljoen per
jaar.
“Nuwe” kampus is geskep.
moont like kommersialisering.
lang be planningsproses deur die afdeling Fisiese Hulpbronne
verskeie doeleindes.
witeite ingerig. Dit is ook veilig omhein. Ondanks
studente se aanvanklike weerstand teen verandering, is ’n

Astro hockey fields were constructed at a cost of about R16 million. The facilities help to retain good hockey players for the UFS and the Free State. The
project is in co-operation with schools in Bloemfontein.
Millions pumped into new facilities
and upgrading
Notable current academic projects are the new Computer
Lab building of R19 million and the complete refurbishment
and extention of the Chemistry Building to the amount of
R51 million. The new Examination and Test Centre is an
important project completed in 2007, adding to the quality of
the university’s assessment process. The old student centre
was refurbished for this purpose. The centre can accommodate
a thousand students.
The new Computer Lab will be equipped with 815
computers and is the first new building on the Main Campus
in Bloemfontein since the construction of the Thakaneng
Bridge Student Centre in 2003. The Computer Lab is in
addition to other existing computer labs on campus and
will assist students in programmes where they will need
computers to a greater extent.
A new computer laboratory on the Qwaqwa Campus
was also commissioned in 2007. The laboratory, with 57
computers, is used by staff and students. The Dell Foundation
donated the computers to the UFS in March 2007.
Repair work is also done on the Chemistry Building
after a fire broke out in one of the laboratories. It had an
influence on the completion date of the Chemistry Building,
which is now only expected to be in 2009.

New parking policy and gates make life easier
In a major step forward, following the explosion of student
numbers and especially the number of student cars, a new
parking policy was accepted after a long process of
planning, by the departement of Physical Resources,
utilising urban planners and traffic engineers as well as
internal consultation with e.g. staff unions and students.
The main objective of this strategy, as approved by the
Executive Management, was to remove conflict between
staff and students. Booms were erected to demarcate
parking to people who qualify for it, and for visitors. In this
way, specific areas were reserved for staff, removing a
major element of frustration and conflict. Before this was
done, however, hundreds of new parking spaces where
made available to students within a five-minute walk to the
central campus.
As part of the integrated traffic planning, the transport
network on campus was improved with new gates at DF
Malherbe Avenue (at the Agricultural Building) and
opening of other gates for longer periods to improve traffic
flow. Guard houses for security staff were also erected at
these gates.
implementeer.
Verskeie
Entrances to the campus and signage were vastly improved.
is in 2007 afgehandel. Die HPCU sal ’n bydrae
lewer tot verhoogte navorsingsuitsette.
Kampusontwikkelinge, die koppelling van al hoe
meer rekenaars en lugversorgingstelsels het tot gevolg
gehad dat noodsaaklike opgraderingswerk aan die
elektri si teits hoog span nings netwerk gedoen moes word.
jaar voortgesit.

A First-year Success Week takes place in the final week of
orientation. The aim of the programme is to help new
students to make the transition from high school to higher
education.
Department helps students with development,
success
A notable project that has already proceeded well is that
launched by the newly-created department of Student Development
and Success, with Dr Francois Strydom as
Director. Projects to be proud of are such as the New
Academic Tutorial Programme (NATP), the new firstyear
orientation programme, the new orientation material
and book lets, the exciting student portal on the UFS web,
and more.
The NATP aimes to develop a new generation of tutors
that can contribute to teaching and learning innovation at
the UFS, create a new approach to the support and
development of student learning to maximise throughput
and success rates; and integrate and contextualise cutt ingedge
international, electronic resources and teaching and
learning approaches, through the development of a student
success portal, into the training and development of tutors.
It aims also to contribute to the development of a new
generation of future academics that are skilled in teaching
and learning.
It is hoped that the impact of this new department and
its programmes on student success rates will become visible
soon and be sustained into the future.
Admission requirements change
Admission requirements were revised on account of the
new education policy for schools which was phased in at
Grade 10 level at the beginning of 2006. Up to now the
UFS required a Senior Certificate with Matriculation
exemp tion/endorsement plus a minimum M Score of 28
points based on achievement symbols/percentages in
school subjects (HG A= 8 points, SG A= 6 points, HG B=7
points, SG B= 5 points, etc.) as well as faculty spe cific
Annual Review • 2007 53
A
new orientation programme was designed, for implementation in 2008, to ensure
that students get the most effective and efficient orientation to university life. This
programme embodies the belief of the University of the Free State that proper
orientation is the best opportunity to introduce a strong learning environment, one
that is built on the foundations for academic success, welcomes students and families to the
campus community, promotes students’ interactions with staff, and convey the values and
traditions of the new institution.
ad mission requirements and selection for certain programmes.
From 2009 the UFS will use an Admission Point (AP)
system which reflects the same level of subject achievement
of the previous system. Faculty specific admission
re quire ments basically remained the same except for the
changing of subject names to be in line with the new school
system’s subject terminology.
The UFS does not plan to set additional admission
requirements. Proficiency tests are not utilized as additional
admission requirements (except for Health Sciences),
but to channel students who underperformed in
aca demic pro ficiency/literacy tests to applicable de velopment
modules which form part of their curriculum for a
specific qualification.
The new school subjects Life Orientation and Mathematical
Literacy will also be accommodated. The UFS
also provides for students who do not meet the minimum
admission requirements by means of extended degree programmes,
a bridging programme, and recognition of prior
learning.
First-years assisted with adjustments
To assist first-year students in the residences to adjust to
the university life, peer counsellors were appointed for
each residence and trained in, for instance, communication,
decision making and conflict-management skills. Housecommittee
members were also trained in the same skills. A
total of 42 peer helpers were trained for the Bloemfontein
Campus and nine, as well as wardens and sub wardens, on
the Qwaqwa Campus.
A career open day was presented on 3 and 4 May, a
practitioner’s day on 8 May, a job-hunting workshop on 17
May and a financial-planning workshop on 15 March.
Kovsie Counseling is still involved in the training of
intern psychologists and psychometrists. Each year, three
intern psychologists receive training which involves psycho
To help a diverse group of students, a Sesotho speaking
psychologist has been appointed as from 1 November 2007.
An arrangement has been made with the Department of
Psychology to provide the unit with a Sesotho speaking
intern psychologist every year.
UFS continues to accommodate international students
whose first language is neither English nor Afrikaans. A
number of international students was tested for language
proficiency and referred to the Department English for a
language course in order to give them the opportunity to
en finansiële state.
tot 14 000 besoeke per dag was.
Derik Coetzee
uitgeblink as die onbetwiste beste span.
modern demands of good governance and ac countability.
A consultant audited the rugby structure and produced a
comprehensive report. The report served as a basis for the
creation of task teams that would focus on specific areas
such as the amendment of the rugby-club constitution.
Discussions between the Rector and the Cheetahs
first fulltime head coach for rugby.
Commercialisation of sport gets a boost
A strategic Sports Plan was accepted in 2002 and a Sport
Commercialisation Plan in 2005. The implementation of
the Sports Plan was managed for some time with outside
consultants. This has not worked very well, although
Annual Review • 2007 55
important groundwork has been laid. Part of the reason for
the lack of progress has been the absence of co-ordination
and synergy between the different sport divisions –
KovsieSport, the Centre for Exercise and Sport Science
Services (CESSS) and Sport Commercialisation (in its
infancy).
Another has been the absence of a full-time, dedicated
manager who could take the Sports Plan and the Sport
Commercialisation Plan further, given new and changing
circumstances. Also required was someone with the
necessary business contacts and entrepreneurial expertise
to generate more funding and sponsorships. It could help
the sport to be liberated from the budgetary constraints that
it will always face at an academic institution.
Mr Mickey Gordon, who has taken early retirement
from North-West University, was appointed as head of a
consolidated sport cluster for a period of five years.
KovsieSport, the Sport Commercialisation Division, and
CESSS will report to him.

Gesonde finansies
Investering in menslike hulpbronne
Research strengthens the pockets
External research funding assisted in strengthening the
UFS’s financial capacity. The UFS received almost R20
million in National Research Foundation (NRF) funding in
2007, a 14,2% increase from R17,5 million in 2006. This
includes further funding in 2007 by the National Equipment
Programme of the NRF for equipment of R2,5 million. The
total 2007 allocation signifies an increase of more that
170% in NRF funding since 2002.
Research funding from the UFS’s side also increased
significantly during 2007. Central research funds allocated
in 2007 amounted to R26 million, confirming the UFS’s
commitment to research.
Progress has also been made with contract research, the
marketing of intellectual property (IP) and research com mercialisation.
A candidate attorney from Phatshoane Henney
Inc. has been assisting with contract management. The acting
Director for Entrepreneurship and Special Projects con tinued
his duties and a process has been initiated to appoint a
manager to spearhead research com mer ciali sa tion. The
Policy for the Management of Intel lectual Pro perty has been
miljoen in Biochemie geïnvesteer.

Prof. Sakkie Pretorius, Renée Prins, ’n geaffilieerde
and Biological Sciences Research Council (UK)
(BBSR) in samewerking met die Department for International
Development (UK) (DflD)-program gekry. Die
totaal is £610 466 (sowat R8,5 miljoen) waarvan £209 042
investeerders. Onmiddellike sukses is reeds hiermee bereik
mate selfversorgend moet wees, poog individuele departemente
as R43 000 se winste teruggeploeg in opleiding en instandhouding
Kursusse is aangebied in
onder meer avontuurgebaseerde terapie, toesighouding en
bestuur, groepwerk en verlies en trauma.
vir 2008-diensleermodules is deur fakul
Aangesien hierdie be fond sings proses nou in plek is, word
verkry to derdestroom-befondsing het in 2007 in intensiteit
toegeneem, met enkele suksesse tot dusver.

Conclusion: robust
diversity challenge
The growth in general research output during the past five
years also shows that the underlying research base of the
university has deepened tremendously, with a growing
cohort of young, female and black researchers adding to
one’s optimism that a robust academic capacity will
continue to develop. New projects like the continued rollout
of the blended learning model and the new academic
orientation of first-year (and senior) students are likely to
be decisive for the teaching-learning performance of the
UFS in the future. Our leadership in community engagement
continues to excite.
New initiatives such as a possible engineering faculty
adds to the sense of excitement about the future. The
regeneration of the arts departments and the “new” Odeion
String Quartet, and partnership projects like the Mangaung
Strings Programme are a source of pleasure and hope. Sport
commercialisation and development seem to be on the eve
of great things.
Compared to the financially depressing 1990s when
few people saw a university or academic career at the UFS
as an attractive option, a new era of hope appears to have
dawned in the hearts of our academic staff as well as
support staff. There is also a new sense of taking
responsibility for their own future visible amongst staff.
One can only be thankful for this change of attitude and the
new creativity that is apparent at the moment.
In general, taking a five-year perspective, a large
number of the building blocks of being a very good university
were systematically reconfigured, boosted and
modernised. The approximately R100 million of discretionary
funds for strategic application that became available
annually as a result of the financial Turnaround strategy,
was absolutely instrumental in this process – aided by welldisciplined
budgetary processes and financial management.
As surveyed in Chapter 1, the projects cover many
dimensions of the university in faculties, in support service
departments, and in student life. Most of the backlogs of
Annual Review • 2007 61
Looking back at the year 2007 and the many splendid achievements by the staff of this
University in such diverse areas of expertise, as well as in the support services, it clearly
was a good year for the UFS. Especially the progress with the conceptual design and
launch of the strategic academic clusters, and the significant number of academics
from many departments and centres already involved in them, bode well for the future. One
hopes that a growing number of academics will be drawn to the clusters, and that a growing
inflow of third-stream income will see these clusters develop into engines of academic growth
and robustness.
the financially depressing 1990s have been eliminated and
significant new advances made.
Today we are better off in almost all aspects of the
university than ever before, evidenced by the increasing
number of staff coming to the UFS from the large
universities, including the large English universities. This
also includes the remuneration of staff, where significant
real increases (above inflation) have been achieved since
2000, largely eradicating our earlier competitive dis advantages
vis-à-vis large metropolitan universities (despite
lower costs of living in Bloemfontein). And, of course, we
have grown from approximately 12 100 students in 2000 to
approximately 24 700 in 2007. And these students have
access to learning facilities as well as sports and leisure
facilities never available to students before.
We have indeed been blessed. And I wish to thank all
the staff and members of management who contributed to
the necessary change processes of the last five years.
Alongside the “academic project”, the other major
endeavour of the UFS has been comprehensive trans formation.
For many years the UFS has earnestly been tackling
this complex issue, taking the lead nationally in many
respects. The sequence of steps in this mega-project in the
past number of years was described in earlier chapters of
this review. Three major milestones were reached in 2007:
the draft Institutional Charter, the fourth-phase
Transformation Plan, and the breakthrough Employment
Equity Plan.
I wish to thank and recognise all the individuals who
worked hard to produce and finalise these documents. We
have much to be proud of. If we continue diligently and

sincerely on the path of ‘high-quality transformation’ that
we have chosen, I am optimistic that out of the people of
this university will emerge an innovative and extraordinary
post-transformation university – perhaps a model for others
of a painful, divided past.
Transformation and diversity: the residence
diversity challenge
Given how many grounds we have to be optimistic – and,
yes, idealistic – about transformation and shaping a new
university and a new society, one cannot but end this review
of the year 2007 on a note of profound sadness. A unique
opportunity to create a new residence culture for the youth
to really empower them to function as liberated persons in
a world of rich diversity – a new model based on a
sophisticated policy – was all but squandered by the
resistance of the traditionally white residence students.
What is a great cause of concern is the outside
interference of a political party, with its own national
political agenda, that became the main force behind this
well-organised and well-financed resistance. More than
perhaps ever before, senior management was sincerely
involved in the development of and consultations regarding
the new residence policy and its educational rationale.
However, political agendas closed the ears and minds of a
particular group of students and their leaders to the
Kovsiestudent as rassisties – ’n beeld wat veral
necessity, logic and benefits of the new policy that was
approved by the management and the Council in mid-2007
for implementation in 2008.
An unfortunate side-effect of the events surrounding
the residences – also those early in 2008 when the infamous
Reitz video became public – followed by a national and
international outcry, was that it ruptured much of the
healing and mutual trust that had begun to develop between
black and white on the campus.
Despite several possible shortcomings in policy design,
implementation management capacity and implementation
detail, my management team and I believed that it was
entirely possible to implement this Council policy
successfully – it was thirteen years after 1994, after all. But
this required everybody to co-operate in good faith and
support the policy free from political interference within
the context of a true commitment to a non-racial South
Africa.
In hindsight it appears that the Council and management
underestimated the depth of resistance to such change – or
at least the degree of skepticism about the workability of
our diversity model – amongst many white students and
parents (and alumni). Despite the discussion and adoption
of all manner of transformation documents and related
policy documents in many inclusive task teams and
decision-making forums, and many policy speeches re-
Dalk sal daar

ported in the media and university publications, the reality
of the implementation of the approved policy appeared to
be a shock to many.
These dynamics would continue to play out in the
traumatic events of early 2008 and what followed –
eventually leading to my stepping down as Vice-Chancellor
due to excessive executive stress. This flowed mainly from
the political divisions, on campus and in the University
Council, that were brought about by the implementation of
the new placement policy and, ultimately, the Reitz incident
as a bizarre symbol of the controversy surrounding the
Council’s new placement policy.
These divisions, and the polarisation that developed,
unfortunately suggest that in terms of diversity management,
the UFS in 2007 was still far from robust, despite so much
hard work over many years. It is small comfort that all
South African universities, through Higher Education
South Africa (HESA), acknowledged in March 2008 that
they all still struggle with diversity, racism, ethnicity,
intolerance and discrimination, and that the Reitz incident
could have happened on any campus.
Perhaps “diversity robustness” was too much to ask for
in 2007, given our historical and stakeholder context. After
all, social change is a process, not an event.
But who knows what good might come out of this
trauma? Whatever the course of the implementation of the
new residence policy in 2008 and thereafter, bravely (if
belatedly) crossing this bridge will in all likelihood
permanently affect the institutional culture of the UFS. In
this sense 2007 may prove to be a watershed year in the
history of the UFS. History will judge whether the new
residence placement policy was a good transformation step
or a moment of folly.
But perhaps not even history will achieve a consensus
view. Such is our society.
My God in his wisdom guide and bless the people of this
University in this and all other endeavours.
