Fortifying <strong>the</strong> foundations for a<br />
robust university: <strong>the</strong> year 2007<br />
against a five-year backdrop<br />

Change and transformation amidst continuity as<br />
a university<br />
In his inaugural address in February 2003, titled Continuity<br />
and change, scholarship and community, quality and<br />
equity, <strong>the</strong> new Vice-Chancellor pointed out that this<br />
reconstitution <strong>of</strong> <strong>the</strong> UFS signaled how much a university<br />
can and <strong>of</strong>ten must change – but also how, amidst such<br />
change, it must safeguard its continuity <strong>of</strong> existence as a<br />
university.<br />
Two points were critical. First, in order to serve society,<br />
<strong>the</strong> <strong>University</strong> much always fulfill <strong>the</strong> tra di tional<br />
role <strong>of</strong> a university, i.e. to be a place <strong>of</strong> critical inquiry<br />
and scholarship, <strong>of</strong> <strong>the</strong> generation and transfer <strong>of</strong> scientific<br />
knowledge.<br />
Secondly, while <strong>the</strong> UFS respects its intrinsic na ture as<br />
university, it must continually adapt its form and scope to<br />
meet changing opportunities and demands. In South Africa<br />
as a developing society, for a very long time <strong>the</strong> UFS will<br />
have to do many unconventional things to sup port<br />
development and shape a new society – using its foundation<br />
<strong>of</strong> knowledge.<br />
Therefore, he said: “The greatest contribution <strong>the</strong> UFS<br />
can make to <strong>the</strong> <strong>Free</strong> <strong>State</strong> community is to be and con ti nue<br />
to be, now and in 25 years’ time, a very good, high quality<br />
university – and always a creative, innovative, dynamic,<br />
equitable, socially responsive and pro-active university.<br />
“Therefore my vision for <strong>the</strong> <strong>University</strong> <strong>of</strong> <strong>the</strong> <strong>Free</strong><br />
<strong>State</strong> is to be a university <strong>of</strong> excellence, equity and in novation<br />
– a leader in research, teaching, community service,<br />
adult learning, transformation, non-racialism, non-sexism,<br />
multiculturality and multilingualism; a contributor to our<br />
country and our continent’s growth and develop ment; a<br />
truly South African university,” Pr<strong>of</strong> Fourie said at <strong>the</strong><br />
time.<br />
The idea <strong>of</strong> a robust university<br />
A particular <strong>the</strong>me, highlighted in <strong>the</strong> opening address and<br />
annual review <strong>of</strong> 2004 (<strong>the</strong> UFS Centenary Year), was to<br />

The year 2007 marks <strong>the</strong> last year <strong>of</strong> <strong>the</strong> first term <strong>of</strong> <strong>of</strong>fice <strong>of</strong> <strong>the</strong> current Rector and<br />
Vice-Chancellor, Pr<strong>of</strong> Frederick Fourie. In July <strong>of</strong> this year he was also unanimously<br />
re-appointed, by <strong>the</strong> <strong>University</strong> Council, for a second term <strong>of</strong> <strong>of</strong>fice.<br />
The five-year milestone marks a systematic process <strong>of</strong> streng<strong>the</strong>ning <strong>the</strong> foundations<br />
<strong>of</strong> <strong>the</strong> <strong>University</strong> <strong>of</strong> <strong>the</strong> <strong>Free</strong> <strong>State</strong> over a five-year period. The purpose <strong>of</strong> this process was to lift<br />
<strong>the</strong> UFS to a higher level <strong>of</strong> functioning in all key strategic areas. Much was achieved in <strong>the</strong>se<br />
five years.<br />
firm up <strong>the</strong> foundations <strong>of</strong> <strong>the</strong> UFS in order to become a<br />
great and robust university. Pr<strong>of</strong> Fourie defined robustness<br />
as begin strong and vibrant, vigorous, able to withstand<br />
shocks, competition and turbulent times. Robustness was<br />
required in many areas:<br />
• The UFS must firstly be academically robust with high<br />
quality staff, solid intellectual and disciplinary depth,<br />
research integrity and research depth. It must also be<br />
managerially and administratively robust: high quality<br />
support and manage ment staff and processes, sys tems<br />
integrity, ingrained pr<strong>of</strong>essionalism and service culture.<br />
• Secondly, it must be financially robust with sound<br />
financial management, sufficient reserves to ab sorb<br />
shocks, sound investment in <strong>the</strong> core business, and sound<br />
remuneration and staff practices.<br />
• Thirdly, <strong>the</strong> UFS must be robust in its management <strong>of</strong><br />
diversity and equity: solid and sound relations between<br />
diverse groups, strong commitments to live in mutual<br />
respect, strong common values to underpin an equitable,<br />
diverse workplace and student community, and a firm<br />
campus consensus on what kind <strong>of</strong> university society we<br />
want to be.<br />
O<strong>the</strong>rs include robustness in <strong>the</strong> regional role and regional<br />
engagement <strong>of</strong> <strong>the</strong> UFS, playing a strong leader ship<br />
role to meet <strong>the</strong> needs <strong>of</strong> a poor and developing society,<br />
vigor ously playing its role as an engaged university, and<br />
also in <strong>the</strong> UFS’ national and international leadership<br />
role, projecting its expertise in niche areas into <strong>the</strong> sci entific,<br />
industrial and policy arenas.<br />
Dreaming a dream, in early 2004, <strong>of</strong> a great and ro bust<br />
uni versity was almost unthinkable if not for <strong>the</strong> dramatic<br />
success <strong>of</strong> <strong>the</strong> Financial Turnaround strategy <strong>of</strong> 2000-2004.<br />
Its intention (and effect) was not just to get <strong>the</strong> UFS out <strong>of</strong><br />
a financial crisis, but to create sufficient financial space to<br />
en able a turnaround in <strong>the</strong> core busi ness: to invest in topclass<br />
staff, facilities, research, teaching and learning and<br />
tech no logy in order to be a very good university, in disputably<br />
one <strong>of</strong> <strong>the</strong> top five or six universities in <strong>the</strong> coun try,<br />
whilst retaining a firm and sustainable financial basis.

eeu van die <strong>UV</strong> is vanjaar gepubliseer.<br />
To pursue this goal <strong>the</strong> UFS has adopted five strategic<br />
priorities during <strong>the</strong> past five years, namely:<br />
• quality and excellence<br />
• equity, diversity and redress<br />
• financial sustainability<br />
• regional co-operation and engagement, and<br />
• national and international leadership, or “outward<br />
thrust”.<br />
To pursue <strong>the</strong>se priorities and <strong>the</strong> desired level <strong>of</strong><br />
robustness, <strong>the</strong> period 2003-2007 was dedicated – amidst<br />
all <strong>the</strong> normal challenges <strong>of</strong> managing a higher education<br />
institution in turbulent times – to a intensive process <strong>of</strong><br />
launching a “package” <strong>of</strong> projects and initiatives geared to<br />
streng<strong>the</strong>n <strong>the</strong> foundations <strong>of</strong> <strong>the</strong> UFS in order to make it<br />
robust in <strong>the</strong> noted areas. (Obviously <strong>the</strong> attainment <strong>of</strong><br />
robustness is not a once-<strong>of</strong>f exercise, but a long term project<br />
built on step-by-step progress.) A particular task for<br />
<strong>the</strong> Vice-Chancellor, agreed upon by <strong>the</strong> Exco in 2003, was<br />
to be <strong>the</strong> guardian and promoter <strong>of</strong> high quality decisionmaking<br />
and thorough analysis in all decisions and policy<br />
documents.<br />
Jaarlikse inisiatiewe<br />
Sedert 2003 is jaarliks nuwe inisiatiewe aangekondig om<br />
die <strong>UV</strong> voortdurend uit te lig na hoër vlakke, om die<br />
boustene van ’n werklike goeie universiteit neer te lê en in<br />
te messel. Dié boustene was deurgaans primêr afgelei van<br />
die twee imperatiewe van akademiese uitnemendheid en<br />
trans formasie – imperatiewe waarmee alle universiteite in<br />
Suid-Afrika gekonfronteer word en mee worstel. Dit is in<br />
2004 saamgevat in die idee van ’n robuuste universiteit,<br />
soos hierbo genoem.<br />
’n Belangrike stap was die basisdokument Academic<br />
work at <strong>the</strong> UFS in terms <strong>of</strong> its intrinsic nature as a university,<br />
wat in 2003 deur die Senaat goedgekeur is. Vanuit<br />
’n duidelike prinsipiële standpunt oor die intrinsieke aard<br />
en essensie van die universiteit en die ankerrol van “scholarship”,<br />
spel dit die wedersyds-ondersteunende verwantskap<br />
tussen onderrig en navorsing uit, en bied riglyne vir die<br />
rolle en gewigte van onderrig, navorsing, diens en kon sultasie<br />
werk in die opdrag van elke akademiese personeellid<br />
asook in enige evalueringstelsel.<br />
Aan die akademiese front was 2005 die jaar wat die<br />
strategiese akademiese-kluster-inisitief deur die Rektor geloods<br />
is – met die bedoeling om die <strong>UV</strong> te posisioneer as ’n<br />
wêreld leier in ’n geselekteerde aantal akademiese kundigheidsareas.<br />
Dit was in opvolging van die algemene sukses<br />
om navorsing in die breë te bevorder en ’n ingewortelde<br />
navorsingskultuur in alle fakulteite van die <strong>UV</strong> te vestig –<br />
onder skraag deur die grootskaalse opgradering en aankoop<br />
van duur navorsingstoerusting. Die strategiese-kluster-inisia<br />
tief het in 2007, die huidige verslagjaar, ’n belangrike<br />
mylpaal bereik (sien die betrokke ho<strong>of</strong>stuk in hier die verslag).<br />
’n Opwindende nuwe inisiatief is ’n ondersoek na die<br />
haal baar heid van die moontlike stigting van ’n in ge nieursprogram<br />
<strong>of</strong> -fakulteit aan die <strong>UV</strong>.<br />
Ter inisiëring van die vierde fase van transformasie van<br />
die <strong>UV</strong> is ’n transformasieplan-proses in Februarie 2005<br />
deur die Rektor geloods. Dit het gelei tot die Transformasieplantaakspan<br />
(TPTT) se konsepplan in Oktober 2006 en<br />
die finalisering daarvan as die UB Transformasieplan in<br />
Maart 2007. Dit het saamgeval met werkswinkels wat oor<br />
’n tweejaar-tydperk gehou is oor die idee en inhoud van ’n<br />
moontlike “sosiale kontrak” vir die <strong>UV</strong>. (Daaroor word<br />
breedvoerig later in hierdie verslag berig.) Die eerste<br />
Koning Moshoeshoe-gedenklesing, deel van ’n inisia tief<br />
om ’n gedeelde geskiedenisbesef by die <strong>UV</strong> te kweek, is in<br />
2006 aangebied.<br />
In dieselfde jaar is die idee van die <strong>UV</strong> as ’n betrok ke<br />
(“engaged”) universiteit, wat vroeër begin het met die aan-
vank like ontwikkeling van die gemeenskapsdiensrol en<br />
van die universiteit, gebaseer op ’n deeglike beleid, heelwat<br />
verder geneem. Deur die verdere ontwikkeling en ver dieping<br />
van ’n geïntegreerde samelewingsdiensmodel het die<br />
<strong>UV</strong> die voortou in Suid-Afrika geneem. ’n Konseptuele<br />
raam werk om dit binne die aard van die universiteit te fundeer<br />
is in Oktober 2006 deur die Senaat aanvaar nadat ’n<br />
nuwe beleid in Augustus 2006 goedgekeur is.<br />

Om sy rol in die streek en in Suid-Afrika verder te verbreed<br />
het die Rektor en Dagbestuur in September 2007<br />
’n projek geloods om die moontlike vestiging van ’n fakul<br />
teit <strong>of</strong> program in ingenieurswese ernstig te ondersoek.<br />
’n Pr<strong>of</strong>essionele konsultant is aangestel om na die<br />
ge leen<strong>the</strong>de, moontlikhede en struikelblokke te kyk.<br />
Daar voor moet die mark ontleed word en onderhoude<br />
gevoer word met ’n wye verskeidenheid mense in die<br />
ny werheids wêreld, ander universiteite, staats de partemente,<br />
die Vrystaatse regering, die Sentrale Universiteit<br />
vir Tegnologie en ander rolspelers. Die eerste verslag is<br />
Moontlike ingenieursfakulteit ondersoek<br />
’n Verdere uitvloeisel van hierdie benadering was ’n<br />
be langrike streeksinisiatief, die sg. Tri-Campus-projek. Dit<br />
is in 2005 geloods om hierdie kampus tesame met die<br />
Bloem fonteinse Vista-kampus van die <strong>UV</strong> te gebruik as<br />
deel van ’n streeksmodel waarvolgens ’n unieke ont wik kelingsdiens<br />
aan die gemeenskap van die Vrystaat gelewer<br />
word deur bediening van nie-tradisionele naskoolse onderwys<br />
behoeftes. Die mees onlangse (2006-7) resultaat van<br />
in Maart 2008 verwag, waarna verdere strategiese stappe<br />
gedoen sal word.<br />
Ingenieurswese lok baie studente uit die Uni versi teit<br />
van die Vrystaat se voedingsgebied na ander uni ver siteite.<br />
Hierdie stroom kan omgedraai word. In ge nieurswese-pro<br />
jekte kan ook ’n belowende bydrae maak tot<br />
die <strong>UV</strong> se derdestroom-inkomste, bv. met patente, waar<br />
die <strong>UV</strong> nog afsteek teen universiteite met in ge nieurs fakul<br />
teite. Dit kan ook ’n belangrike bydrae maak tot nywer<br />
heids ontwikkeling en werkskepping in die Vrystaat.

hierdie projek is die Skills for a Changing World-program,<br />
wat tans in die ontwikkelingsfase is as ’n projek van die<br />
FSHEC (<strong>Free</strong> <strong>State</strong> Higher Education Consortium), waar in<br />
die <strong>UV</strong> ’n anker-aandeelhouer is.<br />
Die modernisering van bestuurstelsels was sedert 2003<br />
ook ’n belangrike inisiatief van die bestuur. Dit sluit in die<br />
modernisering van rekenaardienste en -stelsels, ’n moder ne<br />
besluitneming- en vergaderingsbestuurstelsel, ’n nuwe geïnte<br />
greerde administrasie rekenaarstelsel (nl. PeopleS<strong>of</strong>t),<br />
nuwe studenteregistrasieprosesse, ’n nuwe vergoeding- en<br />
mens like hulp bron stel sels, ’n geïntegreerde pre stasie bestuur<br />
stelsel, asook kundigheidsgebaseerde en gehalte-gerigte<br />
fisiese beplanningsprosesse. Die stiging van ’n Beplan<br />
nings eenheid (2004), ’n heeltydse Entrepreneuriese<br />
kan toor (2004) en onlangs ’n nuwe Internasionale kantoor<br />
(en -strategie) was ook belangrike stappe in hierdie jare.<br />
Die dramatiese opgradering van die fisiese omgewing<br />
en ne<strong>the</strong>id van die ho<strong>of</strong>kampus is een van die suksesvolste<br />
inisiatiewe van hierdie rektorstermyn. Die doel was om, na<br />
die moeilike finansiële dekades van die 1980’s en 1990’s<br />
toe kapitaalprojekte noodgedwonge afgeskeep is, die basis<br />
te lê vir die volgende 25 jaar se funksionering. Naas ikoonprojekte<br />
soos die herinrigting van die ou Ho<strong>of</strong>gebou, die<br />
nuwe Eeufeeskompleks, die nuwe studentesentrum<br />
(Thakaneng), die jolkol en astro-hokkievelde asook die<br />
groot aanbouwerk aan die Chemie-gebou, was daar oor ’n<br />
breë front die wesenlike herinrigting en gehalteverbetering<br />
van feitlik alle akademiese en administratiewe geboue,<br />
kantore en werksareas, asook sportgeriewe. Die grootste<br />
impak op die kampusatmosfeer was die suksesvolle projek<br />
om die ho<strong>of</strong>kampus voetgangervriendelik te maak met ’n<br />
verskeiden heid voetgangerpaadjies, pleintjies en sitplek vir<br />
studente en personeel – en minder motors in die sentrale<br />
area, tesame met ’n nuwe geordende parkeerstelsel wat in<br />
2007 ingestel is. Ook die Qwaqwa-kampus is aansienlik<br />
opgradeer in hierdie termyn.<br />
Die jaar 2006, toe ’n Institutionele Gehalte-oudit op die<br />
<strong>UV</strong> gedoen is deur die Hoëronderwys Gehalte ver se ke ringskomitee<br />
(HOGK) van die Raad op Hoër Onderwys, is veral<br />
toegewy aan sistematiese inisiatiewe om die intrinsieke<br />
gehalte van die akademie (veral onderrigleer) sowel as<br />
steun dienste te verhoog, en om permanente ge hal te ver sekering<br />
stelsels daar te stel. Ongelukkig het die <strong>UV</strong> eers teen<br />
die einde van 2007 ’n voorlopige verslag van die HOGK<br />
ontvang, en sou die finale verslag eers in 2008 ontvang<br />
word. Die <strong>UV</strong> het gevolglik hierdie jaar voort gegaan om<br />
aandag te gee aan van die leemtes en ge halte ga pings wat<br />
die universiteit voor die oudit self geïdentifiseer het. Dié<br />
gehaltegapings stem grootliks ooreenstem met aan be velings<br />
in die voorlopige verslag van die HOGK.<br />
The challenges <strong>of</strong> transformation, diversity and<br />
equity: a new era?<br />
The Vice-Chancellors opening address <strong>of</strong> February 2007<br />
– titled Beyond redress: Towards <strong>the</strong> “promised land” <strong>of</strong> a<br />
high quality, equitable, non-racial and non-sexist university<br />
– was dedicated to <strong>the</strong> launch <strong>of</strong> <strong>the</strong> draft UFS Institutional<br />
Charter, which is an important document to underpin <strong>the</strong><br />
transformation as university. Once refined and agreed upon<br />
by <strong>the</strong> campus community, its main goal is to provide a<br />
clear framework and vision <strong>of</strong> <strong>the</strong> kind <strong>of</strong> university <strong>the</strong><br />
UFS wants to be after transformation and after <strong>the</strong> necessary<br />
redress phase. A key <strong>the</strong>me is to outline foundational (or<br />
constitutive) principles for a university community,<br />
characterised by diversity, that provides an institutional<br />
culture <strong>of</strong> non-dominance, non-marginalisation and a sense<br />
<strong>of</strong> belonging for all. (See chapter 3.)<br />
In conjunction with <strong>the</strong> Transformation Plan and <strong>the</strong><br />
Employment Equity Plan, this document completed a trio<br />
<strong>of</strong> initiatives intended to provide <strong>the</strong> foundation for<br />
robustness with regard to transformation, diversity, equity<br />
and human relations. Given <strong>the</strong> social divisions, complexity<br />
and trauma <strong>of</strong> <strong>the</strong> current South African transition, which<br />
<strong>the</strong> UFS cannot escape, this was to prove <strong>the</strong> most difficult<br />
project <strong>of</strong> <strong>the</strong> last five years. Only time would tell whe<strong>the</strong>r<br />
<strong>the</strong> UFS community was ready for <strong>the</strong> deep attitudinal<br />
changes necessary for attaining robustness and reconciliation<br />
in this area.<br />
The main test in this regard was to be <strong>the</strong> Council<br />
decision, in July 2007, to change <strong>the</strong> residential placement<br />
policy to address <strong>the</strong> failed efforts to integrate residences<br />
in <strong>the</strong> difficult times <strong>of</strong> <strong>the</strong> late 1990s. Whatever <strong>the</strong><br />
eventual outcome, bravely (if belatedly) crossing this<br />
bridge would, through unfolding events in 2007 and 2008,<br />
permanently affect <strong>the</strong> institutional culture <strong>of</strong> <strong>the</strong> UFS. In<br />
this sense 2007 may prove to be a watershed year in <strong>the</strong><br />
history <strong>of</strong> <strong>the</strong> UFS.<br />
Pr<strong>of</strong> Fourie ended his opening address with <strong>the</strong><br />
university choir’s recording <strong>of</strong> Plea from Africa, written by<br />
John Knox Bokwe (1855-1922). It expresses <strong>the</strong> yearning<br />
<strong>of</strong> peoples in Africa under colonial oppression and<br />
exploitation, <strong>the</strong> yearning for a new future, for a promised<br />
land. He asked <strong>the</strong> audience to listen quietly to <strong>the</strong> words<br />
from this prayer:

In closing he urged: “Let us all – <strong>the</strong> diverse daughters<br />
and sons <strong>of</strong> Africa in this beloved country and at this wellloved<br />
university – take hands to build a new future, based<br />
on a principled approach to scholarly quality and based on<br />
a rich diversity – a new future for all at this university”.<br />
In Februarie 2007, as die laaste stap van die eeu fees vie ringe van die <strong>UV</strong>, is die geskiedenisboek van die <strong>UV</strong> tydens<br />
’n pragfunksie bekendgestel. Dit heet Van Sink tot Sand steen tot Graniet. Die Engelse weergawe se titel is<br />
From Grey to Gold. Die boek beslaan meer as 500 bladsye. Die projek om die geskiedenis na te vors en te boek<br />
te stel het ongeveer agt jaar geduur. Tydens die be kend stel lings funk sie was al die lewende oudrektore van die <strong>UV</strong><br />
teen woor dig. Pro fes sionele video-onder houde is tydens hierdie be soek met elk van hulle sowel as die huidige<br />
rektor gevoer om hul perspektiewe op hul tydperke as rektor vas te lê. Hier is, van links, pr<strong>of</strong>f. Stef Coetzee,<br />

Strategic clusters a decisive<br />
academic initiative 2
These strategic clusters were defined not only as re search<br />
areas, but also to encompass strong undergraduate and<br />
particularly postgraduate teaching as well as com mu nity<br />
service. The goal is to be widely recognised as a site <strong>of</strong><br />
worldclass expertise in particular knowledge areas – whilst<br />
continuing to provide general support for research and<br />
teaching excellence across <strong>the</strong> many disciplines that constitute<br />
<strong>the</strong> foundation <strong>of</strong> a broad-spectrum university.<br />
Following extensive workshops and consultation, and<br />
with <strong>the</strong> logistical support <strong>of</strong> <strong>the</strong> Directorate Research<br />
Development, six provisional clusters were designated in<br />
2006. Six interim cluster co-ordinators were appointed.<br />
They took leadership in <strong>the</strong> fur<strong>the</strong>r refinement <strong>of</strong> <strong>the</strong><br />
clusters and in intensive group discussions, also with <strong>the</strong><br />
Vice-Chancellor and Vice-Rectors. An increasing number<br />
<strong>of</strong> disciplines and individuals were drawn into <strong>the</strong>se multidisciplinary<br />
discussions, already adding value and depth to<br />
<strong>the</strong> academic discourse on campus.<br />
Eventually six clusters, including <strong>the</strong>ir quite detailed<br />
specification in main and sub-areas, were finalised and<br />
approved by Senate in 2007. They are:<br />
• Water management in water-scarce areas (interim coordinator:<br />
Pr<strong>of</strong> Maitland Seaman)<br />
• New frontiers in poverty reduction and sustainable<br />
development (Pr<strong>of</strong> Gustav Visser)<br />
• Transformation in highly diverse societies (Pr<strong>of</strong> Piet<br />
Erasmus)<br />
• Technologies for sustainable crop industries in semi-arid<br />
regions (Pr<strong>of</strong> Wijnand Swart)<br />
• Materials and nano sciences (Pr<strong>of</strong> André Roodt), and<br />
• Advanced bio-molecular systems (Pr<strong>of</strong> Hugh Patterton).<br />
Academics from approximately 30 departments and<br />
ten centres and units are participating in <strong>the</strong> cluster process<br />
thus far.<br />

In an increasingly competitive national and international higher-education environment,<br />
no university can be a national or a world leader in everything – not even a Harvard or an<br />
Oxford <strong>University</strong>. Therefore it has become imperative for <strong>the</strong> UFS to position itself, in its<br />
next phase <strong>of</strong> development, not only as a good teaching and research university, but as an<br />
institution that truly excels in selected areas <strong>of</strong> knowledge.<br />
In 2005 <strong>the</strong> Vice-Chancellor initiated a process to identify priority areas on which to focus in<br />
both research and teaching. In contrast to earlier efforts, broad consensus was reached that <strong>the</strong><br />
<strong>University</strong> should put an extra focus, in terms <strong>of</strong> energy and resources, on a small number <strong>of</strong><br />
strategic academic clusters – key multidisciplinary areas <strong>of</strong> knowledge that are strategically<br />
important in terms <strong>of</strong> national priorities as well as opportunities in <strong>the</strong> national and international<br />
knowledge landscape.<br />
In <strong>the</strong> 2008 budget, approved in November 2007, a<br />
fur<strong>the</strong>r allocation <strong>of</strong> R10 million was made to <strong>the</strong> cluster<br />
project. This is seen as seed money. The entrepre neu rial<br />
element <strong>of</strong> each cluster will be an integral part <strong>of</strong> its design<br />
and focus, leading to significant industrial and o<strong>the</strong>r<br />
external partnerships and third-stream income. An interim<br />
cluster-financing committee has been functional for <strong>the</strong><br />
better part <strong>of</strong> 2007, but <strong>the</strong> financial model has still to be<br />
thrashed out.<br />
The same applies to <strong>the</strong> management model or structure<br />
that would be appropriate – whilst allowing for <strong>the</strong><br />
dif ferent needs <strong>of</strong> different clusters. This is a quite critical<br />
element which requires careful consideration. What is required<br />
is to design an innovative management and governance<br />
model that maximally supports <strong>the</strong> cluster initiative,<br />
with each cluster being multidisciplinary and cross-faculty,<br />
with out creating tensions with deans and <strong>the</strong> research manage<br />
ment within each faculty. It will also be important to<br />
guard against dilution <strong>of</strong> <strong>the</strong> clusters by academics not<br />
aligned with <strong>the</strong> cluster focus areas and unwilling to change<br />
<strong>the</strong>ir academic focus but who want to share in <strong>the</strong> resources<br />
allocated to <strong>the</strong> clusters.<br />
However, several <strong>of</strong> <strong>the</strong> clusters have started to function<br />
with funds allocated to researchers. The major task <strong>of</strong> <strong>the</strong><br />
Directorate Research Development in <strong>the</strong> future, with <strong>the</strong><br />
support <strong>of</strong> research leaders, heads <strong>of</strong> departments and<br />
especial ly deans, will be to operationalise each cluster to<br />
function as a beehive <strong>of</strong> academic work and innovation.<br />
Related to <strong>the</strong> Cluster Initiative, <strong>the</strong> Directorate Research<br />
Development has initiated <strong>the</strong> process for <strong>the</strong> UFS<br />
to participate in <strong>the</strong> NRF South African Research Chairs<br />
Ini tia tive (SARChI) by linking proposed research chairs to<br />
existing clusters. These chairs will imply a sig nificant<br />
boost to our research capacity.

Each cluster is fur<strong>the</strong>r associated with at least one recognised<br />
NRF Institutional Research Development Program<br />
me (IDRP) Research Niche Area (RNA). Eight RNAs<br />
were approved for <strong>the</strong> UFS in 2007, <strong>the</strong> highest number <strong>of</strong><br />
all universities in <strong>the</strong> country. These RNAs encompass 24<br />
NRF-funded research projects, representing a combined<br />
total commitment <strong>of</strong> almost R30 million to <strong>the</strong> UFS over<br />
<strong>the</strong> next five years from 2008 to 2012. The RNAs for <strong>the</strong><br />
UFS include:<br />
• Agricultural risk management for Africa<br />
• High throughput identification and characterisation <strong>of</strong><br />
biological and bioactive molecules<br />
• Integrated water-resource management<br />
• Local development in arid and semi-arid areas <strong>of</strong> <strong>the</strong><br />
central region <strong>of</strong> South Africa<br />
• Managing <strong>the</strong> TB-HIV/AIDS co-epidemic: patient and<br />
systems dimensions<br />
• Nano-solid state lighting<br />
• Polymer blends, composites and nanocomposites (modified<br />
polymers)<br />
• The development <strong>of</strong> sustainable crop value chains for<br />
staple and underutilised crops in <strong>the</strong> semi-arid regions <strong>of</strong><br />
Sou<strong>the</strong>rn Africa.<br />
The Cluster Initiative is seen as one <strong>of</strong> five major in stitutional<br />
mega-projects aiming at repositioning <strong>the</strong> UFS at a<br />
significantly higher level <strong>of</strong> academic performance and<br />
stature in five years.<br />
Intellectual property protected<br />
An Intellectual Property (IP) Policy for managing and<br />
direct ing issues relating to intellectual property at <strong>the</strong> UFS<br />
was approved for implementation. Progress has also been<br />
made with contract research, <strong>the</strong> marketing <strong>of</strong> intellectual<br />
pro perty and research commercialisation. A candidate at torney<br />
has been assisting with contract management. The<br />
acting Director for Entrepreneurship and Special Projects<br />
continued his duties during 2007 and a process has been<br />
initiated to appoint a manager to spearhead research commercialisation.<br />
Legal representatives have been contracted<br />
to handle patents for <strong>the</strong> UFS.

Institutional charter and<br />

<strong>the</strong> way forward<br />

Two important overarching transformation initiatives came<br />
to fruition in 2007. In addition, a thorny transformation<br />
challenge was tackled: diversity and racial integration in<br />
residences.<br />
Institutional Charter or “social contract” unveiled<br />
A first draft <strong>of</strong> <strong>the</strong> UFS Institutional Charter was unveiled<br />
by <strong>the</strong> Vice-Chancellor at <strong>the</strong> Official Opening <strong>of</strong> <strong>the</strong><br />
<strong>University</strong> in February 2007. The draft charter was <strong>the</strong> outcome<br />
<strong>of</strong> a process, in 2004-2005, <strong>of</strong> intensive campus consul<br />
tation around <strong>the</strong> concept <strong>of</strong> a Social Contract – a<br />
process proposed by <strong>the</strong> Vice-Chancellor at his instal lation<br />
in 2003. More than 800 staff members <strong>of</strong> diverse backgrounds<br />
and many students took part in structured workshops.<br />
After <strong>the</strong> initial raw emotions and reactions, <strong>the</strong> discus<br />
sions led to proposals regarding <strong>the</strong> values and principles<br />
which should underpin <strong>the</strong> “new” UFS. A draft Charter<br />
was compiled and provisionally adopted by <strong>the</strong> Exco, Execu<br />
tive Management, Senate and <strong>the</strong> UFS Council during<br />
<strong>the</strong> first months <strong>of</strong> 2007. It was agreed that <strong>the</strong> Charter has<br />
all <strong>the</strong> potential to be a break through and mile stone<br />
document that provides essential guidelines to under pin<br />
fur<strong>the</strong>r transformation.<br />
This was followed by an intensive round <strong>of</strong> dis cus sions<br />
among academic staff, support services and students on all<br />
three campuses to receive critical comments. A struc tured<br />
questionnaire was used to guide <strong>the</strong> discussion and comments.<br />
Individual comments were also received. A first impres<br />
sion is broad support for <strong>the</strong> idea and content <strong>of</strong> <strong>the</strong><br />
draft charter – more than 90% <strong>of</strong> individuals and groups<br />
that responded supported <strong>the</strong> idea. More than 60% <strong>of</strong> respondents<br />
supported <strong>the</strong> transformation direction and commitments<br />
in <strong>the</strong> Charter, and more than 70% <strong>the</strong> format <strong>of</strong><br />
<strong>the</strong> Charter – although a variety <strong>of</strong> perspectives ob viously<br />
existed. If all went according to plan, a second draft <strong>of</strong> <strong>the</strong><br />
charter was to be prepared later in 2007. However, <strong>the</strong><br />
demands <strong>of</strong> <strong>the</strong> residence-diversity process significantly<br />
delayed this process, at least until 2008.<br />

As a university community <strong>the</strong> UFS is committed to excellence in transformation and<br />
<strong>the</strong> establishment <strong>of</strong> an inclusive new institutional culture. A key <strong>the</strong>me has been<br />
that <strong>the</strong> university community must develop and nurture a culture <strong>of</strong> belonging. This<br />
means much more than “accommodating” different groups. We must develop an<br />
entirely new institutional culture with a sense <strong>of</strong> belonging for all, non-dominance as norm, and<br />
a strong sense <strong>of</strong> common values, and in full recognition <strong>of</strong> <strong>the</strong> Constitution and <strong>the</strong> Bill <strong>of</strong><br />
Rights.<br />
Main objective <strong>of</strong> <strong>the</strong> Charter: urgent, good<br />
transformation and a sense <strong>of</strong> belonging<br />
Unlike some business charters, <strong>the</strong> draft UFS Charter is not<br />
in tended to specificy transformation goals, targets and<br />
timeframes. That would be <strong>the</strong> task <strong>of</strong> <strong>the</strong> transformation<br />
plan and employment equity plan (see below).<br />
The UFS Institutional Charter comprises foundational<br />
principles that seek to underpin a process <strong>of</strong> brisk, com prehensive,<br />
high-quality institutional transformation, within<br />
<strong>the</strong> context <strong>of</strong> a university committed to academic excellence,<br />
equity and innovation. (The UFS now is in its fourth<br />
phase <strong>of</strong> transformation. Previous phases were from 1978-<br />
1996, 1997-2002 and 2003-2004.) It is believed that, if it is<br />
based on a principled framework and vision <strong>of</strong> what kind <strong>of</strong><br />
future university we are transforming towards, <strong>the</strong> change<br />
process will be faster, better aligned and more consistent<br />
and will avoid being impeded by conflict, cross-currents<br />
and power struggles. In o<strong>the</strong>r words, <strong>the</strong> goal is bestpractice<br />
transformation.<br />
Essential to <strong>the</strong> achievement <strong>of</strong> our goals is an in sti tutional<br />
culture which embraces critical inquiry and free expres<br />
sion, fosters excellence and quality, establishes an<br />
enabling environment for <strong>the</strong> individual, is based on respect<br />
for and appreciation <strong>of</strong> diversity, and – above all – promotes<br />
a sense <strong>of</strong> belonging for all members <strong>of</strong> <strong>the</strong> university.<br />
Main principles for a future transformed<br />
<strong>University</strong><br />
The Charter starts by committing <strong>the</strong> <strong>University</strong> to up holding<br />
<strong>the</strong> Constitution <strong>of</strong> <strong>the</strong> Republic <strong>of</strong> South Africa and<br />
its Bill <strong>of</strong> Rights, as realised within <strong>the</strong> institutio nal context<br />
<strong>of</strong> a university. This commits us to <strong>the</strong> advance ment <strong>of</strong><br />
human rights and constitutional freedoms, <strong>the</strong> elimi na tion<br />
<strong>of</strong> discri mi nation, and to equality and human dignity for<br />
all. The Charter also confirms general values that underpin<br />
<strong>the</strong> <strong>University</strong>, such as academic freedom and autonomy,<br />
excellence and quality, fairness, service, and integrity.

The draft Charter <strong>the</strong>n deals with constitutive principles<br />
relating to both academic and social dimensions <strong>of</strong> <strong>the</strong><br />
future UFS. Like a constitution <strong>of</strong> a state, but adapted to <strong>the</strong><br />
university environment, it seeks to specify founda tional,<br />
constitutive principles and parameters <strong>of</strong> <strong>the</strong> future, transformed<br />
university. These are intended to give a clear sense<br />
<strong>of</strong> direction to decisions and practices at <strong>the</strong> <strong>University</strong> and<br />
to provide desired checks and balances. They are meant to<br />
guide decision-making and behaviour and to relieve much<br />
<strong>of</strong> <strong>the</strong> tensions and anxieties <strong>of</strong> <strong>the</strong> transformation process<br />
in order to speedily arrive at <strong>the</strong> desired future transformed<br />
university and achieve our ideals.<br />
A first category <strong>of</strong> constitutive principles relates to<br />
main taining <strong>the</strong> intrinsic nature <strong>of</strong> <strong>the</strong> <strong>University</strong> as a place<br />
<strong>of</strong> science and scholarship in <strong>the</strong> context <strong>of</strong> engagement<br />
with <strong>the</strong> situation and problems <strong>of</strong> South Africa and Africa.<br />
A second group <strong>of</strong> principles relate to maintaining and<br />
streng<strong>the</strong>ning academic culture, quality and excellence.<br />
A very important group <strong>of</strong> principles relates to diversity,<br />
institutional culture and social context within <strong>the</strong> institution.<br />
The core constitutive principle is to create a sense <strong>of</strong> belonging<br />
for all members <strong>of</strong> <strong>the</strong> university – black and white,<br />
male and female, <strong>of</strong> whatever language, cultural or economic<br />
background, sexual or religious orientation, as well<br />
as people with disabilities. Constitutive principles that support<br />
this goal include <strong>the</strong> following:<br />
• Equity, justice and fairness in dealing with diversity.<br />
• Non-dominance amongst diversity, i.e. preventing dominating<br />
behaviour <strong>of</strong> any individual or group over o<strong>the</strong>rs,<br />
irrespective <strong>of</strong> numbers.<br />
The Charter underscores <strong>the</strong> importance <strong>of</strong> a redress<br />
phase, given <strong>the</strong> socio-political history <strong>of</strong> <strong>the</strong> country<br />
and <strong>the</strong> UFS and <strong>the</strong> significant backlogs that still exist,<br />
and commits <strong>the</strong> <strong>University</strong> to urgently complete this<br />
phase.<br />
But it also starts to conceptualise <strong>the</strong> end <strong>of</strong> <strong>the</strong><br />
redress phase. The Charter suggests that <strong>the</strong> end <strong>of</strong> <strong>the</strong><br />
redress phase may be in sight when an ap pro ximate<br />
racial and gender balance in <strong>the</strong> composition <strong>of</strong> staff<br />
and students is attained. (This idea was echoed when<br />
<strong>the</strong> concept <strong>of</strong> sufficient diversity was used in de termining<br />
<strong>the</strong> quantified targets <strong>of</strong> <strong>the</strong> employ ment equity<br />
plan; see below.) Reaching such a point would create<br />
condi tions where most <strong>of</strong> <strong>the</strong> conflict and anxieties <strong>of</strong><br />
• Non-marginalisation, respect for minorities and ap preciation<br />
for diversity in personalities, individual pre ferences,<br />
human skills and workplace skills.<br />
• Sufficient diversity in <strong>the</strong> composition <strong>of</strong> academic and<br />
support staff and students to constitute <strong>the</strong> neces sary<br />
institutional space for nurturing non-racialism, nonsexism,<br />
multi culturalism, multilingualism and nondominance.<br />
• Sufficient diversity <strong>of</strong> symbols and artifacts to reflect <strong>the</strong><br />
diversity <strong>of</strong> histories and cultures unambiguously and in<br />
a balanced, respectful manner.<br />
• Substantive and sufficient multilingualism (in terms <strong>of</strong><br />
<strong>the</strong> main and o<strong>the</strong>r languages) in academic and support<br />
activities.<br />
• Substantive multiculturalism and embracement <strong>of</strong> <strong>the</strong><br />
diversity <strong>of</strong> cultures.<br />
• Balance between competing interests and conflicting<br />
objectives by explicitly and innovatively pursuing <strong>the</strong><br />
difficult trade-<strong>of</strong>fs that may be necessary.<br />
This Charter states that we unambiguously commit ourselves<br />
to embrace and celebrate <strong>the</strong> rich diversity <strong>of</strong> South<br />
African peoples within <strong>the</strong> central region, a diversity that<br />
manifests itself in intellectual and philosophical orientation,<br />
language, culture, religion, social and economic status, sexual<br />
orientation and nationality, among o<strong>the</strong>rs. We stand for<br />
maintaining “sufficient and substantive diversity” because<br />
it makes us a better university, a more equitable university,<br />
a more innovative university, and an engaged university.<br />
Fur<strong>the</strong>r groups <strong>of</strong> principles relate to <strong>the</strong> work en vi ronment,<br />
student life, and governance and management. A<br />
Defining <strong>the</strong> redress and post-redress phases<br />
<strong>the</strong> current transition are resolved, and where approximate<br />
balance and trade-<strong>of</strong>fs between objectives, forces,<br />
interests and interest groups are attained, and where a<br />
sense <strong>of</strong> belonging exists for all members <strong>of</strong> <strong>the</strong><br />
university.<br />
This would <strong>the</strong>n provide <strong>the</strong> incubating environment<br />
for moving, in <strong>the</strong> longer run, into <strong>the</strong> post-redress era,<br />
moving fur<strong>the</strong>r towards full non-racialism, non-sexism,<br />
non-discrimination and a normalised university com munity<br />
– a state <strong>of</strong> affairs where old paradigms, divisions,<br />
pains, conflicts and tensions will be transcended, and<br />
where race and gender have ceased to be decisive factors<br />
in determining policies, behaviour, attitudes and thinking<br />
<strong>of</strong> individuals or groups at <strong>the</strong> <strong>University</strong>.
notable principle in <strong>the</strong> latter context requires <strong>the</strong> sub stantive<br />
presence <strong>of</strong> different population groups and gen ders in<br />
governance, management and decision-making bodies.<br />
It appears that <strong>the</strong> ideas and basic principles <strong>of</strong> <strong>the</strong><br />
charter have already started to influence thinking and<br />
policy-making at <strong>the</strong> UFS, e.g. in <strong>the</strong> Employment Equity<br />
Plan, where <strong>the</strong> threshold <strong>of</strong> “sufficient diversity” was<br />
specified numerically for <strong>the</strong> first time in terms <strong>of</strong> <strong>the</strong><br />
designated groups. The latter concept also was important in<br />
<strong>the</strong> residence placement policy (see below), where very<br />
low percentages proposed by some traditionally white<br />
residences were not accepted since <strong>the</strong>y would not provide<br />
sufficient diversity. Charter concepts also permeate <strong>the</strong><br />
Transformation Plan (see below) and <strong>the</strong> draft Integrated<br />
Three-year Rolling Plan <strong>of</strong> <strong>the</strong> UFS for 2008-2010.<br />
If this pattern continues, <strong>the</strong> Charter could be a major<br />
breakthrough in <strong>the</strong> planning unit, transformation discourse<br />
on <strong>the</strong> UFS campus as it may serve to clarify thinking on<br />
very complex issues and to guide us on <strong>the</strong> way forward.<br />
<strong>University</strong> Transformation Plan approved<br />
The UFS is now in its fourth phase <strong>of</strong> transformation.<br />
Previous phases were from 1978-1996, 1997-2002 and<br />
2003-2004. The <strong>University</strong>’s latest Transformation Plan,<br />
flowing from <strong>the</strong> Transformation Plan Task Team (TPTT),<br />
was approved by Senate and Council in <strong>the</strong> first half <strong>of</strong><br />
2007. This was <strong>the</strong> end result <strong>of</strong> two years <strong>of</strong> hard work by<br />
<strong>the</strong> TPTT, which was launched early in 2005. The TPTT<br />
handed its final report to Management in October 2006.<br />
After requesting input and comments from staff and o<strong>the</strong>r<br />
stakeholders, <strong>the</strong> Planning Unit, <strong>the</strong> Exco and <strong>the</strong> Executive<br />
Management drew up a final document.<br />
The plan comprises a clear conceptualisation and de finition<br />
<strong>of</strong> transformation as understood by <strong>the</strong> <strong>University</strong>,<br />
i.e. as a deep and pervasive, intentional and phased process<br />
affecting <strong>the</strong> institutional culture, underlying assumptions,<br />
and institutional behaviours and processes <strong>of</strong> <strong>the</strong> institution.<br />
In addition, it systematically lists remaining transformation<br />
goals and challenges adopted by <strong>the</strong> <strong>University</strong>, as well as<br />
strategies to address <strong>the</strong>se.<br />
Approximately forty transformation projects are listed,<br />
in four broad categories:<br />
• Institutional culture. This includes attaining a sense <strong>of</strong><br />
belonging for all by transforming <strong>the</strong> institutional culture<br />
from a dominant Afrikaans culture to one that creates a<br />
state <strong>of</strong> non-dominance amidst diversity, enhancing and<br />
fostering diversity in student life (including a new<br />

residence placement strategy) as well as staff life, and<br />
fur<strong>the</strong>ring multilingualism by refining <strong>the</strong> language<br />
policy.<br />
• Academic responsiveness, relevance and engagement<br />
with regard to research, academic programmes, teachinglearning<br />
methods and community service, as well as<br />
enhanced student access, throughput and success.<br />
• Governance and management, in particular <strong>the</strong> possible<br />
refinement and realignment <strong>of</strong> <strong>the</strong> vision and mission <strong>of</strong><br />
<strong>the</strong> <strong>University</strong>.<br />
• Employment equity, in particular to finalise <strong>the</strong><br />
employment equity plan in order to accelerate redress by<br />
appointing staff from underrepresented groups to attain<br />
substantive and sufficient diversity.<br />
The Plan also rank <strong>the</strong> projects in different catego ries <strong>of</strong><br />
urgency and time-frames. Diversity-related projects were<br />
accorded <strong>the</strong> highest priority, in particular <strong>the</strong> following:<br />
• Increasing diversity in student life, notably a new residence<br />
placement policy;<br />
• A plan for creating a sense <strong>of</strong> belonging, based on a<br />
thorough analysis <strong>of</strong> <strong>the</strong> determinants <strong>of</strong> such a sense;<br />
• Employment equity and redress;<br />
• Language policy and diversity, and<br />
• Equity in access, throughput and success.<br />
The Plan also targets diversity in student extra-curricular<br />
activities; interpreting services; multilingualism in<br />
front line support services; language empowerment; employment<br />
practices and hindrances to redress; postgraduate<br />
and international student support, and <strong>the</strong> finalisation <strong>of</strong> <strong>the</strong><br />
Institutional Charter.<br />
Most <strong>of</strong> <strong>the</strong>se projects have proceeded well, and some<br />
have been completed in part or as a whole. Unfortunately,<br />
as noted above, <strong>the</strong> organised political resistance against<br />
<strong>the</strong> new residence placement policy impacted heavily on<br />
<strong>the</strong> time and energy available to management. This has<br />
definitely delayed <strong>the</strong> execution <strong>of</strong> important elements <strong>of</strong><br />
<strong>the</strong> Transformation Plan.<br />
The promotion <strong>of</strong> diversity and multilingualism is<br />
proceeding well. One challenge is that new complexities <strong>of</strong><br />
multilingualism are coming to <strong>the</strong> surface, especially with<br />
regard to staff language skills and attaining <strong>the</strong> ap pro pri ate<br />
trade-<strong>of</strong>f between language diversity goals and employment<br />
equity goals. This may be a problem especially in <strong>the</strong> postgraduate<br />
sphere. In <strong>the</strong> process, refinements <strong>of</strong> <strong>the</strong> parallelmedium<br />
tuition policy (e.g. simultaneous interpretation)<br />
are being piloted.<br />
There already are many o<strong>the</strong>r positive elements. The<br />
UFS has now more diverse (or “culturally representative”)

building names. The Moshoeshoe Project in honour <strong>of</strong> <strong>the</strong><br />
legendary founder <strong>of</strong> <strong>the</strong> Basotho nation is contri buting<br />
towards a shared sense <strong>of</strong> history. The diversity sensitisation<br />
workshops remain a valuable intervention. However, it<br />
appears that a sense <strong>of</strong> alienation amongst black staff and<br />
perhaps also black students remains. Human relations on<br />
campus needs to be streng<strong>the</strong>ned, also between academics<br />
and support staff, as well as between male staff and senior<br />
female managers. A Code <strong>of</strong> Conduct, especially with<br />
regard to racism and sexism and o<strong>the</strong>r forms <strong>of</strong> dis crimination,<br />
may be an important instrument to entrench respect<br />
for <strong>the</strong> human rights <strong>of</strong> all staff and students on campus.<br />
Diversity in residences:<br />
finally crossing <strong>the</strong> bridge<br />
In 2005, when <strong>the</strong> new trans formation-plan process was<br />
launched by <strong>the</strong> Rector, <strong>the</strong> issue <strong>of</strong> residence diversity and<br />
<strong>the</strong> placement policy was put on <strong>the</strong> table as a strategic<br />
priority and accepted as such by Executive Mangement and<br />
Council, inter alia in <strong>the</strong> approved Strategic Plan <strong>of</strong> 2006.<br />
The final report <strong>of</strong> <strong>the</strong> TPTT (Transformation Plan<br />
Task Team) <strong>of</strong> October 2006 flagged residence diversity<br />
and placement policy as key priorities, following <strong>the</strong>ir<br />
consultation process with various internal and external<br />
groups and communities. Diversity in student life and <strong>the</strong><br />
finalisation <strong>of</strong> <strong>the</strong> new placement policy thus was one <strong>of</strong><br />
<strong>the</strong> approximately 40 transformation projects identified by<br />
Executive Management in its Transformation Plan 2007-<br />
2010, approved by Council in June 2007.<br />
This was not <strong>the</strong> first attempt to attain diversity in residences.<br />
A previous attempt in <strong>the</strong> 1990s failed due to <strong>the</strong><br />
development <strong>of</strong> high risks <strong>of</strong> violence in integrated residences<br />
– a factor attributed to <strong>the</strong> complexities <strong>of</strong> an early<br />
post-1994 generation <strong>of</strong> students where black and white<br />
had not had any meaningful contact in e.g. schools and socially.<br />
As a result a new policy was adopted in 1997/8<br />
which allowed residences to have a dominant culture,<br />
whilst accepting 30% students from ano<strong>the</strong>r culture. Over<br />
time this unfortunately was allowed to gravitate to a po sition<br />
where residences became almost exclusively white or<br />
black. Accordingly this issue was put on <strong>the</strong> table again as<br />
part <strong>of</strong> <strong>the</strong> 2005 transformation project. This followed<br />
submissions by <strong>the</strong> Vice-Rector: Student Affairs to Manage<br />
ment to suggest that <strong>the</strong> set-up <strong>of</strong> <strong>the</strong> residences being<br />
separate on <strong>the</strong> basis <strong>of</strong> race is not acceptable.<br />
’n Opvoedkundige rasionaal: Om ’n herhaling van die<br />
probleme van die laat 1990’s te voorkom, het die Dag bestuur<br />
na deeglike nadenke besluit om enige nuwe beleid to<br />
baseer op ’n opvoedkundige rasionaal, nl. om ons studente<br />
(wat uit ’n steeds verdeelde samelewing kom) gereed te<br />
maak om in die werkplek en as landsburgers volledig in ’n<br />
om gewing van diversiteit te kan werk en funksioneer. Daar<br />
is ook aanvaar dat jongmense tien jaar later meer gereed<br />
sou wees vir diversiteit en integrasie. Nogtans is besef dat<br />
dit in effek ’n hersosialisering van studente, wat uit so veel<br />
ver skillende gesins-, skool- kerk- en sosio-ekono miese<br />
agter gronde kom, sal moet behels. Verskeie modelle is dus<br />
oorweeg en ontleed.<br />
Benefits for students: With <strong>the</strong> integration policy <strong>the</strong><br />
UFS intends to overcome <strong>the</strong> racial divides <strong>of</strong> <strong>the</strong> past and<br />
equip stu dents in residences with <strong>the</strong> knowledge and skills<br />
to under stand people from o<strong>the</strong>r cultures, appreciate o<strong>the</strong>r<br />
languages and to respect differences in religion and economic<br />
background. Students in UFS residences will have<br />
a dis tinct advantage over many o<strong>the</strong>r work seekers in<br />
South Africa, because <strong>the</strong> workplace today is a very<br />
diverse place with people <strong>of</strong> many backgrounds. The UFS<br />
wants to esta blish a new model <strong>of</strong> residence life in which<br />
students will voluntarily embrace diversity and learn<br />
about diversity so as to add value to <strong>the</strong>ir educational<br />
experience in a residence.<br />
Uitgebreide konsultering: Die eerste konsultasies oor<br />
integrasie reeds in Mei 2004 plaasgevind, toe die be stuur<br />
en moontlike integrasie van koshuise met huis komi tees<br />
en koshuisho<strong>of</strong>de bespreek is. Daarna was die kwessie<br />
van die plasingsbeleid op die agenda in verskeie institusionele<br />
besluite, strategiese planne en goedgekeurde<br />
transformasiedokumente van die <strong>UV</strong>.<br />
Uitgebreide konsultasiegesprekke het in die eerste<br />
helfte van 2007 met studente en ander belanghebbendes<br />
plaas gevind om hulle in te lig oor die ontwikkeling van ’n<br />
voorstel vir die integrasie van die <strong>UV</strong> se koshuise en hul<br />
kommentaar te kry.<br />
Tussen Februarie en Mei 2007 is meer as vyftien gespreks<br />
geleen<strong>the</strong>de met die ho<strong>of</strong>kampus studenteraad, huiskomitees,<br />
studente-organisasies, koshuisho<strong>of</strong>de en ander<br />
persone gevoer om moontlike beleidsvoorstelle te toets en<br />
insette van studente en ander te kry. Kommentaar is aangevra<br />
van alle koshuise. Etlike van die studente-insette is in<br />
die konsepbeleid geïnkorporeer. Informele gesprekke is<br />
ook met alumni-leiers asook met sommige alumni-verteenwoordigers<br />
op die Raad gevoer. Ter wille van aan vaarbaarheid,<br />
veral onder wit studente, ouers en alumni, is parameters<br />
wat reeds in 1997 aanvaar is (maar nooit regtig<br />
geïmplementeer is nie) in die beleid ingevoer, sowel as ’n
epaling dat koshuise steeds ’n sê sal hê in die plasing van<br />
eerstejaars – hulle kan 50% self plaas.<br />
Met duidelike blyke gedurende die gespekke dat ’n<br />
aan sienlike mate van aanvaarbaarheid onder die stu dente<br />
en alumni op hierdie wyse bereik is, het die Bestuur in<br />
Junie 2007 ’n nuwe beleid om diversiteit in koshuise te<br />
ver hoog – wat onder meer die integrasie van kos huise<br />
vanaf 2008 impliseer – aan die Raad voorgelê. Dit is met<br />
’n groot meerderheid goedgekeur (en weer in September<br />
2007 met slegs een teenstem bevestig nadat ’n vergadering<br />
van die Konvokasie ’n versoek aan die <strong>UV</strong> gerig het om<br />
die beleid te herroep).<br />
’n Ges<strong>of</strong>istikeerde beleidsdokument: Die goedgekeurde<br />
dokument was ’n omvattende be leids dokument oor diversiteit<br />
in koshuise waarin ’n ge so fisti keerde en opvoedkundige<br />
benadering tot diversiteit en die ver skil lende dimen<br />
sies van diversiteit in groot besonderhede uit een ge sit<br />
is. Dit het die billike en gebalanseerde hantering van veel taligheid<br />
met o.m. tolkdienste ingesluit. Dit is ook gelei deur<br />
die beginsels van voldoende diversiteit en voldoende en<br />
substantiewe veeltaligheid wat in die konsep Institusionele<br />
Handves ontwikkel is, met die oog daarop om alle studente<br />
tuis te laat voel in koshuise.<br />
Wat plasing spesifiek betref, is teikens gestel om voldoende<br />
diversiteit in koshuise te bereik. Daarvolgens moet<br />
tradisionele blanke <strong>of</strong> swart junior koshuise minstens 30%<br />
van die ander ras op eerstejaarsvlak in 2008 en daarna<br />
inneem. Dit sou beteken dat die nuwe beleid oor ’n driejaar<br />
tydperk ingefaseer word. (Vir senior koshuise is ’n<br />
teiken van 50% gestel.) In effek moes junior koshuise in<br />
2008 maar ongeveer 10% van hulle totale plekke met<br />
studente van ’n ander ras vul.<br />
Om die besluit te implementeer, is ’n Kos huis di ver si teitimplementeringskomitee<br />
(Residence Diversity Im plementation<br />
Committee – RDIC), onder leiding van dr E Moraka,<br />
Viserektor: Studentesake, tot stand gebring. Personeel sowel<br />
as studente leiers is hierin opgeneem. Die komitee se ho<strong>of</strong>taak<br />

was om meganismes vir die imple mentering van die Raadsbesluit<br />
te ontwikkel en te finaliseer.<br />
Die rektor het ook in ’n reeks koerantartikels die<br />
belangrikheid van die nuwe beleid aan ouers, alumni en<br />
studente uiteengesit.<br />
Ontwrigting van implementering: Ten spyte van die<br />
konsultasie- en goedkeuringsprosesse wat gevolg is, en die<br />
lae tempo van infasering, het die Vryheidsfront Plus<br />
Kovsies kort na die Raadsbesluit begin om weerstand by<br />
wit koshuise teen rasse-integrasie te mobiliseer op grond<br />
van beweerde onvoldoende konsultasie en omdat koshuise<br />
se tradisies aangetas sou word. Ook gedurende die SRverkiesing<br />
het die VF+ Kovsies heelwat teenstand op<br />
hierdie basis gemobiliseer. Dit het onder meer daartoe ge lei<br />
dat wit studenteleiers in ’n slegs beperkte mate deelgeneem<br />
het aan implementerings taakspanne. Dit het hul deelname<br />
en bydraes in verdere beplanning en konsultering vertraag<br />
en verwring. Die primariusse en primaria is in ’n stadium<br />
deur die rektor uitgenooi om met voorstelle vorendag te<br />
kom oor alternatiewe implementeringsmodelle, maar niks<br />
is ingedien nie.<br />
In Augustus 2007 het die Vryheidsfront Plus (d.w.s. nie<br />
die studentetak van die VF+ nie) ’n aansoek by die Hoog geregsh<strong>of</strong><br />
ingedien om die rasse-integrasie van <strong>UV</strong>-stu dentekoshuise<br />
ter syde te stel. Enkele dae voor die h<strong>of</strong>saak, en<br />
kort nadat die <strong>UV</strong> se responderende dokumente by die h<strong>of</strong><br />
ingedien is, het die VF+ in Oktober 2007 on voorwaardelik<br />
sy saak teruggetrek, met kostes. Hoewel VF-gesinde studenteleiers<br />
daarna meer begin deelneem het aan die taakspanne,<br />
was dit reeds eksamentyd en kon baie min be planningswerk<br />
nog met hul medewerking gedoen word.<br />
In geheel gesien het die politieke inmenging van die<br />
VF+ die implementering van die beleid aansienlik gekortwiek,<br />
die bydraes van studenteleiers dikwels van die spoor<br />
af geneem, en dalk veroorsaak dat heelwat koshuise en die<br />
afdelings Studentesake asook Verblyfdienste nie heeltemal<br />
vir 2008 voorberei was nie.
Equity and diversity <strong>the</strong><br />
key to staff excellence<br />

These projects include <strong>the</strong> Grow Our Own Timber (GOOT)<br />
initiative for academic positions, as well as a SETA/UFS<br />
Workplace Learning Internship for support-services staff.<br />
Approximately R18 million has been set aside in <strong>the</strong> past<br />
five years for this important strategic priority to allow<br />
faculties and departments to appoint persons from <strong>the</strong><br />
designated groups. Every opportunity to employ senior<br />
black and female managers has been utilised.<br />
Employment Equity Plan approved<br />
An Employment Equity Policy was approved in 2005 and<br />
<strong>the</strong> big step forward was <strong>the</strong> approval <strong>of</strong> <strong>the</strong> EE Plan by<br />
Council in November 2007 following laborious work at<br />
several levels. The UFS employed an alternating top-down<br />
and bottom-up approach to develop a three-year-rolling<br />
plan for employment equity, ensuring that top-manage ment<br />
guidance was provided, yet intensive department, faculty<br />
and sup port-service level input was obtained in <strong>the</strong> identification<br />
<strong>of</strong> barriers and <strong>the</strong> development <strong>of</strong> <strong>the</strong> EE measures<br />
and set ting <strong>of</strong> numerical targets.<br />
The sensitive issue <strong>of</strong> numerical targets and goals was<br />
thrashed out in producing <strong>the</strong> plan. An important breakthough<br />
was made by <strong>the</strong> Empoyment Equity Committee in<br />
reaching consensus on <strong>the</strong> way to conceptualise and specify<br />
numerical targets. The plan adopts and utilises an important<br />
concept, that <strong>of</strong> sufficient diversity, first introduced in <strong>the</strong><br />
draft Institutional Charter. An important element <strong>of</strong> <strong>the</strong><br />
approved Plan is a quantitative indication <strong>of</strong> what sufficient<br />
diversity means.<br />
A specific group (black male, black female, white female,<br />
white male) is seen as being sufficiently represented<br />
with in a UFS staff category when it has a 20% or higher<br />
representation. This implies that <strong>the</strong> appointment <strong>of</strong> persons<br />
from groups that exceed 20% representation does not count<br />
for employment equity-target attainment. A 20% re pre sentation<br />
per group in each staff category is viewed as <strong>the</strong> five-<br />

The UFS firmly believes that diversity among staff is an asset that will assist <strong>the</strong><br />
institution in its quest for excellence. The Employment Equity (EE) Plan is <strong>of</strong> <strong>the</strong> most<br />
crucial areas <strong>of</strong> concern and a key element <strong>of</strong> <strong>the</strong> Transformation Plan.<br />
As at o<strong>the</strong>r universities, <strong>the</strong> problem exists that not all groups are sufficiently<br />
represented in all <strong>of</strong> <strong>the</strong> staff categories. While <strong>the</strong> UFS has made significant progress regarding<br />
all <strong>the</strong> components <strong>of</strong> employment equity, progress regarding <strong>the</strong> black staff pr<strong>of</strong>ile has<br />
stagnated over <strong>the</strong> past three years. It has thus become essential to set more specific and realistic<br />
numerical targets and to formulate additional plans and projects to achieve <strong>the</strong>se targets.<br />
year target. Every available opportunity should also be<br />
utilised to appoint people with disabilities.<br />
In addition, for <strong>the</strong> designated groups as a whole, sufficient<br />
diversity was defined as a minimum <strong>of</strong> 50% representation<br />
for <strong>the</strong> designated groups as a whole for each<br />
UFS staff category. These targets <strong>of</strong> 50% are to be attained<br />
within <strong>the</strong> next five years.<br />
Since <strong>the</strong> approval <strong>of</strong> <strong>the</strong> policy a lot <strong>of</strong> work was<br />
done by <strong>the</strong> EE sub-committees and <strong>the</strong> Central EE Committee<br />
to produce EE plans for <strong>the</strong> various faculties and<br />
sup port-service units. The targets may also have implications<br />
for staff categories where a below-20% white male<br />
or white female complement is present, e.g. garden or<br />
cleaning services.<br />
The EE Plan constitutes compliance by <strong>the</strong> UFS with<br />
its statutory obligation in terms <strong>of</strong> <strong>the</strong> Employment Equity<br />
Act, No. 55 <strong>of</strong> 1998. The plan is <strong>the</strong> core component <strong>of</strong> <strong>the</strong><br />
UFS programme to achieve its strategic priority <strong>of</strong> equity,<br />
diversity and redress.<br />
The plan is a firm, objective commitment by <strong>the</strong> UFS<br />
and its stakeholders, embodying timeframes, goals and<br />
positive, measurable measures whereby <strong>the</strong> UFS can<br />
achieve substantial progress in implementing and creating<br />
a consolidated understanding and roadmap for employment<br />
equity at <strong>the</strong> UFS.<br />
The current picture is one where <strong>the</strong> academic staff<br />
numbers are increasing, but progress is still unsatisfactory.<br />
Good progress was made with regard to white women in<br />
some categories, designated groups in top management<br />
(50%), and black men in <strong>the</strong> junior lecturer category (less<br />
than 20%). However, progress is still slow with regard to<br />
black men and women in o<strong>the</strong>r categories. The UFS also<br />
realises that it might be difficult to attain <strong>the</strong>se targets in,<br />
for instance, <strong>the</strong> senior academic ranks.

We will grow more <strong>of</strong> our own timber<br />
To boost our employment-equity goals on senior academic<br />
and research levels management looks at different ways to<br />
achieve <strong>the</strong> numerical goals. More focus is to be placed on<br />
<strong>the</strong> Grow Our Own Timber Programme (GOOT) and<br />
mentoring. Two new projects for “growing our own timber”<br />
for academic positions have been approved, as well as<br />
a Workplace Learning Internship initiative for support services.<br />
There is also a project in <strong>the</strong> pipeline for <strong>the</strong> development<br />
<strong>of</strong> leadership among promising black academic<br />
and support staff to equip <strong>the</strong>m for senior and high-level<br />
management positions.<br />
GOOT help transformasie bevorder<br />
Die GOOT-program vorm deel van die strategiese prioriteite<br />
wat meehelp om die oorho<strong>of</strong>se transformasieplan<br />
aan die <strong>UV</strong> te bestuur. Dit is een van die inisiatiewe wat<br />
reeds in 2001 ingestel is om gelykberegtiging van personeel<br />
te bevorder.<br />
Dit program behels twee beursprogramme – A.W.<br />
Mellon en die Atlantic Philantrophies. Studente uit aan gewese<br />
groepe, wat akademiese loopbane wil volg en oor<br />
voldoende potensiaal beskik, het studiebeurse ontvang om<br />
meesters- <strong>of</strong> Ph.D.-grade te behaal om hulle voor te berei<br />
vir akademiese aanstellings en om die ouerwordende korps<br />
aka demici in ’n nuwe bedeling te vervang. Genote is gekoppel<br />
aan ervare studieleiers oor dissiplines heen.<br />
Die huidige program loop aan die einde van 2008 ten<br />
einde en daarom is die twee nuwe voorstelle deur bestuur<br />
aanvaar om die voortbestaan van die insiatiewe te verseker.<br />
Die eerste voorstel beoog om studente nasionaal te werf vir<br />
die voltooiing van ’n meestersgraad oor ’n tweejaarperiode<br />
waarna hulle aangestel word op die vlak van junior lektoraat<br />
/ lektoraat. In die tweede sal huidige personeel bygestaan<br />
word om hul meesters- <strong>of</strong> Ph.D.-grade te verwerf vir<br />
aanstelling in meer senior posisies.<br />
Die <strong>UV</strong> voorsien ’n inname van ongeveer 60 kandidate<br />
in elk van die twee programme. Dit sal in drie groepe oor<br />
’n periode van drie jaar plaasvind met 20 kandidate per<br />
groep.<br />
Vanweë die erns om gelykberegtiging rakende per soneel<br />
te bereik, sal tien kandidate in elk van die programme<br />
uit interne bronne befonds word totdat eksterne fondse<br />
gegenereer kan word. Die eerste voorstel sal aan die begin<br />
van 2008 ’n aanvang neem en die tweede in die tweede<br />
semester van 2008.<br />
Bursaries to promote programme<br />
In <strong>the</strong> Mellon Programme two new bursaries were awarded<br />
in 2007. Of <strong>the</strong> current intake, nine doctoral and thirteen<br />
master’s degree students have completed <strong>the</strong>ir studies. Five<br />
masters’ degree students left <strong>the</strong> programme on completion<br />
<strong>of</strong> <strong>the</strong>ir degrees. Eight students are pursuing <strong>the</strong>ir Ph.Ds.<br />
Of <strong>the</strong> group involved in <strong>the</strong>ir Ph.Ds two accepted<br />
appointments outside <strong>the</strong> UFS. Fifteen fellows accepted<br />
positions within <strong>the</strong> UFS. Two left <strong>the</strong> programme prior to<br />
obtaining any qualification.<br />
In <strong>the</strong> Mellon Programme Mr Kingdom Moshounyane<br />
<strong>of</strong> <strong>the</strong> Department Drama and Theatre Arts received a<br />
bursary to complete part <strong>of</strong> his doctoral studies in Norway.<br />
In <strong>the</strong> Atlantic Philantrophies programme one new<br />
fellow was awarded a bursary in 2007. Of <strong>the</strong> current intake<br />
<strong>of</strong> Ph.D. students (Faculty <strong>of</strong> Law), one Ph.D. study was<br />
completed in 2007, one submitted a <strong>the</strong>sis and ano<strong>the</strong>r is<br />
due to submit. All three were appointed in academic<br />
positions. One student (Faculty <strong>of</strong> Health Sciences) will<br />
complete a Ph.D. in 2008. One completed a master’s<br />
degree, submitted in 2007 and is due to register for a Ph.D.<br />
in 2008.<br />
Vordering in sommige departemente<br />
Sommige departemente in die Fakulteit Natuur wetenskappe<br />
het reeds veel vermag ten opsigte van die transformasie<br />
van hul personeelpr<strong>of</strong>iel. Die Departement Antropo<br />
logie het ’n 50:00-verdeling ten opsigte van diversiteit.
Onder tutors is 80% van kleur, terwyl al die tydelike personeel<br />
in die navorsingsprojekte van Khoe-San-afkoms is.<br />
In die Departement Engels en Klassieke Take is 47%<br />
van die personeel swart (sewe mans en ’n vrou) en 47%<br />
van die personeel is vroulik (sewe blank en een swart).<br />
Die Departement: Studente Akademiese Dienste het<br />
ook groot vordering gemaak en nege persone uit die<br />
aangewese groepe (wit vroue uitgesluit) aangestel. Uit die<br />
billikheidsfonds is vyf persone aangestel en die ander vier<br />
was nuwe aanstellings in vakatures wat voorheen deur wit<br />
vroue beklee was.<br />
’n Besondere mylpaal ten opsigte van diversiteit is in<br />
die Departement Maatskaplike Werk bereik met die aanstelling<br />
van me. Merlene Esau as junior lektor, die eerste<br />
per soon van kleur by die departement. Die Eenheid vir<br />
Taalbestuur (ETB) het ’n navorser van formaat vanuit die<br />
aangewese groepe aangestel. Die Departement Siel kunde<br />
beskik oor vyf (35,7%) doserende personeellede (per manente<br />
aanstellings) uit die aangewese groepe waarvan een<br />
personeellid op die Qwaqwa-kampus is.<br />
In die Sentrum vir Gesondheidsisteemnavorsing en<br />
Ontwikkeling (SGSN&O) was nege swart vroue, twee<br />
kleur lingvroue, nege wit vroue, ’n swart man en ses wit<br />
mans, waarvan een die diens verlaat het.<br />
Ook by <strong>UV</strong>-Bemarking duur die strewe na groter integrasie<br />
van swart alumni voort. Die inkorporering van alumni<br />
wat by die Qwaqwa- en Vista-kampusse gestudeer het,<br />
lewer ’n betekenisvolle bydrae tot hierdie strewe.<br />
By Rekenaardienste is reuse-vordering gemaak met die<br />
indiensneming van personeel uit die aangewese groepe. Reke<br />
naar dienste het vanaf ’n baie lae verteenwoordiging in<br />
2005 tot 52% van personeel uit die aangewese groepe<br />
gevorder.<br />
In die Fakulteit Teologie is dr. Jeannette Steyn aangestel<br />
as die eerste voltydse vroulike dosent in die fakulteit.<br />
Sy is in die Departement Praktiese Teologie (Pastorale<br />
Terapie), maar sal ook vir 50% van haar tyd diens doen as<br />
Onderrig- en Leerbestuurder van die fakulteit.<br />
Dr. Ingrid Dennis is as die eerste vroulike Direkteur<br />
van die Instituut vir Grondwaterstudies aangestel.<br />

Hulp met taaldiversiteit<br />
Die tolkdiens in die Departement Afro-Asiatiese Stu die,<br />
Gebaretaal en Taalpraktyk het ’n rol gespeel in die<br />
hantering van diversiteit deurdat enkele SR- en twee UBvergaderings<br />
van Engels na Suid-Sotho en omgekeerd<br />
getolk is. By verskeie vergaderings van die Mangaung<br />
Plaas like Munisi paliteit en die Mo<strong>the</strong>o-distriks munisipaliteit,<br />
asook Pansat, is buiten Afrikaans/Engels-tolking<br />
ook ’n diens in onder meer Engels/Xhosa, Engels/Suid-<br />
Sotho en Engels/Tswana gelewer.<br />
’n Sesotho/Engels-tolk het by die tolkspan aangesluit.<br />
Dié blinde persoon het hy hom by vergaderings geweldig<br />
goed van sy taak gekwyt. Hy het ook gehelp met die opleiding<br />
van bykomende Engels/Suid-Sotho-tolke. Die<br />
tolk diens – veral ’n diens in onder meer Suid-Sotho,<br />
Xhosa en Tswana – het verskeie geleen<strong>the</strong>de aan tolke<br />
gebied om hulle vaardighede aan te wend, uit te bou en ’n<br />
inkomste te genereer.<br />
In die tweede semester is begin om by die huis vergaderings<br />
van die koshuise Emily Hobhouse en Roosmaryn<br />
te tolk. Dié tolking is baie goed deur sowel Engelse as<br />
Afrikaanse studente ontvang en het ’n positiewe invloed<br />
op die wedersydse kommunikasie, maar ook die wedersydse<br />
begrip tussen die studente tydens huis ver gaderings<br />
gehad. Studente uit die koshuise het opleiding gekry sodat<br />
hulle self in hul koshuise kan tolk onder toesig van ’n<br />
senior tolk.<br />
Die Afdeling Personeelontwikkeling en Prestasie bestuur<br />
het vier Sesotho-kommunikasiekursusse aan gebied<br />
wat 34 personeellede voltooi het.<br />
Om ’n diverse groep studente te bedien is ’n<br />
Sesotho-sprekende sielkundige by Kovsievoorligting<br />
aan gestel. Die Departement Sielkunde sal ook jaarliks<br />
’n Sesotho-sprekende verskaf om internskap by Kovsievoorligting<br />
te doen.

Die groei in studentegetalle, veral sedert 2000, duur voort, maar teen ’n stadiger tempo.<br />
In 2007 het die <strong>UV</strong> bokant die vlak van 25 000 gegroei. Die aantal eerstejaars het ook<br />
gegroei, maar die verwagting is dat die aantal nuwe lingeerstejaars in 2008 en 2009<br />
sal begin afneem. Dit is gebaseer op ’n voorspelling van die aantal leerders in die<br />
skoolpyplyn, veral dié wat sal kwalifiseer vir universiteitstoelating. Die effek van MIV/vigs is<br />
ook hierin verreken.<br />
Die studentetal het sedert 2000 van 12 143 meer as verdubbel<br />
tot 24 684 in 2007, maar die verwagting is dat die<br />
aantal nuwelingeerstejaars in 2008 en 2009 sal begin afneem.<br />
Dit is gebaseer op ’n voorspelling van die aantal<br />

Teaching-learning policy finalised<br />
In an important step a new teaching-learning policy for <strong>the</strong><br />
UFS was approved by <strong>the</strong> Senate. The policy focuses on<br />
quality and excellence as well as equity, diversity and<br />
redress and closely links quality assurance, scholarship and<br />
innovation in teaching and learning. The teaching-learning<br />
policy is aligned with international developments in higher<br />
education as well as quality goals, and addresses <strong>the</strong> fundamental<br />
principles underpinning teaching and learning. The<br />
Division Teaching, Learning and Assessment <strong>of</strong> <strong>the</strong> Centre<br />
for Higher Education Studies and Development (CHESD)<br />
played a major role in <strong>the</strong> development <strong>of</strong> <strong>the</strong> teachinglearning<br />
policy.<br />
e-Learning an integral part <strong>of</strong> blended learning<br />
approach<br />
During 2007 <strong>the</strong> UFS introduced <strong>the</strong> “blended approach”<br />
as <strong>the</strong> most effective delivery approach for <strong>the</strong> “engaged”<br />
teaching and learning model. The “engaged” model was<br />
also endorsed during 2007 as <strong>the</strong> institutional teaching and<br />
learning model <strong>of</strong> choice.<br />
The blended approach makes it possible to use facilities<br />
to capacity, reduce contact time between lecturer and student<br />
and make <strong>the</strong> presentation <strong>of</strong> classes in Afrikaans and<br />
English easier. The blended approach involves <strong>the</strong> design<br />
<strong>of</strong> course modules to incorporate some face-to-face contact<br />
between lecturers and students, as well as some electronic<br />
contact between lecturers and students. The extent to which<br />
traditional face-to-face contact is replaced by electronic<br />
contact will differ from module to module, depending on<br />
<strong>the</strong> extent to which a particular module is more <strong>the</strong>oretical<br />
or more practical.<br />
During 2007 <strong>the</strong> anticipated increase in <strong>the</strong> number <strong>of</strong><br />
e-learning modules did not take place as planned. One <strong>of</strong><br />
<strong>the</strong> factors that influenced <strong>the</strong> planned expansion was <strong>the</strong><br />
migration <strong>of</strong> electronic distance modules, previously made<br />
available to students by a commercial partner in Johan nesburg,<br />
to <strong>the</strong> learning management system <strong>of</strong> <strong>the</strong> UFS. At<br />
<strong>the</strong> end <strong>of</strong> March 2007 <strong>the</strong> Division e-Learning in <strong>the</strong><br />
CHESD migrated 164 course modules to <strong>the</strong> institutional<br />
learning management system. This process was completed<br />
in two weeks.<br />
A task team, chaired by <strong>the</strong> Division e-Learning, was<br />
established to identify <strong>the</strong> full implication <strong>of</strong> <strong>the</strong> takeover,<br />
and to make recommendations in this regard. Issues such as<br />
<strong>the</strong> implementation <strong>of</strong> an electronic student-registration<br />
pro cess, as well as <strong>the</strong> administration <strong>of</strong> examination sessions<br />
for <strong>of</strong>f-campus students enjoyed <strong>the</strong> attention <strong>of</strong> <strong>the</strong><br />
task team. In <strong>the</strong> light <strong>of</strong> <strong>the</strong>se developments, as well as

those related to <strong>the</strong> envisaged migration <strong>of</strong> on-campus<br />
modules from WebCT to Moodle at <strong>the</strong> end <strong>of</strong> 2007, it was<br />
decided to defer <strong>the</strong> expansion <strong>of</strong> <strong>the</strong> blended model to<br />
2008.<br />
The migration <strong>of</strong> first-semester modules from WebCT<br />
to Moodle for on-campus students was completed at <strong>the</strong><br />
end <strong>of</strong> November 2007. A total <strong>of</strong> 465 course modules will<br />
be available to students on <strong>the</strong> institutional learning management<br />
system at <strong>the</strong> beginning <strong>of</strong> 2008.<br />
The migration <strong>of</strong> modules from WebCT to Moodle was<br />
characterised by a re-evaluation <strong>of</strong> learning materials and<br />
support for lecturers in ensuring that <strong>the</strong> new modules on<br />
Moodle were interactive and that <strong>the</strong> modules encouraged<br />
active student engagement. The Division Teaching, Learning<br />
and Assessment was also involved in <strong>the</strong> migration process<br />
and <strong>of</strong>fered lecturers support with regard to <strong>the</strong> pedagogical<br />
foundations upon which <strong>the</strong> modules had been<br />
designed.<br />
Planning has already begun, in consultation with lecturers<br />
involved, for <strong>the</strong> implementation <strong>of</strong> new e-learning<br />
modules during 2008. By <strong>the</strong> end <strong>of</strong> November 2007, 128<br />
academic staff members had attended both a Moodle Orientation<br />
workshop and a Moodle Follow-up workshop.<br />
The planning <strong>of</strong> four experimental modules, in collaboration<br />
with interested academics, in 2006 led to <strong>the</strong> implementation<br />
<strong>of</strong> three <strong>of</strong> <strong>the</strong>se modules in 2007. The first module<br />
is a general academic skills module that was developed in<br />
collaboration with <strong>the</strong> teaching and learning team in <strong>the</strong><br />
Faculty <strong>of</strong> Health Sciences. The second is a language-pr<strong>of</strong>iciency<br />
module, aimed at postgraduate students. This module<br />
was developed in collaboration with <strong>the</strong> Department <strong>of</strong><br />
English. The third module was developed in collaboration<br />
with <strong>the</strong> Department <strong>of</strong> Economics and involves <strong>the</strong> novel<br />
use <strong>of</strong> an interactive, electronic textbook.<br />
It is envisaged that <strong>the</strong>se modules will be implemented<br />
fully during 2007 and 2008, and that <strong>the</strong> first evaluations <strong>of</strong><br />
<strong>the</strong>se modules will be conducted at <strong>the</strong> end <strong>of</strong> 2008.<br />
Deursetkoers kry aandag<br />
Die Fakulteit Natuur- en Landbouwetenskappe het ’n Leeren<br />
Onderrigbestuurder aangestel om die deurvloei koerse van<br />
die fakulteit te verbeter. Sy aanvanklike fokus is op die<br />
kursusse in die eerste jaar van die verlengde en die gewone<br />
programme. Volgens ’n navorsingsverslag wat op 2006 se<br />
syfers gebaseer is, is daar wel sukses met die verlengde program,<br />
maar is die sukseskoers (ongeveer 30%) laag en ver-<br />
dere ingrypings moet gemaak word. Die blyk duide lik dat ’n<br />
beter punt vir wiskunde in matriek ’n goeie aan dui ding gee<br />
<strong>of</strong> studente suksesvol gaan wees in die program al dan nie.<br />
Dit blyk veral dat swak wiskunde-onderrig op skool nie<br />
maklik in een jaar op universiteit reg gestel kan word nie.<br />
Gegewe hierdie feite, het die fakulteit besluit om sy<br />
betrokkenheid op skoolvlak te verhoog en is ’n projek ontwikkel<br />
om die leermateriaal in die wiskunde en weten skappe<br />
op skoolvlak te help ontwikkel en om onderwysers by te<br />
staan in die gebruik van leermateriaal.<br />
Career preparation a success<br />
In <strong>the</strong> Career Preparation Programme (CPP), an access programme,<br />
over 1 240 students registered were registered in<br />
2007. A total <strong>of</strong> 1 014 degrees have been awarded since<br />
1996 to students who commenced <strong>the</strong>ir studies in CPP; 95<br />
<strong>of</strong> <strong>the</strong>se were honours degrees, sixteen masters degrees,<br />
and six M.B.Ch.B degrees.<br />
On account <strong>of</strong> a partnership agreement between <strong>the</strong><br />
National Institute for Higher Education in <strong>the</strong> Nor<strong>the</strong>rn Cape<br />
(NIHE) and <strong>the</strong> UFS, student numbers increased in Kimberley<br />
from 30 in 2002 to 264 in 2007. Since January 2005,<br />
second-year courses in Economic and Management Sciences<br />
as well as in Humanities were also implemented and 38<br />
students registered in <strong>the</strong>se programmes. Since Jan uary 2006<br />
certain third-year courses were also imple men ted. A total <strong>of</strong><br />
41 third-year students registered in 2007. At <strong>the</strong> end <strong>of</strong> 2006,<br />
<strong>the</strong> first seven B.Soc.Sc (Human and Social Dynamics)<br />
students graduated from this partnership.<br />

Student success rates are <strong>of</strong> critical importance. At <strong>the</strong><br />
time <strong>of</strong> <strong>the</strong> Institutional Audit in 2006, it was identified by<br />
<strong>the</strong> UFS – and subsequently by <strong>the</strong> audit panel – as a<br />
potential problem. Data showed a decline in <strong>the</strong> overall<br />
success rate (from 73,4% to 69,2%) from 2003 to 2004.<br />
The approved UFS Enrollment Plan <strong>of</strong> <strong>the</strong> Department <strong>of</strong><br />
Education stipulates a target <strong>of</strong> 74% for <strong>the</strong> UFS from 2008<br />
to 2010.
Data for 2004 - 2006 show a marked four percentagepoint<br />
increase in <strong>the</strong> overall success rate, but a 2% drop<br />
again in 2007.<br />
As far as new first-year students are concerned, <strong>the</strong><br />
period since 2004 - 2006 also displays a significant increase<br />
in success rates. For black first-years it has gone up from<br />
50% to 59%. For white students <strong>the</strong> success rate is 80%,<br />
which equals <strong>the</strong> national benchmark figure.<br />
While <strong>the</strong> success rate for black students is not ac ceptable<br />
yet, <strong>the</strong> increase as such is an important change. The<br />
impact <strong>of</strong> <strong>the</strong> new Department <strong>of</strong> Student Development<br />
and Success and its new tutorial programmes will hope fully<br />
boost <strong>the</strong> success rate significantly.<br />
The context in which <strong>the</strong> UFS functions and <strong>the</strong> stu dent<br />
population that it serves are relevant factors. The UFS has<br />
chosen to be a university <strong>of</strong> access to students with potential<br />
from disadvantaged backgrounds, and has created various<br />
routes <strong>of</strong> access and success for such students. The<br />
UFS does not exclusively target learners from private<br />
schools, for instance, or use artificially high admis sion<br />
criteria to exclude students from disadvantaged school<br />
backgrounds. Compared to a university that adopts such<br />
strategies, <strong>the</strong> educational value-added that <strong>the</strong> UFS imparts<br />
to its students may be much, much higher. Never<strong>the</strong>less,<br />
this is an area that we would like to improve significantly.<br />

An Office for Postgraduate Support was approved in<br />
June 2007 and students, staff and faculties stand to<br />
benefit. Postgraduate students and postdoctoral research<br />
fellows will have <strong>the</strong>ir interests promoted in<br />
synergy with faculty and departmental facilities. The<br />
<strong>of</strong>fice will also provide a critical resource to <strong>the</strong><br />
faculties in <strong>the</strong> form <strong>of</strong> a single database <strong>of</strong> post graduate<br />
students, postgraduate topics, supervisors and funding<br />
opportunities. It will also serve as a useful resource and<br />
base for training and information for younger and less<br />

More students are drawn to programmes<br />
The Programme in Higher Education Studies experienced<br />
rapid growth and <strong>the</strong> number <strong>of</strong> full qualifications (advanced<br />
diploma, M.A. and Ph.D.) increased to almost a<br />
hundred. Approximately thirty persons registered for<br />
occasional studies in <strong>the</strong> various modules (short courses<br />
excluded). The number <strong>of</strong> Ph.D. students in Higher Education<br />
Studies increased to 25. Four completed <strong>the</strong>ir<br />
degrees. The variety and <strong>the</strong> interdisciplinary nature <strong>of</strong> <strong>the</strong><br />
research undertaken manifest in <strong>the</strong> topics <strong>of</strong> <strong>the</strong>se stu dies,<br />
namely: effective student evaluation, skills development in<br />
public-health training, promotion <strong>of</strong> learning amongst unprepared<br />
students and <strong>the</strong> development <strong>of</strong> a research culture<br />
in undergraduate occupational <strong>the</strong>rapy.<br />
The M.A. programme experienced exceptional growth<br />
in 2007 when forty members <strong>of</strong> staff and from o<strong>the</strong>r institutions<br />
enrolled for <strong>the</strong> first year <strong>of</strong> <strong>the</strong> qualification.<br />
There were about 15 students in <strong>the</strong> Advanced Diploma<br />
in Higher Education, but <strong>the</strong>re are clear indications that an<br />
increasing number <strong>of</strong> students from <strong>the</strong> FET and privateeducation<br />
sectors are interested in <strong>the</strong> qualification. Several<br />
persons with extended experience in <strong>the</strong>se sectors have<br />
obtained admission to enroll for <strong>the</strong> qualification after<br />
going through a recogition <strong>of</strong> prior learning (RPL) process.<br />
There are already indications that <strong>the</strong>se persons can become<br />
<strong>the</strong> most successful group in <strong>the</strong> programme.<br />
Office to support postgraduate learning and research<br />
experienced members. The creation <strong>of</strong> this <strong>of</strong>fice is part<br />
<strong>of</strong> a concerted effort by <strong>the</strong> UFS to create an optimal<br />
environment for post graduate students to achieve<br />
quality and excellence in <strong>the</strong>ir research activities. This<br />
is in line with <strong>the</strong> emphasis placed by government on<br />
post graduate students – through <strong>the</strong> NRF’s strategy <strong>of</strong><br />
Ph.D. a Key Driver. The HEQC Audit identified also<br />
<strong>the</strong> absence an <strong>of</strong>fice for post-graduate students as a<br />
weakness regarding quality-related arrange ments for<br />
postgraduate education.

<strong>Jaaroorsig</strong> • 2007<br />
The four credit-bearing short learning programmes and<br />
occasional studies in Research Development, developed by<br />
<strong>the</strong> division HES&R are available to all departments and<br />
faculties at <strong>the</strong> UFS. In 2007 two <strong>of</strong> <strong>the</strong>se short courses<br />
(SPRESK: Writing and computer skills for <strong>the</strong> researcher,<br />
and SPQUAL: Introduction to Qualitative research) were<br />
presented for <strong>the</strong> first time. Twelve staff members have<br />
completed <strong>the</strong> courses successfully.<br />
With regard to occasional studies several students registered<br />
for single modules during 2007. The largest was <strong>the</strong><br />
groups <strong>of</strong> sixteen each for HOS512 (Assessment) and<br />
HOS518 (Learning Facilitation). If overlapping is considered,<br />
about 45 different students registered for occasional<br />
studies in 2007.<br />
Health Systems Centre a valuable asset<br />
Since its inception in 1993, <strong>the</strong> Centre for Health Systems<br />
Research and Development has shown unremitting growth<br />
and expansion in terms <strong>of</strong> staffing, projects, <strong>the</strong> scope and<br />
diversity <strong>of</strong> its research and development activities, and its<br />
financial standing. After fifteen years <strong>of</strong> successful operation,<br />
<strong>the</strong> centre can lay claim to commendable experi ence<br />
and expertise in a number <strong>of</strong> fields <strong>of</strong> study and methodological<br />
approaches, and amid an ever-widening basis <strong>of</strong><br />
national and international collaboration in research.<br />
In 2007, excellence in <strong>the</strong> research and developmental<br />
endeavours <strong>of</strong> <strong>the</strong> centre was recognised when its director,<br />
Pr<strong>of</strong>. Dingie Janse van Rensburg, was promoted to Distinguished<br />
Pr<strong>of</strong>essor. In his career <strong>of</strong> 37 years Pr<strong>of</strong>. Van<br />
Rensburg played a vital role in establishing a culture <strong>of</strong><br />
scientific publication among young and upcoming researchers.<br />
He is wellknown, both nationally and inter nationally,<br />
as a researcher, research manager and grant holder<br />
in respect <strong>of</strong> HIV and Aids and Tuberculosis and recipient<br />
<strong>of</strong> numerous awards and commendations.<br />
Diensleer word ’n volwaardige afdeling<br />
Sedert Februarie 2007 is die Afdeling Diensleer onder leiding<br />
van dr. Mabel Erasmus ’n volwaardige akademiese<br />
steun diensafdeling binne SHOSO. Die integrasie van Samelewingsdiens<br />
met onderrig, leer en navorsing is vir ons ’n<br />
strategiese prioriteit. Diensleer bevorder die integrasie van<br />
samelewingsdiens met onderrig en leer.<br />
Die <strong>UV</strong> se Samelewingsdiensbeleid bepaal dat uit eindelik<br />
in elke akademiese program een diensleermodule aangebied<br />
moet word om elke <strong>UV</strong>-student die geleen<strong>the</strong>id te<br />
gee om teoretiese kennis in die praktyk toe te pas. Die doel<br />
is om akademies, persoonlik en pr<strong>of</strong>essioneel te groei en ’n<br />
sin vir burgerlike verantwoordelikheid te ontwikkel. Vanjaar<br />
is reeds 55 diensleermodules aangebied, waarby meer<br />
as ’n duisend studente betrokke was.<br />
Verskeie vorme van ondersteuning is verleen aan <strong>UV</strong>personeel<br />
wat by diensleer betrokke is, insluitend die fasilitering<br />
van akademiese ontwikkeling. Om die kwaliteit van<br />
diensleer aan die <strong>UV</strong> deurlopend te bevorder, word ’n module<br />
oor diensleer vir dosente in die M.A.-program in Hoëronderwysstudies<br />

Akademiese uitnemendheid in diensleer word bevorder<br />
deur navorsing oor diensleertemas aan te moedig. ’n Na vorsingsprojek<br />
oor Engagement <strong>of</strong> staff in Community Service<br />
Learning at <strong>the</strong> <strong>University</strong> <strong>of</strong> <strong>the</strong> <strong>Free</strong> <strong>State</strong> is vanjaar<br />
onderneem en ’n akademiese artikel hieroor is aanvaar vir<br />
publikasie. Die studie handel oor personeellede wat by<br />
diensleer betrokke is se beskouinge oor die waarde van<br />
hierdie benadering tot onderrig en leer; hul ervaring rondom<br />
die mate van steun en erkenning wat hulle aan die <strong>UV</strong><br />
ontvang; en hul voorstelle ter verbetering van die stelsel.<br />
Hoewel personeel uiters positief is oor die waarde van<br />
diensleer vir studente en vennote, het die ondersoek getoon<br />
dat ontevredenheid heers oor die billike verrekening van<br />
diensleer in die <strong>UV</strong> se insentief- en bevorderingstelsels. In<br />
die lig hiervan sal ’n proses wat gerig is op billiker ver rekening<br />
van diensleer in prestasiebestuur en bevordering in<br />
2008 aangepak word.<br />
Ten opsigte van Samelewingsdiens is ’n video kon ferensie<br />
oor Service Learning as a basis <strong>of</strong> Research and<br />
Scholarship, wat die bevordering van diensleernavorsing<br />
ten doel gehad het, deur veertien personeellede van die Fakulteit<br />
Geesteswetenskappe bygewoon. Dit is deur pr<strong>of</strong>f.<br />
Bob Bringle en Julie Hatcher van die Indiana <strong>University</strong>-<br />
Purdue <strong>University</strong> Indianapolis (IUPUI) gefasiliteer.<br />
Een van die besondere voordele wat diensleer vir die<br />
<strong>UV</strong> inhou, is dat dit aan studente uit verskillende groeperinge<br />
die geleen<strong>the</strong>id bied om oor die kunsmatige skeiding,<br />
wat deur bywoning van lesings in die onderskeie tale<br />
teweeggebring word, in diverse groepe saam te werk aan<br />
diensleerprojekte in die gemeenskap. Terugvoering het aangedui<br />
dat ’n groter waardering vir die waarde en voordele<br />
van diversiteit by studente teenwoordig is na afloop van<br />
hierdie samewerkingservarings. Gefokusde navorsing hieroor<br />
moet nog onderneem word.<br />
Ploeg terug in die gemeenskap<br />
Die Sentrum vir Volhoubare Landbou en Landelike Ontwikkeling<br />
het ’n somerskool vir die sentrum se af stand on-
der rigstudente in Bloemfontein aangebied. Ongeveer 50%<br />
van die sentrum se studente kom uit die Suider-Afrikaanse<br />
Ontwikkelingsgemeenskap (SAOG), Sentraal- en Noord-<br />
Afrika en so ver as Kanada, die VSA, die Verenigde<br />
Koning ryk en Europa. Die sentrum het 52 nuwe voor afgekeurde<br />
studente in 2007 gehad.<br />
Die Departement Menslike Bewegingskunde het sy<br />
dienste beskikbaar gestel aan die Lebone-kinderhuis van<br />
die Calhib Mohabi-sentrum. Die praktiese opleiding en gepaardgaande<br />
dienslewering van Remediërende Onderrigstudente<br />
van die Departement Psigo-Opvoedkunde lewer<br />
’n bydrae tot samelewingsdiens en diensleer. Elke jaar<br />
word ’n gemeenskapsprojek geïdentifiseer waarby hierdie<br />
studente as deel van hul praktiese opleiding betrokke moet<br />
wees. Dié studente was aktief by die Hoërskool Martie du<br />
Plessis betrokke.<br />
Dr. Gregory Alexander (Psigo-Opvoedkunde) is be trokke<br />
by verskeie streeksinisiatiewe. Hy werk saam met dr. R<br />
Maarman, vakho<strong>of</strong>: Vergelykende Opvoedkunde van die<br />
Noordwes-Universiteit aan verdere navorsing oor die geamalgameerde<br />
skoolsituasie in Noordwes en Noord-Kaap.<br />
Hy is deur die Nasionale Raad vir Ekonomiese Onderwys<br />
van die VSA gekies vir verdere opleidingsessies in Mexiko.<br />
Die <strong>UV</strong> Regskliniek het ’n ooreenkoms gesluit met die<br />
Departement van Justisie en Grondwetlike Sake in terme<br />
waarvan die kliniek in staat gestel word om vyf kandidaatprokureurs<br />
en een “mentorprokureur” aan te stel vir die<br />
volgende twee jaar.<br />
Die Fakulteit Teologie het die voortou geneem deur<br />
twee buitengewone leerstoele in te stel op vakterreine wat<br />
nog nie in Suid-Afrika ontgin is nie. Pr<strong>of</strong>. Pieter de<br />
Villiers, buitengewone pr<strong>of</strong>essor in Bybelse Spiritualiteit,<br />
het op 12 September 2007 sy intreerede gelewer oor<br />
Bybelse spiri tualiteit, vrede en ’n geweldskultuur. Pr<strong>of</strong>.<br />
Laetus Lategan, dekaan: Navorsing aan die Sentrale Universiteit<br />
vir Tegnologie, is aangestel as buitengewone pr<strong>of</strong>essor<br />
in Pr<strong>of</strong>essionele en Navorsingse tiek in die De partement<br />
Dogmatologie.<br />
Die Sentrum vir die Begeleiding van Geestelike Leiers<br />
(Shepherd), die gemeenskapsdiensarm van die fakulteit,<br />
het in 2006 onder leiding van die direkteur, dr. Gerhard<br />

Studente presteer<br />
Die Fakulteit Natuur- en Landbouwetenskappe was<br />
suk sesvol met opleiding van studente uit voor heenbenadeelde<br />
gemeenskappe. Desmond Ncango (Ph.D.student<br />
in Biochemie) het in Desember die eerste prys<br />
van die gewilde biochemie- en industriëlemikologiesessie<br />
van die Asiatiese Mikologie-kongres (AMC<br />
2007) gewen. Meer as 300 verteenwoordigers van 27<br />
lande het die kongres in Maleisië bygewoon.<br />
Pulane Mahoka van die Departement Bou rekenkunde<br />
en Konstruksiebestuur het die Vereniging van<br />
Suid-Afrikaanse Bourekenaars (VSABR) se goue<br />
medalje as uitstaande finalejaarstudent in Suid-Afrika<br />
ontvang. Sy is die eerste swart damestudent in Suid-<br />
Afrika wat hierdie gesogte toekenning ontvang.<br />
Botha, tot stand gekom. Talle werksessies is reeds gehou<br />
en netwerke word opgebou waardeur die geestelike leiers<br />
van talle kerke vaardigheidsopleiding kan bekom.<br />
Personeel van die Departement Ondernemingsbe stuur<br />
het verskeie KMMO-gerigte opleidingsessies in same werking<br />
met SETA aangebied, terwyl die Suid-Afrikaanse Bestuurs<br />
ontwikkelingsinstituut ’n tender aan die program<br />
Openbaresektorbestuur toegeken het om die Ontluikende en<br />
die Gevorderde Bestuursontwikkelingsprogram in Noordwes,<br />
Vrystaat en KwaZulu-Natal aan te bied. Die ven nootskap<br />
tussen die Eenheid vir Entrepreneurskap en Senwes vir<br />
die aanbieding van die Skole Entrepreneursprojek het in<br />
2007 nuwe hoogtes bereik en met die ruim finansiële<br />
betrokkenheid deur die Nederlandse Naober Stigting word<br />
ontluikende entrepreneurs deur middel van die Mind<br />
Dynamics Pr<strong>of</strong>ile deur dr. Johan van Zyl opgelei.<br />
Die Bestuurskool het in samewerking met ABSA die<br />
High Performing Directors and Governance Programme<br />
bekend gestel wat ten doel het om rolspelers in die kor poratiewe<br />
bestuursomgewing, soos uitvoerende en nie- uitvoerende<br />
direkteure, trustees en raadslede, te bemagtig.
Navorsingskultuur<br />
al sterker<br />

The total expenditure on research in <strong>the</strong> central university<br />
budget has grew dramatically by more than 100% from<br />
R12,2 million in 2005 to R26 million in 2007, confirming<br />
<strong>the</strong> UFS’s commitment to research.<br />
The Directorate Research Development has prioritised<br />
<strong>the</strong> efficiency <strong>of</strong> its research information-management<br />
systems as a critical requirement to fur<strong>the</strong>r enhance <strong>the</strong><br />
pr<strong>of</strong>ile <strong>of</strong> <strong>the</strong> UFS as a research institution. The directorate<br />
has <strong>the</strong>refore joined <strong>the</strong> national Research Information<br />
Management System (RIMS) initiative, led jointly by <strong>the</strong><br />
Department <strong>of</strong> Education (DoE) and <strong>the</strong> Department <strong>of</strong><br />
Science and Technology (DST).<br />
The first five-year cycle <strong>of</strong> <strong>the</strong> current UFS research<br />
strategy, which was approved in 2003, will come to an end<br />
during 2008. The strategy guided research develop ment<br />
from 2003 to 2008 by focusing on <strong>the</strong> development and<br />
enhancement <strong>of</strong> a research culture at <strong>the</strong> UFS, through its<br />
five objectives: quality assurance, equity and redress, financial<br />
sustainability, support systems, and output dimension.<br />
The HEQC Institutional Audit recommended that “<strong>the</strong><br />
UFS should revise its strategy for <strong>the</strong> development <strong>of</strong><br />
research, focusing particularly on <strong>the</strong> prioritisation <strong>of</strong> goals<br />
and objectives…” This recommendation, in addition to<br />
changing internal and external imperatives such as <strong>the</strong><br />
Strategic Cluster Initiative, <strong>the</strong> South African Research<br />
Chairs Initiative (SARChI) and a new strategic plan<br />
launched by <strong>the</strong> NRF, will inform and direct <strong>the</strong> external<br />
review <strong>of</strong> research development at UFS. This review will<br />
serve as framework to guide <strong>the</strong> UFS towards a New<br />
Research Strategy for <strong>the</strong> next five years until 2013.<br />
More get NRF ratings<br />
Following a drop in <strong>the</strong> number <strong>of</strong> NRF-rated researchers<br />
to 70 in 2006, <strong>the</strong> total <strong>of</strong> rated researchers at <strong>the</strong> UFS<br />
increased when an additional ten persons obtained an NRF<br />
rating. The UFS now has 75 NRF-rated researchers. According<br />
to Evaluation and Rating Facts & Figures 2007, a<br />
publication <strong>of</strong> <strong>the</strong> NRF Evaluation Centre, <strong>the</strong> UFS is rated<br />

Research output for 2007 was 454, following increases from 410 in 2005 to 455 in 2006.<br />
Since 2002 <strong>the</strong> UFS accredited research output has increased by approximately 50%<br />
(from 304). The total subsidy-bearing output (<strong>the</strong> above plus research master’s and<br />
doctoral degrees) has also increased to beyond <strong>the</strong> benchmark set by <strong>the</strong> Minister <strong>of</strong><br />
Education. Fur<strong>the</strong>rmore, as recommended by <strong>the</strong> HEQC, <strong>the</strong> Directorate Research Development<br />
is developing <strong>the</strong> necessary mechanisms <strong>of</strong> support and incentives for researchers to publish<br />
increasingly in ISI-listed journals.<br />
UFS accredited publication output, 2000 – 2006<br />
4th among <strong>the</strong> top-ten universities in South Africa in terms<br />
<strong>of</strong> <strong>the</strong> percentage (11,6%) <strong>of</strong> <strong>the</strong>ir research/instruction staff<br />
with a valid NRF rating.<br />
The effort <strong>the</strong> university puts in <strong>the</strong> development <strong>of</strong><br />
young researchers is paying <strong>of</strong>f as twelve young researchers<br />
obtained a rating during <strong>the</strong> year.<br />
Four researchers <strong>of</strong> <strong>the</strong> Faculty <strong>of</strong> Economic and<br />
Management Sciences – Pr<strong>of</strong>f. Frikkie Booysen, Hendri<br />
Kroukamp, Philippe Burger and Lochner Marais – received<br />
NRF gradings. In <strong>the</strong> Faculty <strong>of</strong> <strong>the</strong> Humanities three<br />
received first-time gradings. They are Pr<strong>of</strong>f. Heidi Hudson<br />
(C1) en Jackie Naudé (C2) en Dr Christo Heunis (C3).<br />
In Theology Pr<strong>of</strong>. Johan Janse van Rensburg received<br />
a C3 grading. The faculty now has four NRF-graded<br />
researchers – a remarkable achievement for a small faculty.<br />
Pr<strong>of</strong>f. Andries Snyman, Francois Tolmie en Pieter Verster<br />
received C gradings in <strong>the</strong> past.<br />
Boost for black researchers<br />
The UFS recognises <strong>the</strong> need to encourage black and<br />
women researchers in particular and <strong>the</strong>refore proactively

The UFS Thuthuka grant-holder numbers increased significantly<br />
from 25 in 2006 to 44 in 2007, representing an<br />
increase in Thuthuka funding from R2 million to almost<br />
R2,4 million. The UFS boosted participation with tailored<br />
support mechanisms, e.g. identifying potential applicants<br />
and assisting <strong>the</strong>m in proposal development through workshops<br />
and individual sessions.<br />
Research grants doubled<br />
An increase in National Research Foundation (NRF) grants<br />
– more than doubling in five years (from R7,3 million to<br />
R17,4 million) – reflects a similar strong upward trend in<br />
research activity. Central research funds allocated in 2007<br />
was R26 million, again confirming <strong>the</strong> UFS’s commitment<br />
to research.<br />
Meer publiseer, lewer referate<br />
’n Ryk oes van uitsette verskyn op die geakkrediteerde publikasielys<br />
en gekeurde konferensieoptredes deur lede van die<br />
Fakulteit Ekonomiese en Bestuurswetenskappe. Pr<strong>of</strong>f. Buks<br />
Wessels, Philippe Burger, mnr. JP Geldenhuys en me.<br />
Marina Marinkov van die Departement Ekonomie verskeie<br />
UFS Thuthuka funding and grantholders, 2003 – 2007<br />
geakkrediteerde artikels en ho<strong>of</strong>stukke in boeke gepubliseer,<br />
terwyl die meerderheid van die akademiese per soneel van<br />
die departement ook gekeurde referate by nasionale en<br />
internasionale konferensies gelewer het. Die Sentrum vir<br />
Rekeningkunde en die Departement Bedryf siel kunde het<br />
vier artikels, met eersgenoemde wat vier nasionale en twee<br />
internasionale referate gelewer het, en per soneel van Bedryfsielkunde<br />
drie internasionale referate.<br />
Lede van die Departement Openbare Bestuur het vyf<br />
referate op die jaarlikse konferensie van die International<br />
Association <strong>of</strong> Schools and Institutes <strong>of</strong> Administration<br />
(IASIA) in Abu Dhabi gelewer. Pr<strong>of</strong>. Hendri Kroukamp is<br />
vir sy wetenskaplike bydrae tot die sukses van die<br />
konferensie vereer. Personeel het sewe referate by nasionale<br />
konferensies en een in Namibië gelewer, met sewe ge akkrediteerde<br />
tydskrifartikels wat gepubliseer is. Die departement<br />
lui ook ’n nuwe era in deur drie geakkrediteerde<br />
artikels in samewerking met Rekeningkunde, Ekonomie en<br />
Bedryfsielkunde die lig te laat sien.<br />
Die Sentrum vir Ontwikkelingsteun het dertien artikels<br />
in geakkrediteerde tydskrifte en ook vyf gekeurde referate<br />
by internasionale en vyf by nasionale vakkongresse<br />
gelewer. ’n Ho<strong>of</strong>stuk is ook bygedra tot <strong>State</strong> <strong>of</strong> <strong>the</strong> Nation:<br />
South Africa en die boek Going for broke: <strong>the</strong> fate <strong>of</strong><br />
farmworkers in arid South Africa, wat deur die WNNR<br />
uitgegee is.<br />
Die Sentrum vir Ontwikkelingsteun het met uitgebreide<br />
navorsingsprojekte in die sentrale gebied van Suid-Afrika<br />
voortgegaan. Die programme fokus toenemend op<br />
droogtegebiede met die sosio-ekonomiese ontwikkeling in<br />
hierdie areas. Dit word deur die NNS befonds en verskeie
sleutelstudies is reeds in 2007 afgehandel.Die sentrum het<br />
twee verslae gelewer oor die Conflict in South African<br />
cities: an analysis <strong>of</strong> service-related unrest gebaseer op<br />
gevallestudies in Phumelela, Khutsong, Phomolong en die<br />
Nelson Mandelabaai-munisipaliteit en belig die redes vir<br />
die onrus sedert September 2004. Die resultate van die<br />
ondersoek het wye nasionale radio- en televisiedekking<br />
geniet, en is ook aan die Parlementêre Portefeuljekomitee<br />
oor Plaaslike Regering in Kaapstad voorgedra.<br />
Die Fakulteit Ekonomiese en Bestuurswetenskappe se<br />
totale uitsette het fenomenaal van 14 in 2005 tot 40,89 in<br />
2006 en 47 in 2007 opgeskiet.<br />
In die Fakulteit Gesondheidswetenskappe is 5 artikels<br />
in geakkrediteerder publikasies opgeneem.<br />
In 2007 het nagraadse studente aan die Departement<br />
Musiek vier artikels in geakkrediteerde tydskrifte publiseer<br />
en een in ’n internasionale tydskrif – ’n prestasie wat nog<br />
nie deur ’n ander tersiêre musiekinstansie in Suid-Afrika<br />
geëwenaar is nie. In Augustus was dié departement die gasheer<br />
vir die eerste kongres van die South African Society<br />
for Research in Music. Personeel het drie referate by dié<br />
geleen<strong>the</strong>id gelewer.<br />

Sakelui uit Bloemfontein en Johannesburg was gaste op die Bloemfontein-kampus. Hier is van links: pr<strong>of</strong>. Frederick Fourie (Rektor en Visekanselier), mnr.<br />
Mr Sipho Dube (entrepreneur van Bloemfontein), mnr. Andrew Scholtz, direkteur van Vistapark Developers, en dr. Ezekiel Moraka, Vise-rektor:<br />
studentesake. Die <strong>UV</strong> handhaaf ’n noue verbintenis met die bedryf, nie alleen om fondse te bekom nie, maar ook om te verseker dat die <strong>UV</strong> studente van die<br />
hoogste gehalte lewer.<br />
Akademiese toerusting<br />
Die Fakulteit Natuur- en Landbouwetenskappe het<br />
in sy verbinding tot hoër kwaliteit onderrig en navorsing<br />
verder geïnvesteer in apparaat en infrastruktuur.<br />
Hierdie verbintenis het ’n gevoelige knou<br />
gekry met die brand in die Chemie-gebou.<br />
Die Departement Geologie het in 2007 ’n nuwe<br />
petrografiese mikroskoop gekry om sy navorsing in<br />
mineralogie, petrologie, eksplorasie en ekonomiese<br />
geologie uit te brei. Die verdere uitrol van die Fakulteit<br />
Natuur- en Landbouwetenskappe se ap paraatstrategie<br />
is ook by ander departemente voort gesit<br />
en die dringendste behoeftes is aangespreek.<br />
Fondse van R2,5 miljoen is ook uit die Nasionale<br />
Toerustingprogram van die NNS verkry.<br />
Hierdie geld is gebruik om ’n FT-Raman-spekrometer,<br />
’n ABI PRIM 313 OXL-16 kapillêre genetiese<br />
anali seerder en ’n Gel-Scan 3000 plus Dyad<br />
PCR-masjien te koop.

Hoëronderwysnavorsing kry tuiste<br />
Bykomend tot die navorsingsaktiwitieite van personeel en<br />
studente is ’n subafdeling vir Hoëronderwysnavorsing in<br />
die groter afdeling Hoëronderwysstudie en -Navorsing gevestig<br />
om die gehalte van navorsing in die afdeling te verbeter<br />
en uit te brei. Pr<strong>of</strong>. ‘Mabokang Monnapula-Mapesela<br />
is die ho<strong>of</strong> van die subafdeling. Besondere mylpale was<br />
twee navorsingsprojekte, naamlik ’n Inheemse Kennisprojek<br />
(IK) oor die orale tradisie en ’n ETDP SETA-projek oor<br />
kapasiteitsontwikkeling. Vyf navorsers het aan die ETDP<br />
SETA-projek deelgeneem waaruit ses artikels vir publikasie<br />
voorgelê is. Vier werkswinkels met betrekking oor orale<br />
tradisie is aangebied.<br />
Close relations with industry<br />
The UFS is continuing to work closely with industry in<br />
various areas. Sasol invested R9 million over <strong>the</strong> past three<br />
years in <strong>the</strong> Department <strong>of</strong> Chemistry. This was part <strong>of</strong> <strong>the</strong><br />
strategic alliance forged between <strong>the</strong> UFS and Chemistry,<br />
in terms <strong>of</strong> which <strong>the</strong> UFS invested R12 million in <strong>the</strong><br />
department. (These amounts exclude <strong>the</strong> expenditure on<br />
<strong>the</strong> chemistry-building renovation project, which may eventually<br />
cost approximately R50 million.) Sasol has been<br />
very impressed with <strong>the</strong> department’s increase in significant<br />
published research outputs on basic petrochemical<br />
reactions.<br />
The Netcare Private Hospital Group made a donation to<br />
<strong>the</strong> Department <strong>of</strong> Haematology and Cell Biology for among<br />
o<strong>the</strong>rs <strong>the</strong> establishment <strong>of</strong> a bone-marrow transplant<br />
programme, <strong>the</strong> development <strong>of</strong> a molecular-biology<br />
laboratory and <strong>the</strong> development <strong>of</strong> anti-leukemia remedies.<br />
Through <strong>the</strong> Technology and Human Resources for<br />
Industry Programme (THRIP), managed by <strong>the</strong> NRF and<br />
<strong>the</strong> Department <strong>of</strong> Trade and Industry (DTI), <strong>the</strong> university<br />
is involved with many projects with industrial partners. A<br />
project <strong>of</strong> <strong>the</strong> Centre for Plant Health Management<br />
(CePHma) has won a 2007 Technology Award presented<br />
by <strong>the</strong> national Department <strong>of</strong> Trade and Industry.

Die Sentrum vir Afrikastudie in die Fakulteit Geesteswetenskappe is in November<br />
2007 geloods met ’n openingsrede deur die Adjunkminister van Onderwys, mnr.<br />
Enver Surty. Die sentrum is die uitvloeisel van fakulteitsinisiatiewe, asook die<br />
strategiese visie en herposionering van die <strong>UV</strong> ten opsigte van sy rol in Afrika.<br />
Dit is die vyfde sentrum van sy soort in Afrika en die tweede in Suid-Afrika. Die sentrum beoog<br />
om op ’n innoverende wyse betrokke te wees by die uitdagings en kwessies van die kontinent.<br />
Die oogmerk sal nagestreef word deur samewerking met plaaslike, streeks- en kontinentale<br />
organisasies en instellings.<br />
Enlarging <strong>the</strong> footprint internationally<br />
The UFS’s vision <strong>of</strong> playing a bigger role in <strong>the</strong> sub-region<br />
and also in Africa as a continent received fur<strong>the</strong>r momentum<br />
with <strong>the</strong> appointment <strong>of</strong> a Head <strong>of</strong> Internationalisation<br />
from <strong>the</strong> beginning <strong>of</strong> 2007. The <strong>of</strong>fice is finalising <strong>the</strong><br />
UFS Internationalisation Strategy, which will include a<br />
focus on <strong>the</strong> internationalisation <strong>of</strong> research. In this regard,<br />
<strong>the</strong> <strong>of</strong>fice will identify international research funding<br />
opportunities and establish contact with large funding<br />
bodies. It will aim to create research opportunities, facilitate<br />
international visits, mobilise research funding, expand<br />
and maintain international research agreements, establish<br />
administrative aid, and expand research membership.<br />
Bande oor (digitale) grense heen gesmee<br />
’n Videokonferensie is in 2007 op die Ho<strong>of</strong>kampus gehou<br />
waartydens ’n memorandum van verstandhouding met die<br />
Universiteit van Gent in België onderteken is. Die ondertekening<br />
het deel gevorm van ’n weeklange program,<br />
Accenta, waarop Bloemfontein en die Vrystaat die eregaste<br />
was. Akademici van die Departement Rekenaarwetenskap<br />
en Informatika het referate gelewer in een van die forums<br />
wat deel van die program in Gent was. ’n Videokonferensie<br />
oor maniere om die digitale klo<strong>of</strong> te oorbrug is uit Bloemfontein<br />
en Gent toegespreek en terselfdertyd regstreeks op<br />
die internet uitgesaai. Die rektore van die universiteite van<br />
die Vrystaat en Gent het die ondertekening ook per videokoppeling<br />
gedoen.<br />
More postgraduates drawn<br />
In <strong>the</strong> Faculty <strong>of</strong> Humanities <strong>the</strong> research projects <strong>of</strong> <strong>the</strong><br />
Centre for Health Systems Research and Development<br />
were multi- and interdisciplinary, and multi- and interinstitutional<br />
in nature. The impact <strong>of</strong> work by <strong>the</strong> centre<br />
was particularly evident through a Roundtable on Health<br />
Systems and Antiretroviral Access in Bloemfontein in<br />
October. The Roundtable was organised and presented in<br />
collaboration with <strong>the</strong> <strong>Free</strong> <strong>State</strong> Department <strong>of</strong> Health.<br />
Delegates from as far as Malawi, Zimbabwe, Kenya,<br />
Zambia, Uganda, Belgium, <strong>the</strong> USA and France attended.<br />
Conference proceedings will be published to reach regional<br />
and international stakeholders. Staff at <strong>the</strong> centre supervise<br />
an increasing number <strong>of</strong> master’s and doctoral studies from<br />
various disciplines, and also from countries like Zambia,<br />
Namibia, Eritrea and Zimbabwe. In this manner <strong>the</strong> centre<br />
contributes to <strong>the</strong> research capacity <strong>of</strong> <strong>the</strong> region.<br />
Collaborations include <strong>the</strong> Development Economics<br />
Research Group (DERG) <strong>of</strong> <strong>the</strong> World Bank and <strong>the</strong><br />
Ne<strong>the</strong>rlands Support Programme <strong>of</strong> <strong>the</strong> World Bank, <strong>the</strong><br />
Department for International Development (UK), <strong>the</strong><br />
Flemish International Cooperation Agency, <strong>the</strong> Center for<br />
Global Development (<strong>University</strong> <strong>of</strong> Houston), and <strong>the</strong><br />
Department <strong>of</strong> Sociology, <strong>University</strong> <strong>of</strong> Antwerp.<br />
Samewerking voortgesit<br />
Die Eenheid vir Taalbestuur (ETB) het sy samewerking<br />
met die Departement Sport, Kuns en Kultuur van die<br />
Vrystaatse Regering voortgesit rondom die Multilingual<br />
Information Development Programme. Die projek het in<br />
Desember aan die einde van sy derde siklus suksesvol ten<br />
einde geloop. Die jaar is afgesluit met ’n internasionale<br />
colloquium aan die Universiteit van Antwerpen wat by gewoon<br />
is deur verteenwoordigers van die Vrystaatse Pro vinsiale<br />
Regering en die befondser van die projek, die Provinsie<br />
van Antwerpen. Die eenheid het goeie na vorsingsuitsette<br />
gelewer in die vorm van die sesde nom mer in die Van<br />
Schaik-reeks Studies in language policy in South Africa.<br />
Die bundel – Multilingualism and Exclusion – bevat<br />
bydraes deur plaaslike en oorsese kundiges.<br />

Pr<strong>of</strong>. Hennie Van Coller, ho<strong>of</strong> van die Departement<br />
Afrikaans en Nederlands, Duits en Frans, het op uitnodiging<br />

Dr. Mathilda de Beer (Afrikaans en Nederlands) het op<br />
’n weeklange kongres in Ghana deelgeneem aan ’n paneelbespreking<br />
gereël deur die Omohundro Instituut vir Vroeë<br />
Amerikaanse Geskiedenis en Kultuur oor die gevolge van<br />
kolonialisme en slawehandel. Die departement was ook<br />
aan die stuur van die reëlings vir die Nederlandse Taalunie<br />
se jaarlikse Neerlandistiek-winterskool vir Suid-Afrikaanse<br />
studente. Meer as sewentig studente het ingeskryf.<br />
Language development gets momentum<br />
The Department <strong>of</strong> English has been involved in a cooperative<br />
language-development project with <strong>the</strong> Central<br />
<strong>University</strong> <strong>of</strong> Technology CUT). Dr Arlys van Wyk’s<br />
reader-based language development programme has been<br />
implemented at <strong>the</strong> CUT. The department is actively<br />
involved in <strong>the</strong> Ford Foundation-funded project Skills for a<br />
Changing World. Dr Van Wyk and Jeanne van der<br />
Westhuizen, an MA student, also launched <strong>the</strong> Dr Blok<br />
Literacy Project for which Raubex provided a sponsorship<br />
<strong>of</strong> about R480 000.<br />
Dr Van Wyk and Pr<strong>of</strong>. Jackie du Toit <strong>of</strong> <strong>the</strong> Department<br />
<strong>of</strong> Afroasiatic Studies, Sign Language and Language<br />
Practice serve on <strong>the</strong> provincial language committee <strong>of</strong><br />
PANSLAB in <strong>the</strong> <strong>Free</strong> <strong>State</strong>. Pr<strong>of</strong>. Van Wyk also serves in<br />
<strong>the</strong> executive management <strong>of</strong> <strong>the</strong> South African Association<br />
<strong>of</strong> Language Teachers.<br />
Pr<strong>of</strong>. Margaret Raftery has been elected regional vicepresident<br />
<strong>of</strong> <strong>the</strong> Council <strong>of</strong> <strong>the</strong> English Academy for <strong>the</strong><br />
<strong>Free</strong> <strong>State</strong> for 2007-8. She is also with Rosemary Gray and<br />
Idette Noome co-editor <strong>of</strong> <strong>the</strong> first online international<br />
edition <strong>of</strong> <strong>the</strong> English Academy’s scholarly journal, The<br />
English Academy Review, in partnership with publishers<br />
Taylor and Francis in <strong>the</strong> UK. She has also been on <strong>the</strong><br />
Council <strong>of</strong> <strong>the</strong> Sou<strong>the</strong>rn African Society for Medieval and<br />
Renaissance Studies for many years (and editor <strong>of</strong> its<br />
newsletter since 2003).<br />
Help met ontwikkeling<br />
Deur die Departement Maatskaplike Werk se betrokkenheid<br />
by die Association <strong>of</strong> South African Social Work<br />
Education Institutions (ASASWEI), waar nasionaal gekyk<br />
word na opleidingsvraagstukke in maatskaplike werk, kon<br />
heelwat opbouende bydraes gelewer tot die ontwikkeling<br />
van opleiding in maatskaplike werk.<br />
Fakulteit ploeg terug in die landbou<br />
Die Lengau Agri-ontwikkelingsentrum het talle uit reikingsaksies,<br />
waaronder boeredae en opleiding, gehad. Die<br />
nuutste toevoeging is die MIV/vigs-inisiatief om plaaswerkers<br />
in te lig oor die siekte, die hantering en voorkoming<br />
daarvan.<br />
’n Historiese vergadering tussen National African<br />
Farmer’s Union (NAFU) en Vrystaat Landbou is deur pr<strong>of</strong>.<br />
Herman van Schalkwyk, Dekaan van die fakulteit, gefasiliteer.<br />
Op die vergadering is besluit om saam te werk<br />
wat verskeie landbousake betref.<br />
Pr<strong>of</strong>. Van Schalkwyk is deur die Minister van Landbou<br />
aangestel op die Raad van Landbank en op die Land bounavorsingsraad.<br />
Antropologie se bande strek oor grense<br />
Pr<strong>of</strong>. Piet Erasmus van die Departement Antropologie is<br />
aangestel as eksterne moderator vir al National <strong>University</strong><br />
<strong>of</strong> Lesotho se Antropologie-kursusse. ’n Gesamentlike<br />
somerskool tussen die <strong>UV</strong> en die NUL word ook in die<br />
vooruitsig gestel.<br />
Die departement huisves reeds die afgelope vyf jaar die<br />
sekretariaat van die Nasionale Khoi-San Oorlegplegende<br />
Konferensie. Dit het meegebring dat die <strong>UV</strong> toenemend as<br />
vennoot deur die Khoe-San-gemeenskap op nasionale vlak<br />
gesien en erken word. Die departement het met ’n<br />
gemeenskapsprojek – Kalahari Plaaskombuis – onder die<br />
‡Khomani San (naby die grens van Botswana, Namibië en<br />
die Kgalagadi- Oorgrens Nasionale Park) begin. Die Dutch<br />
Women’s Small Fund (Pequinita) het €5 000 (ongeveer<br />
R60 000) vir die projek geskenk.<br />
In die lig van die <strong>UV</strong> se wye betrokkenheid by die<br />
gemeenskappe van die Vrystaat en die wyer sentrale streek<br />
in Suid Afrika en die behoefte van die Griekwa Nasionale<br />
Konvensie om die erfenis van die Griekwa na te vors, te<br />
bewaar en uit te bou, is ’n samewerkingsinisiatief ter erkenning<br />
van die rol van die Griekwa gesluit. Die uitsette sal<br />
gebruik word om ontwikkeling op ekonomiese, maatskaplike,<br />
kulturele en sosiale vlak te inisieer, te stimuleer<br />
en te implementeer.<br />
Die Eenheid vir Khoe- en San-studies in die Departement<br />
Antropologie is goedgekeur. Navorsing in die<br />
Culture and Memory Project is volstoom in die Vrystaat en<br />
Noord-Kaap aan die gang en insiggewende voorlopige<br />
resultate rondom tale is ingesamel. Die projek het in 2007
internasionale befondsing van ongeveer R1,8 miljoen<br />
ontvang. ’n Ander projek oor die Korannagodsdiens is<br />
afgehandel en ’n boek en artikel het hieroor verskyn.<br />
Drama en Kuns wys hoe dit dit gedoen word<br />
Pr<strong>of</strong>. Nico Luwes is vir ’n derde keer genooi om regie in<br />
Pavlodar in Kazakhstan te doen en het Die Buite-egtelike<br />
Ouma in die Tsjech<strong>of</strong>-teater opgevoer. Hy het ook die<br />
Sanlamprys vir beste regisseur en beste produksieprys vir<br />
Lewensreg by die KKNK ontvang. Die stuk is bekroon as<br />
beste teks en JP du Plessis van die departement is as die<br />
naasbeste akteur aangewys. Mnr. Gerben Kamper is<br />
benoem vir die gesogte Kanna-toekenning as beste akteur<br />
by die KKNK en by Aardklop vir sy spel as Caliban in<br />
Storm (Shakespeare).<br />
Die pr<strong>of</strong>essionele been van die departement, Facts, is<br />
deur Lotto-befondsing in staat gestel om verskeie groot<br />
produksies op te voer en het die jaar afgesluit met ’n<br />
musiekspel, Little Shop <strong>of</strong> Horrors.<br />
Me. Emmie van Wyk het opgetree as adviserende<br />
paneellid vir fondstoedeling deur die Nasionale Kunsteraad<br />
en vir die RGN as rapporteur van die National Arts, Culture<br />
and Heritage Policy Review Summit.<br />
Die Artists-in-Schools-projek van die Departement<br />
Beeldende Kunste gaan voort om kunstenaars uit die<br />
gemeenskap die geleen<strong>the</strong>id te gee om hul kennis en<br />
vaardigheid in skole oor te dra. Die Departement Kuns en<br />
Kultuur het R750 000 aan die projek toegeken. Die<br />
aktiwiteite is in 2007 na die Suid-Vrystaat uitgebrei.<br />
Jaco Spies (Beeldende Kunste) het ’n merieteprys op<br />
ABSA se 22ste L’Atelier Kunskompetisie gewen – die<br />
eerste Vrystater om dit te doen.<br />
Aan die stuur op verskeie terreine<br />
Dr. Marcel Brüssow (Menslike Bewegingskunde) het ’n<br />
open bare verhoor oor die Nasionale Sport en Rekreasiewysigingswet<br />
in Bloemfontein toegespreek op uitnodiging<br />
van die Vrystaatse provinsiale Departement van Sport,<br />
Kuns en Kultuur. Hy tree ook op as konsultant vir die<br />
Vrystaat Sportwetenskapinstituut (FSSSI). Benewens hul<br />
betrokkenheid by verskeie sportspanne van die <strong>UV</strong>,<br />
Lindsay Saker- en OFM-fietsryspanne is die personeel van<br />
dié departement ook betrokke by nasionale atlete met die<br />
oog op die Olimpiese Spele in Beijing, asook die Springbokrugbyspan.<br />

Dr. Santjie Botes is aangewys op die nasionale<br />
Departement van Onderwys se Komitee vir Liggaamlike<br />
Opvoeding.<br />
Dr. Derik Coetzee was die kondisioneringsafrigter<br />
van die Springbokke wat in 2007 die Wêreldbeker gewen<br />
het. Hy was ook die ontvanger van die Kovsie Alumni se<br />
Cum Laude-toekenning en die Vrystaatse Sport skrywersvereniging<br />
se Toyota-toekenning as Sport beampte<br />
vir 2007.<br />
Uit die Departement Geskiedenis is pr<strong>of</strong>. André<br />
Wessels benoem as lid van die Suid-Afrikaanse Akademie<br />
vir Wetenskap en Kuns se Geskiedenis-kommissie. Hy het<br />
op versoek uit die buiteland ’n ho<strong>of</strong>stuk oor lord Roberts as<br />
militêre bevelvoerder vir die Britse publikasie Victoria’s<br />
generals voltooi.<br />
Mnr. Lourens Geyer, Direkteur: Menslike Hulpbronne,<br />
is deur die Nasionale Menslikehulpbrondirekteursforum<br />
vir Hoër Onderwys as sy verteenwoordiger op die ACU<br />
HRM Network Steering Committee aangewys. Dié komitee<br />
het in Julie 2007 in Hongkong vergader om onder meer<br />
die internasionale menslikehulpbronkonferensie van Mei<br />
2008 in Tobago (Wes-Indiese Eilande) te beplan. Hy het ’n<br />
aanbieding by die nasionale Welstandskonferensie, wat in<br />
April 2007 deur die <strong>UV</strong> gereël is, gemaak en een oor<br />
prestasiebestuur by ’n internasionale konferensie van die<br />
South African Association for Research and Development<br />
in Higher Education (SAARDHE).<br />
Pr<strong>of</strong>. Hennie van Coller is steeds die Suid-Afrikaanse<br />
leier van ’n internasionale digitale projek oor literêre<br />
relasies, voorsitter van die SA Akademie vir Wetenskap en<br />
Kuns én lid van die letterkundekommissie.<br />
Die departementele voorsitter van die Departement<br />
Maatskaplike Werk, dr. Roelf Reyneke, het ook gedien op<br />
die wetenskaplike komitee van die International Association<br />
for Social Work se internasionale konferensie van 2007.<br />
Hy is ook lid van die keuringskomitee van die Suid<br />
Afrikaanse Akademie vir Wetenskap en Kuns vir die Stalsprys<br />
in maatskaplike werk.<br />
Pr<strong>of</strong>. Koos Bekker dien op die Raad van die Vrystaatse<br />
Vereniging vir Publieke Administrasie en Regering, terwyl<br />
pr<strong>of</strong>. Cobus Rossouw, me. Cornelie Crous en mnr. Dion<br />
Holtzhausen (Sentrum vir Rekeningkunde) op die bestuur<br />
van die Suider-Afrikaanse Rekenmeestersvereniging in<br />
Afrikaans (sentrale streek) gekies is.

Pr<strong>of</strong>. Frikkie Booysen is ho<strong>of</strong>navorser in die Effective<br />
Aids Treatment and Support in <strong>the</strong> <strong>Free</strong> <strong>State</strong> (FEATS)<br />
Study. FEATS is ’n multi-miljoenrandprojek oor die<br />
effektiwiteit van vigsbehandeling en -ondersteuning in die<br />
Vrystaat en word deur die Wêreldbank en Nederland<br />
gefinansier. Dit is die grootste toekenning nog deur die<br />
Navorsingskomitee van die Wêreldbank aan navorsing in<br />
een land, en het ten doel om die voordele van antiretrovirale<br />
behandeling vir ouers, familie van pasiënte en die<br />
gemeenskap te bepaal. Pr<strong>of</strong>. Booysen is ook aangewys op<br />
die Interim Research Sector Steering Committee <strong>of</strong> <strong>the</strong><br />
South African National Aids Council (SANAC).<br />
Pr<strong>of</strong>. Hentie van Wyk is as vise-president van die<br />
Suider-Afrikaanse Rekenmeestersvereniging en is op die<br />
akademiese oorsigkomitee van die Suid-Afrikaanse Raad<br />
van Geoktrooieerde Rekenmeesters verkies, met pr<strong>of</strong>. Alta<br />
Koekemoer as nasionale voorsitter van die Be lasting belange<br />
groep van die Suider-Afrikaanse Reken meesters vereniging.<br />
Pr<strong>of</strong>. Van Wyk was ho<strong>of</strong>spreker op die 7th<br />
National Management Convention van die Maurition<br />
Mananagement Association en ’n genooide ho<strong>of</strong>spreker op<br />
die International Financial Accounting and Tax Practice<br />
Conference by die I-Shou Universiteit in Taiwan.<br />
Dr. Cobus Pienaar van die Departement Bedryfsielkunde<br />
is Direkteur en verteenwoordiger van die Arbinger Insituut<br />
in Suid-Afrika.<br />
Me. Sunell Wiehman van Kovsie-voorligting en<br />
-ontwikkeling is die voorsitter van die Vrystaat-streek van<br />
die Society <strong>of</strong> Student Counselling in South Africa<br />
(SSCSA). ’n Referaat – Preparing students for <strong>the</strong> future<br />
journey <strong>of</strong> marriage – wat sy by die SSCSA-konferensie in<br />
Vanderbijlpark gelewer, het ’n toekenning gekry.<br />
Me. Sheila Vrahimis is aangestel op die Vrystaatse<br />
Benoemingskomitee en pr<strong>of</strong>. Kobus Laubscher is aangestel<br />
as die voorsitter van die Nasionale Produktiwiteitsinstituut<br />
se Maatskaplike Plan- en Produktiwiteitsraad.<br />
Die fakulteit se samewerking met die National Council<br />
on Economic Education (NCEE) van die VSA is voortgesit.<br />
Werk is aan die gang om ’n soortgelyke liggaam in Suid-<br />
Afrika te vestig.<br />
Musiek skuif grense<br />
Die Departement Musiek het ’n belangwekkende same werkingsooreenkoms<br />
met die National Institute for Higher<br />
Education in Kimberley gesluit om die B.Mus-kwalifi ka sie<br />
daar aan te bied. Noel Stockton en Leon Snyman het op<br />
streeksvlak seminare aangebied vir lede van polisie-orkeste.<br />
Noel Stockton het ook as ’n beoordelaar van die Lubner<br />
Instrumental Music Awards in Kimberley opgetree.<br />
Die Mangaung String-program onder leiding van Peter<br />
Guy het in 2007 gegroei het tot die grootste musikale<br />
uitreikprogram in die land. Die <strong>UV</strong>, ’n vennoot in hierdie<br />
program van die provinsiale Departement van Kuns en<br />
Kultuur, maak klaskamers en kantore beskikbaar en help<br />
met gevorderde onderrig aan leerders.<br />
Samewerking tussen die Departement Musiek en die<br />
Neuberg-somerskool in Oostenryk het in April neerslag<br />
gevind in die Neuberg-in-Bloemfontein-projek en is deur<br />
52 studente landwyd bygewoon. Hanna van Schalkwyk,<br />
georganiseerder, was ook beoordelaar op die Oos-Kaapse<br />
Musiekkompetisie in Oos-Londen, terwyl Sanyo se<br />
Nasionale Junior Orkeskursus in Kimberley onder die<br />
leiding van Hans Huyssen gestaan het.<br />
Die personeel en studente van die departement is op<br />
talle vlakke internasionaal betrokke. Pianis Albie van<br />
Schalkwyk het Indië op uitnodiging besoek en saam met<br />
die tjellis Berthine van Schoor opgetree. Hy het ook in<br />
Julie as deel van die personeel van die Neuberg Inter nationale<br />
Kulturtage in Neuberg, Oostenryk opgetree.<br />
Hans Huyssen het in Oostenryk en Duitsland as<br />
baroktjellis opgetree en deur Suid-Afrika getoer as lid van<br />
die Vroeë Musiek-ensemble così facciamo. Twee nuwe<br />
komposisies het elk ’n première beleef, naamlik Gan meets<br />
Ursula in Stellenbosch en Ciacona & Tshikona in<br />
Johannesburg. Laasgenoemde werk het soveel byval gevind<br />
dat ’n tweede uitvoering in Oktober op versoek van die<br />
Minister van Kuns en Kultuur, dr. Pallo Jordan, tydens die<br />
IBSA-konferensie in Sandton met die Johannesburgse<br />
Filharmoniese Orkes onder leiding van die komponis<br />
plaasgevind het. Die konferensie bevorder samewerking<br />
tussen Indië, Brasilië en Suid-Afrika.<br />
Internasionale kundige aangestel<br />
Pr<strong>of</strong>. Christiane Nord, internasionale vertaalkundige van<br />
Heidelberg, Duitsland is aangestel as buitengewone pr<strong>of</strong>essor<br />
in die Departement Afro-Asiatiese Studie, Gebaretaal<br />
en Taalpraktyk (AGT) en het die departement in Julie<br />
be soek. Sy was die ho<strong>of</strong>spreker op linguistiek kon gresse in<br />
Potchefstroom en Port Elizabeth en ’n aantal le sings en<br />
kort kursusse aangebied aan die vertalers van die Lesothoparlement<br />
en dosente en studente van die Uni ver siteit van<br />
Limpopo.<br />
Die Lessius Hocheschool in Antwerpen het pr<strong>of</strong>. Jackie<br />
Naudé (AGT) genooi om vyf referate in Vertaalkunde by

Ikonisiteit wat in April by die Universiteit van Johannesburg<br />
gehou is. Hy dien op die Nasionale Advieskomitee<br />
van Vega Brand Communications School in Sandton en<br />
herverkies tot die NG Kerk se Taakspan van Bybelvertaling<br />
en -verklaring. Hy dien ook op verskeie kommissies gemoeid<br />
met die Afrikaanse Bybelvertaling, onder meer die<br />
Advieskommissie van die Afrikaanse Bybelvertaling.<br />
Kommunikasiekundiges trek saam<br />
Personeellede van die Departement Kommunikasie en Inligtingstudie<br />
was betrek by die beoordeling van Vodacom<br />
se Joernalis van die Jaar-kompetisie, by Sanef se bestuur en<br />
die stigting van die National Scholarly Editor’s Forum<br />
onder die vaandel van die Academy <strong>of</strong> Science <strong>of</strong> South<br />
Africa (ASSAF). ’n Hoogtepunt was die aanbieding van die<br />
Suid-Afrikaanse Kommunikasievereniging (SACOMM) se<br />
kongres by die <strong>UV</strong>. Onder die afgevaardigdes was ook<br />
mense uit Nederland, Uganda en Nigerië. Die meeste Suid-<br />
Afrikaanse universiteite, asook enkele private tersiêre instellings,<br />
was verteenwoordig.<br />
Politieke Wetenskap neem leiding<br />
In September het die Departement Politieke Wetenskap<br />
onder leiding van pr<strong>of</strong>. Constanze Bauer as gasheer opgetree<br />
vir ’n hoogs suksesvolle South African Association <strong>of</strong><br />
Political Studies (SAAPS) Colloquium. ’n Aantal akademici<br />
uit die buiteland het dit bygewoon.<br />
Die departementele voorsitter, pr<strong>of</strong>. Heidi Hudson, is<br />
verkies tot die uitvoerende komitee van SAAPS. Sy het in<br />
April ’n referaat by die Vrede- en Sekuriteitskommissie op<br />
die vierde Wêreldkongres oor Plattelandse Vroue in Durban<br />
gelewer. Sy het ook die departement verteenwoordig<br />
by ’n kurrikulumontwikkelingseminaar van die De par tement<br />
van Buitelandse Sake se Foreign Service Institute<br />
(FSI) waar vernuwende kursusse en programme bekendgestel<br />
is met die oog op insluiting in die FSI se kadet opleidingsprogram<br />
en beoogde meestersgraad.<br />
Die departement het voortgebou op die uit ruil oor eenkoms<br />
met die Instituut vir Politieke Studies in Bordeaux,<br />
Frankryk. Twee Franse studente het tot dusver elk ’n jaar in<br />
die departement deurgebring. Daar word gekyk na die<br />
uitbreiding van die ooreenkoms.

Die <strong>UV</strong> en die CAH Dronten Pr<strong>of</strong>essionle Landbou-universiteit in Nederland het sterk bande gesmee om samewerking op die terrein van landbou-ekonomie,<br />
vee-, wild- en weidingkunde te bewerkstellig. By die ondertekening van die ooreenkoms was, van links, voor: dr Will Beckering van Dronten en pr<strong>of</strong>.<br />
Herman van Schalkwyk (Dekaan: Natuur en Landbouwetenskappe); agter: dr. Aldo Stroebel (Ho<strong>of</strong>: Internasionalisering) en pr<strong>of</strong>. Izak Groenewald<br />
(Direkteur: Sentrum vir Volhoubare Landbou).<br />
Onderwysers kry steun van NIOB<br />
Die Navorsingsinstituut vir Onderwysbeplanning (NIOB),<br />
wat onderwysers van skole uit agtergestelde ge meen skappe<br />
deur middel van kort geborgde kursusse beter bekwaam vir<br />
hulle taak, het sulke kursusse ook in die Qwaqwa-gebied<br />
aangebied. Die NIOB gebruik verskeie kundiges. Die<br />
TRAC- gerekenariseerde weten skap labora torium speel in<br />
dié verband ’n leidende rol. ’n TRAC-inisia tief is ook in<br />
die Kimberley-omgewing geïnisieer vir die opleiding van<br />
Skeinat-onderwysers in die Noord-Kaap.<br />
Die NIOB werk nou saam met die nasionale Departement<br />
van Onderwys en die departemente in die Vrystaat<br />
en Noord-Kaap en doen ook projekte vir Mpumalanga.<br />
Die instituut se bydrae ten opsigte van die indiensopleiding<br />
van Vrystaatse onderwysers in Wis kunde, Wetenskap en<br />
Tegnologie is so suksesvol dat die nasionale Departement<br />
van Onderwys die tender vir 2008 vir die Vrystaat, Noord-<br />
Kaap en Noordwes aan NIOB toegeken het.<br />
Oor grense heen werk NIOB op die gebied van onderwysstatistiek<br />
nou saam met die nasionale departement, die<br />
Suider-Afrikaanse Konsortium vir die Monitering van<br />
Onder wysgehalte (SACMEQ), asook die Internasionale<br />
Insti tuut vir Onderwysbeplanning (IIEP).<br />
US, NWU steek kers op by Rekenaardienste<br />
Rekenaardienste het ondersteuning gebied aan die Universiteit<br />
van Stellenbosch en die Noordwes-Uni ver si teit<br />
in hul besluitnemingsproses rakende ’n gepaste elektroniese<br />
dokumentbestuurstelsel en personeel dien ook op<br />
die inter universitêre komitee wat die aangeleen<strong>the</strong>id<br />
onder soek. Van Rekenaardienste se personeel is oorsee<br />
opgelei in na vor singsbedieners soos Virtualisation en<br />
doku menta sies kanderingstelsels (soos ImageNow). Die<br />
<strong>UV</strong> is die eerste hoëronderwysinstellings wat ImageNow<br />
in Suid-Afrika ge ïmple menteer het. Rekenaardienste<br />
speel ook ’n deel ne mende rol in die besluit rakend die<br />
South African Research Network (SANREN) en sluit in
kontak in November 2007 om te verseker dat die <strong>UV</strong> deel<br />
is van die nasionale inisiatief.<br />
In Desember 2007 verteenwoordig mnre. Albert van<br />
Eck en Sakkie van Rensburg die <strong>UV</strong> by die Third Scientific<br />
Clustering Applications Workshop in Kaapstad. Mnr. Jeff<br />
Chen van die Centre for High Performance Computing<br />
(CHPC) het die <strong>UV</strong> geluk gewens met die totstandkoming<br />
van sy High Performance Computer Unit vir navorsing en<br />
het ander universiteite aangemoedig om die <strong>UV</strong> se voor beeld<br />
te volg. Verskeie universiteite het ook by die <strong>UV</strong> kersopgesteek<br />
oor PeopleS<strong>of</strong>t en sedertdien het die Uni versiteite<br />
van Kaapstad en Pretoria PeopleS<strong>of</strong>t geïnstalleer.<br />
Die Sentrum vir Ontwikkelingsteun in die Fakulteit Ekonomiese<br />
en Bestuurswetenskappe het ’n goue toe ken ning vir<br />
navorsing en ontwikkeling van die Vrystaatse Premier (<strong>Free</strong><br />
<strong>State</strong> Premier’s Excellence Awards) ontvang.<br />
Vereer vir hul bydraes<br />
Pr<strong>of</strong>. Dave Lubbe het die Stalsprys vir Ekonomiese en<br />
Bestuurs wetenskappe vir sy bydrae tot die uitbou van<br />
Oudit kunde as dissipline ontvang. Hy is die eerste geoktrooi<br />
eerde rekenmeester aan wie die prys toegeken is.<br />
Pr<strong>of</strong>. Lubbe is ook vir ’n verdere termyn van drie jaar as<br />
buitengewone pr<strong>of</strong>essor aan die Universiteit van Stel len-<br />

bosch en as besoekende pr<strong>of</strong>essor aan die Universiteit van<br />
Johannesburg aangestel. Hy is lid van die open bare sektorkomitee<br />
van die Suid-Afrikaanse Raad van Ge oktrooieerde<br />
Rekenmeesters en direkteur van die Vry staatse<br />
tak van Business Against Crime.<br />
Die sekondering van pr<strong>of</strong>. Philippe Burger na die<br />
Organisasie vir Ekonomiese Samewerking en Ont wik keling<br />
(OECD) in Parys (Frankryk) om vir twee maande as<br />
konsultant op die gebied van openbare-private-ven nootskappe<br />
op te tree, span die kroon op die erkenning van die<br />
ge haltenavorsing wat in die Fakulteit Ekonomiese en Bestuurs<br />
wetenskappe onderneem word. Hy was op uit no diging<br />
mede-outeur en finale redakteur van ’n amptelike<br />
OECD-publikasie oor open bare-privaatsektor-ven nootskap<br />
pe (PPPs).<br />
In die jaarlikse MBA-beoordeling deur die Financial<br />
Mail is die Bemarking- en Menslike Hulp bron be stuur modules<br />
as die beste in die land aangewys, met Leier skap<br />
tweede en Bestuur derde. In terme van beide kur ri kulumgehalte<br />
en administratiewe ondersteuning aan studente<br />
is die Bestuurskool tweede en ook tweede in terme van die<br />
kweek van probleemoplossingsvaardighede.<br />
Deur diensleer smee <strong>UV</strong> vennootskappe<br />
Die Diensleer-afdelingsho<strong>of</strong>, dr. Mabel Erasmus, is deur<br />
die Community-Higher Education-Services Partnership<br />
(CHESP)-inisiatief van die Joint Education Trust (JET)<br />
aangestel as eksterne konsultant vir die Universiteit van<br />
KwaZulu-Natal en die Mangosotho Technikon as deel<br />
van die nasionale Service Learning Capacity Building<br />
Programme (SLCBP) wat deur JET befonds word. Sy is<br />
genooi om werkswinkels oor diensleer aan te bied by die<br />
Universiteit van Zululand, Walter Sisulu Universiteit en<br />
Mangosuthu Technikon, en het ’n gaslesing by Wits<br />
aangebied oor die institusionalisering van diensleer aan<br />
die <strong>UV</strong>.<br />
Vanweë die <strong>UV</strong> se uitgebreide deelname aan die nasionale<br />
CHESP-inisiatief, het verskeie <strong>UV</strong>-personeellede,<br />
-studente en vennote wat betrokke is by diensleer deelgeneem<br />
aan die finale CHESP-evaluering wat deur die<br />
Evalu ation Research Agency (ERA) van Stellenbosch<br />
onderneem is.<br />
Dr. Erasmus het in Mei 2007 die Indiana <strong>University</strong>-<br />
Purdue <strong>University</strong>, Indianapolis (IUPUI) besoek en ook<br />
twee werkswinkels aangebied by die 2nd International<br />
Sym posium on Service Learning in Indianapolis, onder skeide<br />
lik saam met pr<strong>of</strong>. Robert Bringle en me. Julie Hatcher<br />
van IUPUI. Sy het ook opgetree by die Australian Uni ver si-

ties Com munity Engagement Alliance (AUCEA) se<br />
konferensie wat in Alice Springs aangebied is.<br />
Acta Theologica op gesogte ISI-lys<br />
’n Groot eer het die Fakulteit Teologie se tydskrif Acta<br />
Theologica te beurt geval toe dit opgeneem is in die Arts<br />
and Humanities Citation Index van die Amerikaanse International<br />
Scientific Index (ISI). Die ISI identifiseer en indekseer<br />
die wêreld se mees invloedryke vaktydskrifte. Dié<br />
organisasie evalueer elke jaar ongeveer 2 000 vaktydskrifte<br />
waarvan slegs sowat 10% in een van die indekse opgeneem<br />
word. Acta Theologica is die enigste Suid-Afrikaanse<br />
teologiese vaktydskrif wat op die lys ingesluit is.<br />
’n Besondere internasionale erkenning het twee do sente<br />
van die fakulteit te beurt geval. Pr<strong>of</strong>. Francois Tolmie,<br />
ho<strong>of</strong> van die Departement Nuwe Testament en sekundusdekaan,<br />
is aangewys op die redaksieraad van New Testament<br />
Studies, een van die toonaangewende internasionale<br />
tyd skrifte vir Nuwe-Testamentici, in Cambridge, Engeland.<br />
Pr<strong>of</strong>. Fanie Snyman, ho<strong>of</strong> van die Departement Ou<br />
Testament, is deur die Old Testament Study Group van die<br />
invloedryke Tyndale Fellowship, Engeland, genooi om<br />
deel te neem aan ’n konferensie oor die boek Jesaja.<br />
UFS expertise called in<br />
In November 2007 Dr Fanus van Tonder <strong>of</strong> <strong>the</strong> Centre<br />
for Higher Education Studies and Development visited<br />
uni versities and attended an international assessment<br />
con ference in Indianapolis, USA. He delivered, on invitation,<br />
a workshop on <strong>the</strong> implementation <strong>of</strong> patchwork<br />
text as an innovative assessment instrument for postgraduate<br />
students.<br />
For <strong>the</strong> second successive year Pr<strong>of</strong>. ’Mabokang<br />
Mapesela acted as visiting pr<strong>of</strong>essor at Seton Hall Uni versity<br />
in New Jersey, USA. She presented classes in <strong>the</strong><br />
Execu tive Doctorate in Educational Administration (Ed.<br />
D.) Programme.<br />
The Director Research Development, Pr<strong>of</strong>. Frans<br />
Swanepoel, has been appointed Visiting Pr<strong>of</strong>essor at<br />
Cornell <strong>University</strong>, USA, and was awarded a Fullbright<br />
Scholarship to spend July to December 2008 at Cornell. He<br />
was also commissioned by <strong>the</strong> national Department <strong>of</strong><br />
Agriculture to prepare a position paper for <strong>the</strong> 4th World<br />
Congress <strong>of</strong> Rural Women (WCRW), hosted by <strong>the</strong> South<br />
African Ministry for Agriculture and Land Affairs on<br />
behalf <strong>of</strong> Africa in April 2007. He was appointed by <strong>the</strong><br />
HEQC to serve as an audit-panel member during <strong>the</strong> 2008/9<br />
institutional audits.<br />
The Head <strong>of</strong> Internationalisation, Dr Aldo Stroebel, is<br />
Vice-President for Research <strong>of</strong> <strong>the</strong> Sou<strong>the</strong>rn African<br />
Research and Innovation Management Association<br />
(SARIMA) and Programme Co-ordinator <strong>of</strong> <strong>the</strong> National<br />
Programme for <strong>the</strong> Creation <strong>of</strong> Small Enterprises and Jobs<br />
in <strong>the</strong> Second Economy. The latter programme forms part<br />
<strong>of</strong> ASGISA (Accelerated and Shared Growth Initiative for<br />
South Africa). Dr Stroebel is a member <strong>of</strong> various na tional<br />
working groups, including <strong>the</strong> HESA Strategy Group for<br />
Research; <strong>the</strong> National Task Team <strong>of</strong> <strong>the</strong> Agricultural Research<br />
for Development (ARD) Initiative <strong>of</strong> <strong>the</strong> ARC and<br />
ICRA, <strong>the</strong> Ne<strong>the</strong>rlands; and <strong>the</strong> Management Committee<br />
<strong>of</strong> <strong>the</strong> International Educators’ Association <strong>of</strong> South Afri ca<br />
(IEASA). He was a keynote speaker at <strong>the</strong> Second Agri-<br />
BEE (Agricultural Black Economic Empowerment) National<br />
Showcase; respondent at <strong>the</strong> Forum for Agricultural<br />
Research in Africa (FARA) Annual General meeting; and<br />
one <strong>of</strong> only four non-EU rural development experts to<br />
evalu ate <strong>the</strong> EU’s rural development strategy LeaderPlus.<br />
Regsgeleerdheid versterk voetspoor in Afrika<br />
’n Baie trotse span van die Fakulteit Regsgeleerdheid het<br />
met die eerste prys in die 16de All Africa Human Rightsskynh<strong>of</strong>kompetisie<br />
in Senegal weggestap. ’n Eerste plek is<br />
ook in die kategorie oor geskrewe voorleggings behaal. Die<br />
<strong>UV</strong>-span het 70 spanne van regsfakulteite van Engels- en<br />
Franssprekende Afrikalande geklop. Die span was ook<br />
eerste uit die 61 Engelssprekende spanne. Qaqamba Vellem<br />
en Lucy Nthotso was onder die vyftien topstudente vir hul<br />
mondelingse argumente.<br />
The Unit for Children’s Rights Trafficking Initiative in<br />
<strong>the</strong> Faculty <strong>of</strong> Law hosted a conference on Trafficking in<br />
Human Beings: National and International Perspectives.<br />
Two hundred representatives from academic institutions,<br />
<strong>the</strong> National Prosecuting Authority, <strong>the</strong> South African<br />
Police Service/Scorpions, governmental organisations,<br />
NGOs and o<strong>the</strong>rs from around <strong>the</strong> country attended <strong>the</strong> conference.<br />
Representatives were also present from Lesotho,<br />
Mozambique, Zimbabwe and UNESCO.<br />
Bande gesmee<br />
Die Ambassadeur van Mexiko, mnr. Luis Cabrera, en die<br />
adjunkho<strong>of</strong> van die Mexikaanse Ambassade in Suid-Afrika,<br />
kanselier Miguel Malvafon, het die Fakulteit Natuur- en<br />
Landbouwetenskappe besoek. Moontlik hede vir samewerking<br />
met soortgelyke universiteite in Mexiko is onder<br />
meer bespreek. Die ambassadeur het ook turks vynavorsers<br />
aan die <strong>UV</strong> ontmoet en ontwikkeling rondom die samewerk<br />
ings ooreenkoms wat in 2006 tussen CePHMa en die

’n Vertaling van ’n oorspronklike werk uit die 17de eeu is in boekvorm deur die Fakulteit Regsgeleerdheid uitgegee. Hier ontvang appèlregter L.T.C. Harms<br />
(links) ’n kopie van pr<strong>of</strong>. Johan Henning, mede-ouditeur en dekaan van die Fakulteit.<br />
Uni versiteit van Chapingo in Mexiko onderteken is, is<br />
bespreek.<br />
’n Projek van CePHMa het die Tegnologie-toekenning<br />
vir 2007 van die nasionale Departement van Handel en<br />
Nywerheid by die Nelson Mandela Metropolitaanse Universiteit<br />
in Port Elizabeth gewen. Die toekenning erken<br />
pioniersnavorsing wat deur die <strong>UV</strong> gedoen is op kenaf, ’n<br />
Suid-Afrikaanse kommersiële vesel wat onder meer in die<br />
motorbedryf gebruik word. Die navorsing is ses jaar gelede<br />
deur die <strong>UV</strong> in samewerking met die Britse maatskappy<br />
Sustainable Projects Development Group geïnisieer. Dit<br />
word in samewerking met die Suid-Afrikaanse maat skap py<br />
Sustainable Fibre Solutions voortgesit.<br />
Die Instituut vir Grondwaterstudies het ’n werkswinkel<br />
in Sri Lanka aangebied om te help met die evaluasie en<br />
bestuur van grondwaterhulpbronne.<br />
Drie personeellede van die Afdeling Hoër onder wysstudies<br />
en -Navorsing het in die buiteland referate by<br />
konferen sies gelewer, aan werkswinkels deelgeneem en<br />
instel linge besoek. Pr<strong>of</strong>. Annette Wilkinson het twee<br />
kon fe rensies in Italië – by die College Teaching and<br />
Learning Con ference in Padua en die jaarlikse kon ferensie<br />
van die European Distance and E-Learning Network<br />
in Naples – bygewoon.<br />
Personeel van die departement Openbare Bestuur het<br />
referate by nasionale en internasionale konferensies gelewer<br />
en sewe geakkrediteerde tydskrifartikels gepubliseer.<br />
Die Departement Ondernemingsbestuur bereik nuwe<br />
hoogtes met die vyf nasionale en tien internasionaal ge keurde<br />
referate deur pr<strong>of</strong>f. Rudolph van Buuren, Van Aardt Smit<br />
en Kobus Lazenby, asook me. Liezel Kotze, drs. Johan van<br />
Zyl en Orpha Lotz in onder meer Frankryk, Griekeland,<br />
Finland, Mauritius en Namibië. Pr<strong>of</strong>. Smit en me. Kotze het<br />
saam drie pryse vir die beste referate ontvang.<br />
Mnr. Ben Botma en me. Janine Allen-Spies van die<br />
Departement Beeldende Kunste het referate by die ACASA<br />
Triennial Symposium <strong>of</strong> African Art in Gainesville,<br />
Florida, VSA gelewer.

Ontwikkelinge by die Universiteit van die Vrystaat sou nie moontlik gewees het sonder<br />
die toewyding van sy personeel nie. Dit geld personeel in die akademie en in<br />
steundienste op al sy kampusse.<br />
As deel van sy verpligtinge teenoor sy personeel het die <strong>UV</strong> in besonder aandag gegee<br />
aan die instelling van ’n holistiese welstandsprogram. Die Welstandskomitee en Welstandsforum<br />
het ’n belangrike rol gespeel in die implementering en bestuur van welstandsprogramme om ’n<br />
gebalanseerde leefstyl onder <strong>UV</strong>-personeel te kweek. Dit sluit in die fisiese, psigologiese, sosiale<br />
en geestelike gesondheid van personeel.<br />
Aanbiedinge is in ooreenstemming met per so neel be hoef tes<br />
gedoen en neem ’n proaktiewe en voorkomende be na dering<br />
tot personeelwelstand. Die program het 21 sessies op<br />
die Ho<strong>of</strong>kampus aangebied en 1 412 personeellede het die<br />
sessies bygewoon. Twaalf sessies is op die Qwaqwakampus<br />
gehou en 495 personeellede het dit bygewoon.<br />
Aanbiedinge is positief ervaar en dit blyk dat personeel ’n<br />
be hoefte het om algemene veerkragtigheid te verhoog.<br />
Lewenstandaard so verbeter<br />
<strong>UV</strong>-personeel het sedert 2000 elke jaar verhogings on tvang<br />
wat groter was as die inflasiekoers. Die gesamentlike, kumu<br />
latiewe verhoging bokant inflasie – wat ’n reële ver be tering<br />
in die lewenstandaard van personeel impliseer – beloop<br />
reeds amper 22%.<br />
Salarisonderhandelinge het vlot verloop met die toepassing<br />
van die Meerderjarige, Inkomsteverwante Vergoedings<br />
verbeteringsmodel, wat tydens die Draaistrategie<br />
deur die bestuur ontwikkel is en deur vakbonde aanvaar<br />
is. Strategieë rondom die onderhandelinge het daartoe<br />
gelei dat ’n salarisooreenkoms vanjaar weer sonder enige<br />
ar beidsonrus bereik is. Die ooreenkoms is vroegtydig<br />
gesluit sodat die inplementering op 1 Januarie 2008 in<br />
wer king kon tree.<br />
Die vergoedingsmodel en die suksesvolle onder han deling<br />
is ’n besondere prestasie in die hoër onder wys om gewing.<br />
Die goeie verhoudinge van die bestuur met die twee<br />
er kende vakbonde by die <strong>UV</strong> het ’n groot rol gespeel om<br />
die prestasie moontlik te maak.<br />
Al die personeellede van die Vista-kampus, wat in<br />
2004 by die <strong>UV</strong> geïnkorporeer is, is ten volle belyn, met<br />
die uitsondering van sewe. Die groeperings wat nog nie<br />
belyn is nie het die saak reeds in Januarie 2006 na die<br />
Arbeidsh<strong>of</strong> verwys nadat die Kommissie vir Ver soen ing,<br />
Be middeling en Arbitrasie (KVBA) volgens hulle nie die<br />
kon flik voldoende kon oplos nie. ’n Datum waarop die<br />
saak by die Arbiedsh<strong>of</strong> sal voorkom, word nog afgewag.<br />
Die posisie van verskeie kategorieë van personeel is<br />
aansienlik verbeter. Onder hulle tel personeel op die laags<br />
betaalde vlakke en pr<strong>of</strong>essore nadat verskeie strukturele<br />
aan passinge gemaak is. Uitgebreide meriete-skale is ook<br />
beskik baar vir mense in die akademie en onder steu ningsdienste.<br />
Uitgebreide bevorderingsgeleen<strong>the</strong>de bestaan en<br />
beskikbare fondse is nie ’n belemmering.<br />
Significant growth in staff numbers<br />
The UFS showed a significant growth in staff num bers.<br />
The SLEs for academic staff increased with 23% from<br />
500 in 2000 to 613 in 2007. In <strong>the</strong> days <strong>of</strong> rationalisation<br />
and <strong>the</strong> Turnaround strategy in <strong>the</strong> 1990s <strong>the</strong> SLEs were<br />
480.<br />
The same increase has occurred in support staff. Many<br />
capacity bottlenecks have been and are being addressed.<br />
As with <strong>the</strong> academic staff, <strong>the</strong> UFS is concerned<br />
about various issues affecting support staff. Among <strong>the</strong>m<br />
are staff overload and new or remaining capacity bottlenecks<br />
and problems with service orientation and/or percep<br />
tions <strong>of</strong> service levels. Modernisation and pro fes sionalisation<br />
<strong>of</strong> sup port and administrative systems are much<br />
better, but <strong>the</strong> pro cess is not completed. Support-staff<br />
development is still in sufficiently supported.<br />
Fokus verskuif na prestasiebestuur<br />
Gedurende 2007 is die Prestasiebestuurstelsel van die <strong>UV</strong><br />
op ’n nuwe baan geplaas deur dit meer eenvoudig en<br />
prakties uitvoerbaar te maak. Prestasiebestuur is een van<br />
die mees komplekse stelsels om te implementer.<br />
Die implementering van werksooreenkomste vanaf die<br />
vlak senior lektor en assistentdirekteur het vroeg in 2007 be-

gin. Weeklikse opleidingsessies het plaasgevind om per soneellede<br />
in die prestasiebestuurstelsel op te lei en behulpsaam<br />
te wees met die samestelling van werks oor eenkomste.<br />
Die implementering van die Prestasiebestuurstelsel het<br />
by topbestuur, dekane/direkteure en ho<strong>of</strong>de van de par temente<br />
begin. Altesaam 238 personeellede is opgelei en bygestaan<br />
om hul prestasieplanne te voltooi. ’n Totaal van 75<br />
in di vi duele en groepsessies is aangebied. Die imple men tering<br />
van die Prestasiebestuurstelsel sal in 2008 voortgaan.<br />
Die Prestasiebestuurstelsel word gebruik om ont wikkelingsgeleen<strong>the</strong>de<br />
te identifiseer om kwaliteit op in di vidule<br />
en institusionele vlak te verbeter. Die stelsel identifiseer<br />
prestasie-uitkomste/-take wat deel van ’n werknemer se<br />
werk vorm. Hierdie uitkomste/take is gekoppel aan elke<br />
individu se vaardigheidsontwikkelingsplan, en voldoen<br />
dus aan die Nasionale Kwalifiserende Raamwerk se ver-<br />
eistes in terme van kwaliteit. Die uitrol van die Pre stasiebestuurstelsel<br />
verskaf ’n basis waarvolgens kwaliteit en<br />
uitmuntendheid bereik kan word.<br />
Die <strong>UV</strong> strewe na ’n klimaat waar kwaliteit en uit muntendheid<br />
in die werksomgewing nie net ondersteun word<br />
nie, maar ook bevorder word.<br />
Die Departement Menslike Hulpbronne het ’n belangrike<br />
rol gespeel met die identifisering van die verskillende<br />
posvlakke, die samestelling van werkladingsooreenkomste<br />
van Steundienspersoneel, en die aanbieding van die<br />
opleidingsessies aan fakulteite en steundiensdepartemente.<br />
Development <strong>of</strong> staff encouraged<br />
Various areas for staff development were addressed during<br />
2007. The UFS Board funds academic qualifications in <strong>the</strong><br />
form <strong>of</strong> bursaries for staff. Funds were also made available

to attend national and international conferences. A total <strong>of</strong><br />
37 staff members applied for funding to attend international<br />
conferences and eight attended national conferences in<br />
2007. A total <strong>of</strong> 1 388 employees attended career-de ve lopment<br />
training sessions on <strong>the</strong> Main Campus. Sixty sessions<br />
were held between January and December 2007.<br />
The development <strong>of</strong> staff at <strong>the</strong> Qwaqwa Campus is also<br />
a priority and, to ensure knowledge, behaviour and skills development,<br />
34 sessions were held and 583 staff members<br />
attended. A total <strong>of</strong> 16 staff members attended two per formance-management<br />
sessions on <strong>the</strong> Qwaqwa Campus.<br />
In addition staff <strong>of</strong> <strong>the</strong> Department <strong>of</strong> Cleaning Services,<br />
Physical Resources, attended training on HIV issues<br />
and how to protect <strong>the</strong>mselves against HIV in <strong>the</strong> work<br />
situation, as well as on destigmatisation. These workshops<br />
were done with small groups that allowed good interaction<br />
and stimulate <strong>the</strong> members to ask questions.<br />

in 2007.<br />
Mentorskapprogram help personeel<br />
Die mentorskapprogram van die Fakulteit Gees tes wetenskappe,<br />
wat in 2005 ingestel is, staan nuwe personeel by in<br />
hul aanpassing in ’n nuwe departement en ondersteun hulle<br />
met die inlywing by die akademiese milieu van die <strong>UV</strong>. In<br />
2007 was 26 mentors en 31 mentorlinge by hierdie program<br />
betrokke. Twee ontwikkelingsgeleen<strong>the</strong>de is vir hulle aange<br />
bied. Mentorlinge en mentors het op gereelde grondslag<br />
formeel en informeel gesprek gevoer en hulp en ondersteuning<br />
is deurgaans aan mentorlinge verleen.<br />
Pr<strong>of</strong>. Willfred Greyling (Engels) het ’n in no ve rende<br />
men tor skap stelsel ontwikkel, gebaseer op die ver trek punte<br />
van persoonlike konstruksielkunde. Hy het die proses in ’n<br />
re feraat opgeteken en saam met dr. Pieter du Toit van die

Mentorlinge het laat blyk dat hulle veral baat gevind<br />
het by die mentorskapprogram en geen negatiewe terugvoering<br />
is ontvang nie. Mentors het ook positiewe terugvoering<br />
gegee, alhoewel die oorvol ladings van akademici<br />
genoem is as ’n bekommernis, omdat hulle graag meer by<br />
die mentorlinge betrokke sou wou wees, maar dat hulle<br />
bloot net nie die tyd daarvoor kon vind nie.<br />
Interaction to be more effective, humane<br />
To ensure that UFS academic staff make <strong>the</strong>ir interactions<br />
not only more effective, but more humane, <strong>the</strong> Staff De ve-<br />
lopment and Performance Management Division planned<br />
and organised <strong>the</strong> implementation <strong>of</strong> a pr<strong>of</strong>essional de velopment<br />
programme for 2008.<br />
The programme is based on <strong>the</strong> work <strong>of</strong> Parker Palmer<br />
<strong>of</strong> <strong>the</strong> Centre for <strong>the</strong> Enhancement <strong>of</strong> Learning and Teaching<br />
at <strong>the</strong> Miami <strong>University</strong> in Ohio and Steven Brookfield,<br />
distinguished pr<strong>of</strong>essor from <strong>the</strong> <strong>University</strong> <strong>of</strong> St Thomas<br />
in St Paul, Minnesota. The UFS will work in association<br />
with <strong>the</strong> FLC Consortium, in Miami, USA. Judith Kamber<br />
from <strong>the</strong> Nor<strong>the</strong>rn Essex Community College will present<br />
a train-<strong>the</strong>-trainer programme for selected UFS academic<br />
staff during 2008. The programme focuses on establish ing<br />
teaching-learning communities and leadership development<br />
for academic staff.<br />
An annual training report and Workplace Skills Plan<br />
(WSP) was submitted to <strong>the</strong> ETDP SETA during May.<br />
The WSP describes <strong>the</strong> main skills-development activities<br />
planned for <strong>the</strong> coming year. The training report is a follow-

up on <strong>the</strong> WSP, as it reports on <strong>the</strong> education and training<br />
interventions that were delivered in <strong>the</strong> previous year.<br />
These combined plans enable <strong>the</strong> UFS to gain access to<br />
<strong>the</strong> available levies as specified in <strong>the</strong> Skills Levies Act.<br />
The ETDP SETA confirmed <strong>the</strong> acceptance <strong>of</strong> <strong>the</strong> reports<br />
according to legislative requirements. Grants have been<br />
disbursed on levies.<br />
Nuwe dissiplinêre beleid kry gestalte<br />
Die nuwe Dissiplinêre Beleid en Prosedure en die<br />
Dissiplinêre Kode en Voorgestelde Aksie is in Maart 2007<br />
deur die <strong>UV</strong>-Raad goedgekeur. Die grootste verandering in<br />
die beleid is die skuif van ’n akkusatoriese na ’n inkwisatoriese<br />
benadering in die hantering van dissipline. Die<br />
inkwisatoriese benadering belyn die <strong>UV</strong> meer met die<br />
bepalings en gees van die Wet op Arbeidsverhoudinge.<br />
’n Paneel van voorsittende beamptes is deur die Raad<br />
goedgekeur. Dié panel bestaan uit interne sowel as ekster ne<br />
kundiges in arbeidsreg en arbeidsverhoudinge.<br />
Die toepassing van die nuwe Dissiplinêre Beleid en<br />
Prosedure is deur die afdeling Arbeidsverhoudinge ge-<br />

fasiliteer. Gesprek is ook met vakbonde gehou oor die<br />
organisatoriese regte wat volgens wetgewing aan vakbonde<br />
verleen word. Die <strong>UV</strong>-Raad het in November goedgekeur<br />
dat toegang tot die werksplek, soos deur die Wet op<br />
Arbeidsverhoudinge beskryf, aan vakbonde met ’n 10%verteenwoordiging<br />
van werknemers gegee sal word. Verder<br />
het die Raad goedgekeur dat erkenningsooreenkomste<br />
slegs met vakbonde met ’n 20%-verteenwoordiging gesluit<br />
sal word.<br />
Qwaqwa management must be applauded<br />
The management <strong>of</strong> <strong>the</strong> Qwaqwa Campus deserves to<br />
be applauded for <strong>the</strong> work <strong>the</strong>y are doing under very<br />
trying circumstances. The key challenge remains <strong>the</strong><br />
sustainability <strong>of</strong> <strong>the</strong> campus. Proposals for <strong>the</strong><br />
strategic reconfiguration <strong>of</strong> <strong>the</strong> campus were submitted<br />
to <strong>the</strong> national Department <strong>of</strong> Education and this<br />
matter is receiving urgent attention.

The management takes seriously <strong>the</strong> need to create an enabling physical environ ment<br />
for staff and students to perform at <strong>the</strong>ir best. Several initiatives in 2007 are pro<strong>of</strong> <strong>of</strong><br />
this. Among <strong>the</strong>m are <strong>the</strong> Chemistry Building, <strong>the</strong> Computer Lab, <strong>the</strong> Examination<br />
Centre, Jolkol, <strong>the</strong> astro-hockey fields, <strong>the</strong> parking project and <strong>the</strong> developments on<br />
<strong>the</strong> West Campus <strong>of</strong> <strong>the</strong> UFS. The UFS is a growing university with a huge capacity for space<br />
and physical infrastructure. As recently as five years ago <strong>the</strong> condition <strong>of</strong> <strong>the</strong> buildings and<br />
campus showed a major backlog. This challenge was addressed with major upgradings,<br />
refurnishings and building initiatives. Expenditure on physical facilities to address campus<br />
needs increased significantly over <strong>the</strong> past five years.<br />
R280 miljoen bestee op hoëgehalte-fasiliteite<br />
In 2002 was die jaarlikse besteding op fisiese hulpbronne<br />
(kapitaalprojekte en onderhoud aan kapitaalbates) ongeveer<br />
R12 miljoen. Vanaf 2003 was die jaarlikse besteding<br />
ge middeld vyf keer groter, op ongeveer R55 miljoen per<br />
jaar. In 2007 is projekte van R82 miljoen deur die Direktoraat<br />
Fisiese Hulpbronne bestuur. Dié patroon sal waarskynlik<br />
vir die volgende vyf jaar voortduur, aangesien die<br />
behoeftes van die kampus steeds groei.<br />
Altesaam R280 miljoen is die afgelope vyf jaar op<br />
fisiese opgradering en ontwikkeling bestee, die meeste hiervan<br />
is op akademiese fasiliteite. Groot moeite is gedoen om<br />
fisiese beplanning goed te belyn met akademiese priori tei te<br />
en strategieë. Daar is ook intensief gebruik gemaak van<br />
deskundige spanne, onder meer personeel van die De partement<br />
Argitektuur. In alles is die gehalte van argitektoniese<br />
ontwerp en sensitiwiteit vir die beboude omgewing vooropgestel<br />
om die tipiese patroon van burokratiese kam pusontwerp,<br />
wat so baie kampusse ontsier, om te keer.<br />
Die resultaat is ’n merkbare verbetering in die fisiese<br />
toestand en voorkoms van die kampus en geboue. ’n<br />
“Nuwe” kampus is geskep. Die nuwe voetgangerpaaie dra<br />
geweldig by om die kampus voetganger-vriendelik te maak<br />
en nooi studente as’t ware om langer op die kampus te bly<br />
en te kuier. Besoekers aan die kampus is beïndruk met die<br />
skoon uitleg en ne<strong>the</strong>id van die kampus en geboue. Eerste<br />
indrukke dra baie by om die boodskap oor te dra dat die <strong>UV</strong><br />
in alles wat hy doen ernstig oor kwaliteit is.<br />
Om hierby aan te sluit het die “nuwe” Ho<strong>of</strong>gebou die<br />
toonaangewende Nasionale Meriete-toekenning van die<br />
Suid-Afrikaanse Instituut van Argitekte ontvang. Hierdie<br />
soort erkenning van die geboue op die kampus is ’n<br />
belangrike element in die ontwikkeling van ’n nasionale<br />
pr<strong>of</strong>iel van die universiteit die afgelope vyf jaar.<br />
Die groter Weskampus van die <strong>UV</strong> het verdere aandag<br />
gekry. Daar is ver gevorder met die bepaling van makro-<br />
sonering, wat voorsiening maak vir areas vir sportfasiliteit-ontwikkeling,<br />
landbounavorsing en -demonstrasie en<br />
moont like kommersialisering. Dit is deurslaggewend om<br />
’n basis te lê vir goeie toekomstige kampusontwikkeling.<br />
Die voorstelle sal ná verfyning voorgelê word vir goedkeuring<br />
en dan lei tot die verpakking van verskillende kleiner<br />
ontwikkelingsprojekte, insluitende bate-ont wik kelingsprojekte.<br />
Studente kry nuwe plek om te jol<br />
Fasiliteite waar studente bymekaar kan kom vir vlotbou<br />
en ander jool-aktiwiteite en tydens intervarsities en vir<br />
ander sosiale studente-bedrywighede is al lankal ’n behoefte.<br />
Die Jolkol op die Weskampus is die gevolg van ’n<br />
lang be planningsproses deur die afdeling Fisiese Hulpbronne<br />
in samewerking met die afdeling Studentesake om<br />
die regte soort fasiliteit op die regte plek en teen bekostigbare<br />
koste te kry. Absa het ’n bydrae tot die oprigtingskoste<br />
van meer as R6 miljoen gemaak.<br />
Die Jolkol – met as kern ’n robuuste sinkkonstruksie<br />
wat herrinner aan ’n Vrystaatse plaasskuur – is toegerus<br />
met ’n verhoog en kleedkamers vir optredes van kunstenaars,<br />
kombuise, ’n kroeg, kleedkamers en stoorplek vir<br />
verskeie doeleindes. Meer as ’n duisend mense kan hier<br />
aan akti witeite deelneem. Rondom die saal is permanente<br />
staan plekke vir die bou van vlotte en vir ander studenteakti<br />
witeite ingerig. Dit is ook veilig omhein. Ondanks<br />
studente se aanvanklike weerstand teen verandering, is ’n<br />
baie suksesvolle geïntegreerde en baie sosiale jool in 2007<br />
gehou, sonder die fragmentasie wat in ’n vorige bestel<br />
ontstaan het waar elke koshuis apart sy vlot gebou het. Die<br />
fasiliteite sal mettertyd verder ontwikkel word.<br />
’n Nuwe voetgangerroete wat wes van die <strong>UV</strong> Sasolbiblioteek<br />
begin en tot by die parkeerterrein van die Jolkol<br />
strek, is gebou om studente binne tien minute se stap veilig<br />
en gerieflik vanaf Thakaneng-brug tot by die nuwe Jolkol<br />
te kry.

Astro hockey fields were constructed at a cost <strong>of</strong> about R16 million. The facilities help to retain good hockey players for <strong>the</strong> UFS and <strong>the</strong> <strong>Free</strong> <strong>State</strong>. The<br />
project is in co-operation with schools in Bloemfontein.<br />
Millions pumped into new facilities<br />
and upgrading<br />
Notable current academic projects are <strong>the</strong> new Computer<br />
Lab building <strong>of</strong> R19 million and <strong>the</strong> complete refurbishment<br />
and extention <strong>of</strong> <strong>the</strong> Chemistry Building to <strong>the</strong> amount <strong>of</strong><br />
R51 million. The new Examination and Test Centre is an<br />
important project completed in 2007, adding to <strong>the</strong> quality <strong>of</strong><br />
<strong>the</strong> university’s assessment process. The old student centre<br />
was refurbished for this purpose. The centre can accommodate<br />
a thousand students.<br />
The new Computer Lab will be equipped with 815<br />
computers and is <strong>the</strong> first new building on <strong>the</strong> Main Campus<br />
in Bloemfontein since <strong>the</strong> construction <strong>of</strong> <strong>the</strong> Thakaneng<br />
Bridge Student Centre in 2003. The Computer Lab is in<br />
addition to o<strong>the</strong>r existing computer labs on campus and<br />
will assist students in programmes where <strong>the</strong>y will need<br />
computers to a greater extent.<br />
A new computer laboratory on <strong>the</strong> Qwaqwa Campus<br />
was also commissioned in 2007. The laboratory, with 57<br />
computers, is used by staff and students. The Dell Foundation<br />
donated <strong>the</strong> computers to <strong>the</strong> UFS in March 2007.<br />
Repair work is also done on <strong>the</strong> Chemistry Building<br />
after a fire broke out in one <strong>of</strong> <strong>the</strong> laboratories. It had an<br />
influence on <strong>the</strong> completion date <strong>of</strong> <strong>the</strong> Chemistry Building,<br />
which is now only expected to be in 2009.<br />
Die <strong>UV</strong> se Raadsaal is vir die eerste keer sedert die<br />
gebou in die 1970’s opgerig is, verbeter. Dit was veral<br />
nodig om beter voorsiening te maak vir tolking en om<br />
die kop peling van rekenaars by elke plek moontlik te<br />
maak ter onder steuning van die <strong>UV</strong> se elektroniese<br />
vergaderingstelsel.<br />
Groot opgraderingswerk is aan die lugversorgingstelsel<br />
in die <strong>UV</strong> Sasol Biblioteek onderneem. Die stelsel in die<br />
gebou, wat in 1983 in gebruik geneem is, het nie meer<br />
doeltreffende gewerk nie. Tydens konstruksiewerk het ’n<br />
beperkte brand tot die dood van twee van die kontrakteur se<br />
werkers gelei. Dit was vir die almal by die <strong>UV</strong> ’n groot skok.<br />
Die insident het gelei tot ’n vertraging van die projek.
Lugversorging is ook in die Teologiegebou geïnstalleer<br />
en opgraderingswerk is aan die Winkie Direko-gebou gedoen.<br />
Die fasiliteite van Kovsie voorligting en die ou Kovsiesportgebou<br />
is opgradeer om voorsiening te maak vir die<br />
nuwe afdeling vir Studenteontwikkeling en Sukses (Student<br />
Development and Success) (SDS) en verbetering van<br />
fasiliteite vir studentevoorligting en ander steundienste.<br />
New parking policy and gates make life easier<br />
In a major step forward, following <strong>the</strong> explosion <strong>of</strong> student<br />
numbers and especially <strong>the</strong> number <strong>of</strong> student cars, a new<br />
parking policy was accepted after a long process <strong>of</strong><br />
planning, by <strong>the</strong> departement <strong>of</strong> Physical Resources,<br />
utilising urban planners and traffic engineers as well as<br />
internal consultation with e.g. staff unions and students.<br />
The main objective <strong>of</strong> this strategy, as approved by <strong>the</strong><br />
Executive Management, was to remove conflict between<br />
staff and students. Booms were erected to demarcate<br />
parking to people who qualify for it, and for visitors. In this<br />
way, specific areas were reserved for staff, removing a<br />
major element <strong>of</strong> frustration and conflict. Before this was<br />
done, however, hundreds <strong>of</strong> new parking spaces where<br />
made available to students within a five-minute walk to <strong>the</strong><br />
central campus.<br />
As part <strong>of</strong> <strong>the</strong> integrated traffic planning, <strong>the</strong> transport<br />
network on campus was improved with new gates at DF<br />
Malherbe Avenue (at <strong>the</strong> Agricultural Building) and<br />
opening <strong>of</strong> o<strong>the</strong>r gates for longer periods to improve traffic<br />
flow. Guard houses for security staff were also erected at<br />
<strong>the</strong>se gates.<br />
Die grootste gedeelte van die <strong>UV</strong> se rekenaarnetwerk<br />
is gedurende 2007 vervang en/<strong>of</strong> opgegradeer. Die beskik<br />
baarheid van die netwerk het sodanig verbeter dat<br />
dit vergelykbaar met bedryfstandaarde is. Die “Virtualisation”<br />
van netwerkbedieners gaan voort op die<br />
VMWare-stelsel en die <strong>UV</strong> het die eerste uni ver siteit<br />
geword om sy stelsel volledig op Dell-bedieners te<br />
implementeer.<br />
Die High Performance Computer Unit (HPCU) is<br />
uit gebrei met die nuutste tegnologie van Dell. Verskeie<br />

departemente het ’n bydrae gemaak tot die uit brei ding<br />
van die HPCU. Die meeste voorbereiding en opstelling<br />
is in 2007 afgehandel. Die HPCU sal ’n bydrae<br />

A First-year Success Week takes place in <strong>the</strong> final week <strong>of</strong><br />
orientation. The aim <strong>of</strong> <strong>the</strong> programme is to help new<br />
students to make <strong>the</strong> transition from high school to higher<br />
education.<br />
Department helps students with development,<br />
success<br />
A notable project that has already proceeded well is that<br />
launched by <strong>the</strong> newly-created department <strong>of</strong> Student Development<br />
and Success, with Dr Francois Strydom as<br />
Director. Projects to be proud <strong>of</strong> are such as <strong>the</strong> New<br />
Academic Tutorial Programme (NATP), <strong>the</strong> new firstyear<br />
orientation programme, <strong>the</strong> new orientation material<br />
and book lets, <strong>the</strong> exciting student portal on <strong>the</strong> UFS web,<br />
and more.<br />
The NATP aimes to develop a new generation <strong>of</strong> tutors<br />
that can contribute to teaching and learning innovation at<br />
<strong>the</strong> UFS, create a new approach to <strong>the</strong> support and<br />
development <strong>of</strong> student learning to maximise throughput<br />
and success rates; and integrate and contextualise cutt ingedge<br />
international, electronic resources and teaching and<br />
learning approaches, through <strong>the</strong> development <strong>of</strong> a student<br />
success portal, into <strong>the</strong> training and development <strong>of</strong> tutors.<br />
It aims also to contribute to <strong>the</strong> development <strong>of</strong> a new<br />
generation <strong>of</strong> future academics that are skilled in teaching<br />
and learning.<br />
It is hoped that <strong>the</strong> impact <strong>of</strong> this new department and<br />
its programmes on student success rates will become visible<br />
soon and be sustained into <strong>the</strong> future.<br />
Admission requirements change<br />
Admission requirements were revised on account <strong>of</strong> <strong>the</strong><br />
new education policy for schools which was phased in at<br />
Grade 10 level at <strong>the</strong> beginning <strong>of</strong> 2006. Up to now <strong>the</strong><br />
UFS required a Senior Certificate with Matriculation<br />
exemp tion/endorsement plus a minimum M Score <strong>of</strong> 28<br />
points based on achievement symbols/percentages in<br />
school subjects (HG A= 8 points, SG A= 6 points, HG B=7<br />
points, SG B= 5 points, etc.) as well as faculty spe cific<br />

new orientation programme was designed, for implementation in 2008, to ensure<br />
that students get <strong>the</strong> most effective and efficient orientation to university life. This<br />
programme embodies <strong>the</strong> belief <strong>of</strong> <strong>the</strong> <strong>University</strong> <strong>of</strong> <strong>the</strong> <strong>Free</strong> <strong>State</strong> that proper<br />
orientation is <strong>the</strong> best opportunity to introduce a strong learning environment, one<br />
that is built on <strong>the</strong> foundations for academic success, welcomes students and families to <strong>the</strong><br />
campus community, promotes students’ interactions with staff, and convey <strong>the</strong> values and<br />
traditions <strong>of</strong> <strong>the</strong> new institution.<br />

From 2009 <strong>the</strong> UFS will use an Admission Point (AP)<br />
system which reflects <strong>the</strong> same level <strong>of</strong> subject achievement<br />
<strong>of</strong> <strong>the</strong> previous system. Faculty specific admission<br />
re quire ments basically remained <strong>the</strong> same except for <strong>the</strong><br />
changing <strong>of</strong> subject names to be in line with <strong>the</strong> new school<br />
system’s subject terminology.<br />
The UFS does not plan to set additional admission<br />
requirements. Pr<strong>of</strong>iciency tests are not utilized as additional<br />
admission requirements (except for Health Sciences),<br />
but to channel students who underperformed in<br />
aca demic pro ficiency/literacy tests to applicable de velopment<br />
modules which form part <strong>of</strong> <strong>the</strong>ir curriculum for a<br />
specific qualification.<br />
The new school subjects Life Orientation and Ma<strong>the</strong>matical<br />
Literacy will also be accommodated. The UFS<br />
also provides for students who do not meet <strong>the</strong> minimum<br />
admission requirements by means <strong>of</strong> extended degree programmes,<br />
a bridging programme, and recognition <strong>of</strong> prior<br />
learning.<br />
First-years assisted with adjustments<br />
To assist first-year students in <strong>the</strong> residences to adjust to<br />
<strong>the</strong> university life, peer counsellors were appointed for<br />
each residence and trained in, for instance, communication,<br />
decision making and conflict-management skills. Housecommittee<br />
members were also trained in <strong>the</strong> same skills. A<br />
total <strong>of</strong> 42 peer helpers were trained for <strong>the</strong> Bloemfontein<br />
Campus and nine, as well as wardens and sub wardens, on<br />
<strong>the</strong> Qwaqwa Campus.<br />
A career open day was presented on 3 and 4 May, a<br />
practitioner’s day on 8 May, a job-hunting workshop on 17<br />
May and a financial-planning workshop on 15 March.<br />
Kovsie Counseling is still involved in <strong>the</strong> training <strong>of</strong><br />
intern psychologists and psychometrists. Each year, three<br />
intern psychologists receive training which involves psycho<br />
<strong>the</strong>rapy, individual and group counseling, case pre-

sentations, discussions and observations. Intern psychometrists<br />
come from <strong>the</strong> Department <strong>of</strong> Psychology and<br />
Industrial Psychology and 37 have been trained. A total <strong>of</strong><br />
54 house-committee members were also trained to assist<br />
with <strong>the</strong> first-year Language Pr<strong>of</strong>iciency Testing.<br />
To help a diverse group <strong>of</strong> students, a Sesotho speaking<br />
psychologist has been appointed as from 1 November 2007.<br />
An arrangement has been made with <strong>the</strong> Department <strong>of</strong><br />
Psychology to provide <strong>the</strong> unit with a Sesotho speaking<br />
intern psychologist every year.<br />
UFS continues to accommodate international students<br />
whose first language is nei<strong>the</strong>r English nor Afrikaans. A<br />
number <strong>of</strong> international students was tested for language<br />
pr<strong>of</strong>iciency and referred to <strong>the</strong> Department English for a<br />
language course in order to give <strong>the</strong>m <strong>the</strong> opportunity to<br />
study at this university.<br />
A total <strong>of</strong> 5 000 students were seen in <strong>the</strong>rapy sessions,<br />
and 164 for career counseling. Architecture students also<br />
received debriefing after <strong>the</strong> suicide <strong>of</strong> one <strong>of</strong> <strong>the</strong> fellow<br />
students.<br />
Kommunikasie meer vaartbelyn<br />
Een van die hoogtepunte van 2007 was die imple mentering<br />
van ’n Studenteportaal op die <strong>UV</strong> se webblad. Die projek is<br />
’n gesamentlike poging van Webdienste en Studente<br />
Ontwikkeling en Sukses. Die Studenteportaal bied aan<br />
studente relevante inligting op een sentrale plek.<br />
Die selfdiensfasiliteit op die Studenteportaal, wat met<br />
’n gebruikersnaam en wagwoord beskerm word, bied aan<br />
studente vertroulike inligting, insluitende hulle eksamenuitslae<br />
en finansiële state. Die sukses van die Studenteportaal<br />
word weerspieël in gebruikerstatistiek, wat aandui dat daar<br />
tot 14 000 besoeke per dag was.<br />
’n Selfoonnavraagstelsel is ook ontwikkel om studente<br />
in staat te stel om deur middel van hulle selfone onmiddellik<br />
toegang te kry tot hulle eksamenuitslae en finansiële state.<br />
Webdienste het ook ’n SMS-stelsel uitgerol. Hierdie<br />
webgebaseerde stelsel, wat van PeopleS<strong>of</strong>t-data gebruik<br />
kan maak, stel <strong>UV</strong>-personeel in staat om, teen ’n goedkoop<br />
tarief, maklik met studente te kommunikeer.<br />
Pogings om studentelewe aantrekliker te maak<br />
Oor die afgelope paar jare is talle projekte aangepak om studente<br />
lewe by Kovsies meer aantreklik te maak en te be lyn<br />
met die visie van die universiteit. Hieronder val die inrigting<br />
van studentefasiliteite (veral Thakaneng-brug) teen ’n koste<br />
van R26,5 miljoen, die student- en voet ganger vriendelike<br />
kampus, wandelpaaie, opgradering van ho<strong>of</strong> kampus se<br />
sportfasiliteite (soos die astrohokkievelde in 2006-7), die<br />
verbetering van die sportfasiliteite op die Qwaqwa-kampus,<br />
die skepping van meer inklusiewe jool akti witeite, veral<br />
aangehelp deur die nuwe Jolkol op die Weskampus, ’n meer<br />
inklusiewe intervarsity en ander sport aktiwiteite en die<br />
diversiteitsproses wat in die koshuise aangepak is.<br />
Kovsies skitter op die sportveld<br />
Die <strong>UV</strong> het in 2007 talle suksesse in sport gehad, te veel<br />
om te noem. In rugby en netbal het die <strong>UV</strong> nasionaal en<br />
internasionaal die instelling se naam hoog gehou.<br />
Talle voormalige Shimlas was deel van die seëvierende<br />
Springbok-wêreldbekerrugbyspan, en dr. Derik Coetzee<br />
van die Departement Menslike Bewegingskunde het naam<br />
gemaak as kondisioneringsafrigter van die Springbokspan.<br />
Burta de Kock was die afrigter van die Protea-netbalspan.<br />
’n Hele aantal Kovsies het ook Proteakleure verwerf.<br />
Die <strong>UV</strong> se netbalspan het ook in nasionale universiteitskonteks<br />
uitgeblink as die onbetwiste beste span.<br />
Best structure for rugby scrutinised<br />
An investigation was launched into <strong>the</strong> organisational<br />
structure <strong>of</strong> Kovsie Rugby and <strong>the</strong> Shimla Foundation to

creation <strong>of</strong> task teams that would focus on specific areas<br />
such as <strong>the</strong> amendment <strong>of</strong> <strong>the</strong> rugby-club constitution.<br />
Discussions between <strong>the</strong> Rector and <strong>the</strong> Cheetahs<br />
Company on strategic cooperation continued. History was<br />
also made with <strong>the</strong> appointment <strong>of</strong> Jaco Swanepoel as <strong>the</strong><br />
first fulltime head coach for rugby.<br />
Commercialisation <strong>of</strong> sport gets a boost<br />
A strategic Sports Plan was accepted in 2002 and a Sport<br />
Commercialisation Plan in 2005. The implementation <strong>of</strong><br />
<strong>the</strong> Sports Plan was managed for some time with outside<br />
consultants. This has not worked very well, although<br />

important groundwork has been laid. Part <strong>of</strong> <strong>the</strong> reason for<br />
<strong>the</strong> lack <strong>of</strong> progress has been <strong>the</strong> absence <strong>of</strong> co-ordination<br />
and synergy between <strong>the</strong> different sport divisions –<br />
KovsieSport, <strong>the</strong> Centre for Exercise and Sport Science<br />
Services (CESSS) and Sport Commercialisation (in its<br />
infancy).<br />
Ano<strong>the</strong>r has been <strong>the</strong> absence <strong>of</strong> a full-time, dedicated<br />
manager who could take <strong>the</strong> Sports Plan and <strong>the</strong> Sport<br />
Commercialisation Plan fur<strong>the</strong>r, given new and changing<br />
circumstances. Also required was someone with <strong>the</strong><br />
necessary business contacts and entrepreneurial expertise<br />
to generate more funding and sponsorships. It could help<br />
<strong>the</strong> sport to be liberated from <strong>the</strong> budgetary constraints that<br />
it will always face at an academic institution.<br />
Mr Mickey Gordon, who has taken early retirement<br />
from North-West <strong>University</strong>, was appointed as head <strong>of</strong> a<br />
consolidated sport cluster for a period <strong>of</strong> five years.<br />
KovsieSport, <strong>the</strong> Sport Commercialisation Division, and<br />
CESSS will report to him.

meer as R100 miljoen vir strategies belangrike prioriteite. Dit maak ’n groot ver skil<br />
aan die kwaliteit en funksionering van die universiteit.<br />

Investering in menslike hulpbronne<br />
’n Belangrike uitdaging vir die <strong>UV</strong> is om voldoende fondse<br />
beskikbaar te maak sodat deurlopend in gehaltepersoneel<br />
belê kan word. In dié opsig kon daar in die afgelope aantal<br />
jare daarin geslaag word om personeelvergoeding in reële<br />
terme, soos gemeet aan die VPI, te verbeter.

’n Hele aantal erflatings is ook aan die Kovsie<br />

Wat internasionale fondswerwing betref, het die <strong>UV</strong><br />
reeds vir ’n geruime tyd fondswerwingstatus in die Verenig<br />
de <strong>State</strong> van Amerika. Daadwerklike stappe word geneem<br />
om dieselfde status in die Verenigde Koninkryk te<br />
bekom.<br />
Research streng<strong>the</strong>ns <strong>the</strong> pockets<br />
External research funding assisted in streng<strong>the</strong>ning <strong>the</strong><br />
UFS’s financial capacity. The UFS received almost R20<br />
million in National Research Foundation (NRF) funding in<br />
2007, a 14,2% increase from R17,5 million in 2006. This<br />
includes fur<strong>the</strong>r funding in 2007 by <strong>the</strong> National Equipment<br />
Programme <strong>of</strong> <strong>the</strong> NRF for equipment <strong>of</strong> R2,5 million. The<br />
total 2007 allocation signifies an increase <strong>of</strong> more that<br />
170% in NRF funding since 2002.<br />
Research funding from <strong>the</strong> UFS’s side also increased<br />
significantly during 2007. Central research funds allocated<br />
in 2007 amounted to R26 million, confirming <strong>the</strong> UFS’s<br />
commitment to research.<br />
Progress has also been made with contract research, <strong>the</strong><br />
marketing <strong>of</strong> intellectual property (IP) and research com mercialisation.<br />
A candidate attorney from Phatshoane Henney<br />
Inc. has been assisting with contract management. The acting<br />
Director for Entrepreneurship and Special Projects con tinued<br />
his duties and a process has been initiated to appoint a<br />
manager to spearhead research com mer ciali sa tion. The<br />
Policy for <strong>the</strong> Management <strong>of</strong> Intel lectual Pro perty has been<br />
approved for implementation and legal representatives have<br />
been contracted to handle UFS patents.<br />
Natwet trek baie fondse van buite<br />
Die Fakulteit Natuur- en Landbouwetenskappe se doelwit<br />
om sy navorsing en onderrig met beter toerusting en fondse<br />
te ondersteun, het ’n paar hupstote gekry. Biopad het R13,5<br />
miljoen in Biochemie geïnvesteer. Beurse van R900 000 is<br />
deur die Departement vir Wetenskap en Tegnologie aan die<br />
Sentrum vir Rampbestuur toegeken en ’n ooreenkoms van<br />
R600 000 per jaar is tussen die Departement Wiskundige<br />
Statistiek en Eskom vir navorsing aangegaan.
Pr<strong>of</strong>. Sakkie Pretorius, Renée Prins, ’n geaffilieerde<br />
kol lega, en Lesley Boyd van die John Innes Instituut in<br />
Engeland, het befondsing vir vier jaar vanaf die Bio technology<br />
and Biological Sciences Research Council (UK)<br />
(BBSR) in samewerking met die Department for International<br />
Development (UK) (DflD)-program gekry. Die<br />
totaal is £610 466 (sowat R8,5 miljoen) waarvan £209 042<br />
(sowat R2,9 miljoen) aan die <strong>UV</strong> geskenk word. Die projek<br />
is gerig om die genetika van roesweerstand in Afrikakoring<br />
te ondersoek.<br />
’n Bemarkingsbestuurder vir die fakulteit is in 2007<br />
aangestel om veral te help met die skryf van besigheidsplanne<br />
en voorstelle en die bemarking daarvan aan eksterne<br />
investeerders. Onmiddellike sukses is reeds hiermee bereik<br />
met twee kontrakte wat met Suider-Afrikaanse Ontwikkelingsgemeenskap<br />
(SAOG) gesluit is en ’n verdere<br />
een met die Mangaung-munisipaliteit.<br />
Die Fakulteit Geesteswetenskappe slaag daarin om uit<br />
sy SLE-toekenning personeelbesparings te weeg te bring.<br />
Uit die besparings is die fakulteit in staat gestel om verdere<br />
akademiese aktiwiteite te bevorder, onder meer by wyse<br />
van bykomende toekennings vir navorsings assistensie.<br />
Fondse is ook beskikbaar gestel om meer studente-as sistente<br />
aan te stel om akademici te ondersteun.<br />
Benewens die sentrums en eenhede wat in ’n groot<br />
mate selfversorgend moet wees, poog individuele departemente<br />
ook om finansieel volhoubaar te wees deur geldgenererende<br />
dienste te lewer. So lewer die tolkbeen van die<br />
Departement Afro-Asiatiese Studie, Gebaretaal en Taalpraktyk<br />
’n finansieel-volhoubare diens, nie net binne die<br />
<strong>UV</strong> nie, maar aan buite-instansies. Die meeste dienste word<br />
na buite gelewer.<br />
Benewens die volgehoue studentegroei op sowel voorgraadse<br />
as nagraadse vlak wat tot die finansiële vol houbaarheid<br />
van die Departement Drama en Teaterkuns bygedra<br />
het, het die departement ook daarin geslaag om<br />
der de stroomgeld te bekom. ’n Beurstoekenning van<br />
R60 000 vir voorgraadse en R27 000 elk vir vier nagraadse<br />
stu dente is van die Departement Kuns en Kultuur bekom en<br />
R74 000 is vir die departementele diensleerprojek onder<br />
leiding van nagraadse studente in Heidedal bewillig. Uit<br />
die Lotto-befondsing is ongeveer R90 000 oor om vir twee<br />
pro duksies in die 2008-siklus oor te dra en in 2007 is meer<br />
as R43 000 se winste teruggeploeg in opleiding en instandhouding<br />
van teaters.<br />

Skool vir Geneeskunde<br />
Na aanleiding van verskeie gesprekke tussen die mediese<br />
dekane op nasionale vlak, die Tesourie, asook die nasionale<br />
Departement van Gesondheid is ’n plan goedgekeur<br />
om die finansiële volhoubaarheid van mediese skole te<br />
verseker. Toekennings ten bedrae van R15,7 miljoen vir<br />
2008 en R23,5 miljoen vir 2009 is reeds goedgekeur.<br />
Nederlandse instansies dra by<br />
Die Afdeling: Afrikaans en Nederlands was ook in staat om<br />
’n beduidende hoeveelheid fondse van buite te ge nereer.<br />
Toekennings is ontvang vanaf die Stichting Neerlandia, die<br />
Noordelike Kennisnetwerk, die Suider-Afri kaanse Ver eniging<br />
vir Neerlandistiek, die Vlaamse Pro ductiefonds en die<br />

befond sing van diensleermodules saamgestel en goed gekeur.<br />

Conclusion: robust<br />
foundations and <strong>the</strong><br />
diversity challenge<br />

The growth in general research output during <strong>the</strong> past five<br />
years also shows that <strong>the</strong> underlying research base <strong>of</strong> <strong>the</strong><br />
university has deepened tremendously, with a growing<br />
cohort <strong>of</strong> young, female and black researchers adding to<br />
one’s optimism that a robust academic capacity will<br />
continue to develop. New projects like <strong>the</strong> continued rollout<br />
<strong>of</strong> <strong>the</strong> blended learning model and <strong>the</strong> new academic<br />
orientation <strong>of</strong> first-year (and senior) students are likely to<br />
be decisive for <strong>the</strong> teaching-learning performance <strong>of</strong> <strong>the</strong><br />
UFS in <strong>the</strong> future. Our leadership in community engagement<br />
continues to excite.<br />
New initiatives such as a possible engineering faculty<br />
adds to <strong>the</strong> sense <strong>of</strong> excitement about <strong>the</strong> future. The<br />
regeneration <strong>of</strong> <strong>the</strong> arts departments and <strong>the</strong> “new” Odeion<br />
String Quartet, and partnership projects like <strong>the</strong> Mangaung<br />
Strings Programme are a source <strong>of</strong> pleasure and hope. Sport<br />
commercialisation and development seem to be on <strong>the</strong> eve<br />
<strong>of</strong> great things.<br />
Compared to <strong>the</strong> financially depressing 1990s when<br />
few people saw a university or academic career at <strong>the</strong> UFS<br />
as an attractive option, a new era <strong>of</strong> hope appears to have<br />
dawned in <strong>the</strong> hearts <strong>of</strong> our academic staff as well as<br />
support staff. There is also a new sense <strong>of</strong> taking<br />
responsibility for <strong>the</strong>ir own future visible amongst staff.<br />
One can only be thankful for this change <strong>of</strong> attitude and <strong>the</strong><br />
new creativity that is apparent at <strong>the</strong> moment.<br />
In general, taking a five-year perspective, a large<br />
number <strong>of</strong> <strong>the</strong> building blocks <strong>of</strong> being a very good university<br />
were systematically reconfigured, boosted and<br />
modernised. The approximately R100 million <strong>of</strong> discretionary<br />
funds for strategic application that became available<br />
annually as a result <strong>of</strong> <strong>the</strong> financial Turnaround strategy,<br />
was absolutely instrumental in this process – aided by welldisciplined<br />
budgetary processes and financial management.<br />
As surveyed in Chapter 1, <strong>the</strong> projects cover many<br />
dimensions <strong>of</strong> <strong>the</strong> university in faculties, in support service<br />
departments, and in student life. Most <strong>of</strong> <strong>the</strong> backlogs <strong>of</strong><br />

Looking back at <strong>the</strong> year 2007 and <strong>the</strong> many splendid achievements by <strong>the</strong> staff <strong>of</strong> this<br />
<strong>University</strong> in such diverse areas <strong>of</strong> expertise, as well as in <strong>the</strong> support services, it clearly<br />
was a good year for <strong>the</strong> UFS. Especially <strong>the</strong> progress with <strong>the</strong> conceptual design and<br />
launch <strong>of</strong> <strong>the</strong> strategic academic clusters, and <strong>the</strong> significant number <strong>of</strong> academics<br />
from many departments and centres already involved in <strong>the</strong>m, bode well for <strong>the</strong> future. One<br />
hopes that a growing number <strong>of</strong> academics will be drawn to <strong>the</strong> clusters, and that a growing<br />
inflow <strong>of</strong> third-stream income will see <strong>the</strong>se clusters develop into engines <strong>of</strong> academic growth<br />
and robustness.<br />
<strong>the</strong> financially depressing 1990s have been eliminated and<br />
significant new advances made.<br />
Today we are better <strong>of</strong>f in almost all aspects <strong>of</strong> <strong>the</strong><br />
university than ever before, evidenced by <strong>the</strong> increasing<br />
number <strong>of</strong> staff coming to <strong>the</strong> UFS from <strong>the</strong> large<br />
universities, including <strong>the</strong> large English universities. This<br />
also includes <strong>the</strong> remuneration <strong>of</strong> staff, where significant<br />
real increases (above inflation) have been achieved since<br />
2000, largely eradicating our earlier competitive dis advantages<br />
vis-à-vis large metropolitan universities (despite<br />
lower costs <strong>of</strong> living in Bloemfontein). And, <strong>of</strong> course, we<br />
have grown from approximately 12 100 students in 2000 to<br />
approximately 24 700 in 2007. And <strong>the</strong>se students have<br />
access to learning facilities as well as sports and leisure<br />
facilities never available to students before.<br />
We have indeed been blessed. And I wish to thank all<br />
<strong>the</strong> staff and members <strong>of</strong> management who contributed to<br />
<strong>the</strong> necessary change processes <strong>of</strong> <strong>the</strong> last five years.<br />
Alongside <strong>the</strong> “academic project”, <strong>the</strong> o<strong>the</strong>r major<br />
endeavour <strong>of</strong> <strong>the</strong> UFS has been comprehensive trans formation.<br />
For many years <strong>the</strong> UFS has earnestly been tackling<br />
this complex issue, taking <strong>the</strong> lead nationally in many<br />
respects. The sequence <strong>of</strong> steps in this mega-project in <strong>the</strong><br />
past number <strong>of</strong> years was described in earlier chapters <strong>of</strong><br />
this review. Three major milestones were reached in 2007:<br />
<strong>the</strong> draft Institutional Charter, <strong>the</strong> fourth-phase<br />
Transformation Plan, and <strong>the</strong> breakthrough Employment<br />
Equity Plan.<br />
I wish to thank and recognise all <strong>the</strong> individuals who<br />
worked hard to produce and finalise <strong>the</strong>se documents. We<br />
have much to be proud <strong>of</strong>. If we continue diligently and

sincerely on <strong>the</strong> path <strong>of</strong> ‘high-quality transformation’ that<br />
we have chosen, I am optimistic that out <strong>of</strong> <strong>the</strong> people <strong>of</strong><br />
this university will emerge an innovative and extraordinary<br />
post-transformation university – perhaps a model for o<strong>the</strong>rs<br />
struggling with <strong>the</strong> complexities <strong>of</strong> diversity in <strong>the</strong> context<br />
<strong>of</strong> a painful, divided past.<br />
Transformation and diversity: <strong>the</strong> residence<br />
diversity challenge<br />
Given how many grounds we have to be optimistic – and,<br />
yes, idealistic – about transformation and shaping a new<br />
university and a new society, one cannot but end this review<br />
<strong>of</strong> <strong>the</strong> year 2007 on a note <strong>of</strong> pr<strong>of</strong>ound sadness. A unique<br />
opportunity to create a new residence culture for <strong>the</strong> youth<br />
to really empower <strong>the</strong>m to function as liberated persons in<br />
a world <strong>of</strong> rich diversity – a new model based on a<br />
sophisticated policy – was all but squandered by <strong>the</strong><br />
resistance <strong>of</strong> <strong>the</strong> traditionally white residence students.<br />
What is a great cause <strong>of</strong> concern is <strong>the</strong> outside<br />
interference <strong>of</strong> a political party, with its own national<br />
political agenda, that became <strong>the</strong> main force behind this<br />
well-organised and well-financed resistance. More than<br />
perhaps ever before, senior management was sincerely<br />
involved in <strong>the</strong> development <strong>of</strong> and consultations regarding<br />
<strong>the</strong> new residence policy and its educational rationale.<br />
However, political agendas closed <strong>the</strong> ears and minds <strong>of</strong> a<br />
particular group <strong>of</strong> students and <strong>the</strong>ir leaders to <strong>the</strong><br />

In die proses is ’n beeld geskep van die wit Afrikaanse<br />
Kovsiestudent as rassisties – ’n beeld wat veral<br />
in die Suid-Afrikaanse en wêreldgeheue drama ties<br />
vasgelê is toe die berugte Reitz-video, wat in September<br />
2007 gemaak is om opposisie teen die plasingsbeleid<br />
te demonstreer, in Februarie 2008 be kend geraak het.<br />
Dit is iets wat dalk later, <strong>of</strong> selfs gouer, nadelige<br />

necessity, logic and benefits <strong>of</strong> <strong>the</strong> new policy that was<br />
approved by <strong>the</strong> management and <strong>the</strong> Council in mid-2007<br />
for implementation in 2008.<br />
An unfortunate side-effect <strong>of</strong> <strong>the</strong> events surrounding<br />
<strong>the</strong> residences – also those early in 2008 when <strong>the</strong> infamous<br />
Reitz video became public – followed by a national and<br />
international outcry, was that it ruptured much <strong>of</strong> <strong>the</strong><br />
healing and mutual trust that had begun to develop between<br />
black and white on <strong>the</strong> campus.<br />
Despite several possible shortcomings in policy design,<br />
implementation management capacity and implementation<br />
detail, my management team and I believed that it was<br />
entirely possible to implement this Council policy<br />
successfully – it was thirteen years after 1994, after all. But<br />
this required everybody to co-operate in good faith and<br />
support <strong>the</strong> policy free from political interference within<br />
<strong>the</strong> context <strong>of</strong> a true commitment to a non-racial South<br />
Africa.<br />
In hindsight it appears that <strong>the</strong> Council and management<br />
underestimated <strong>the</strong> depth <strong>of</strong> resistance to such change – or<br />
at least <strong>the</strong> degree <strong>of</strong> skepticism about <strong>the</strong> workability <strong>of</strong><br />
our diversity model – amongst many white students and<br />
parents (and alumni). Despite <strong>the</strong> discussion and adoption<br />
<strong>of</strong> all manner <strong>of</strong> transformation documents and related<br />
policy documents in many inclusive task teams and<br />
decision-making forums, and many policy speeches re-<br />

onderrigtaal en as bestuurs- en admini stratiewe taal<br />
aan die <strong>UV</strong>. Die weerstand teen diversiteit in koshuise<br />
laat die argument vir parallel-medium onderrig net te<br />

een vir veeltaligheid. Net die tyd sal leer <strong>of</strong> diegene<br />
wat alles wou behou, alles sou verloor.<br />
Net so kan tradisionele koshuise dalk ook in die slag<br />
bly. Dit kan wees dat die enigste werkbare model nou<br />
een is waar koshuise amper soos woonstelle bestuur<br />
word deur ’n pr<strong>of</strong>essionele bestuurspan. Dalk sal daar<br />
vir die tradisionele koshuis met sy tradisies en gebruike<br />
wat gerig was op homogenisering en konformering –<br />
wat in wit én swart koshuise die voorkeur was – nie plek<br />
wees op ’n kampus wat die verdeeldheid van die verlede<br />
en die hede waarlik wil oorbrug nie.

<strong>of</strong> <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> approved policy appeared to<br />
be a shock to many.<br />
These dynamics would continue to play out in <strong>the</strong><br />
traumatic events <strong>of</strong> early 2008 and what followed –<br />
eventually leading to my stepping down as Vice-Chancellor<br />
due to excessive executive stress. This flowed mainly from<br />
<strong>the</strong> political divisions, on campus and in <strong>the</strong> <strong>University</strong><br />
Council, that were brought about by <strong>the</strong> implementation <strong>of</strong><br />
<strong>the</strong> new placement policy and, ultimately, <strong>the</strong> Reitz incident<br />
as a bizarre symbol <strong>of</strong> <strong>the</strong> controversy surrounding <strong>the</strong><br />
Council’s new placement policy.<br />
These divisions, and <strong>the</strong> polarisation that developed,<br />
unfortunately suggest that in terms <strong>of</strong> diversity management,<br />
<strong>the</strong> UFS in 2007 was still far from robust, despite so much<br />
hard work over many years. It is small comfort that all<br />
South African universities, through Higher Education<br />
South Africa (HESA), acknowledged in March 2008 that<br />
<strong>the</strong>y all still struggle with diversity, racism, ethnicity,<br />
intolerance and discrimination, and that <strong>the</strong> Reitz incident<br />
could have happened on any campus.<br />
Perhaps “diversity robustness” was too much to ask for<br />
in 2007, given our historical and stakeholder context. After<br />
all, social change is a process, not an event.<br />

But who knows what good might come out <strong>of</strong> this<br />
trauma? Whatever <strong>the</strong> course <strong>of</strong> <strong>the</strong> implementation <strong>of</strong> <strong>the</strong><br />
new residence policy in 2008 and <strong>the</strong>reafter, bravely (if<br />
belatedly) crossing this bridge will in all likelihood<br />
permanently affect <strong>the</strong> institutional culture <strong>of</strong> <strong>the</strong> UFS. In<br />
this sense 2007 may prove to be a watershed year in <strong>the</strong><br />
history <strong>of</strong> <strong>the</strong> UFS. History will judge whe<strong>the</strong>r <strong>the</strong> new<br />
residence placement policy was a good transformation step<br />
or a moment <strong>of</strong> folly.<br />
But perhaps not even history will achieve a consensus<br />
view. Such is our society.<br />
