4 Jaaroorsig • 2007 hierdie projek is die Skills for a Changing World-program, wat tans in die ontwikkelingsfase is as ’n projek van die FSHEC (Free State Higher Education Consortium), waar in die UV ’n anker-aandeelhouer is. Die modernisering van bestuurstelsels was sedert 2003 ook ’n belangrike inisiatief van die bestuur. Dit sluit in die modernisering van rekenaardienste en -stelsels, ’n moder ne besluitneming- en vergaderingsbestuurstelsel, ’n nuwe geïnte greerde administrasie rekenaarstelsel (nl. PeopleSoft), nuwe studenteregistrasieprosesse, ’n nuwe vergoeding- en mens like hulp bron stel sels, ’n geïntegreerde pre stasie bestuur stelsel, asook kundigheidsgebaseerde en gehalte-gerigte fisiese beplanningsprosesse. Die stiging van ’n Beplan nings eenheid (2004), ’n heeltydse Entrepreneuriese kan toor (2004) en onlangs ’n nuwe Internasionale kantoor (en -strategie) was ook belangrike stappe in hierdie jare. Die dramatiese opgradering van die fisiese omgewing en netheid van die hoofkampus is een van die suksesvolste inisiatiewe van hierdie rektorstermyn. Die doel was om, na die moeilike finansiële dekades van die 1980’s en 1990’s toe kapitaalprojekte noodgedwonge afgeskeep is, die basis te lê vir die volgende 25 jaar se funksionering. Naas ikoonprojekte soos die herinrigting van die ou Hoofgebou, die nuwe Eeufeeskompleks, die nuwe studentesentrum (Thakaneng), die jolkol en astro-hokkievelde asook die groot aanbouwerk aan die Chemie-gebou, was daar oor ’n breë front die wesenlike herinrigting en gehalteverbetering van feitlik alle akademiese en administratiewe geboue, kantore en werksareas, asook sportgeriewe. Die grootste impak op die kampusatmosfeer was die suksesvolle projek om die hoofkampus voetgangervriendelik te maak met ’n verskeiden heid voetgangerpaadjies, pleintjies en sitplek vir studente en personeel – en minder motors in die sentrale area, tesame met ’n nuwe geordende parkeerstelsel wat in 2007 ingestel is. Ook die Qwaqwa-kampus is aansienlik opgradeer in hierdie termyn. Die jaar 2006, toe ’n Institutionele Gehalte-oudit op die UV gedoen is deur die Hoëronderwys Gehalte ver se ke ringskomitee (HOGK) van die Raad op Hoër Onderwys, is veral toegewy aan sistematiese inisiatiewe om die intrinsieke gehalte van die akademie (veral onderrigleer) sowel as steun dienste te verhoog, en om permanente ge hal te ver sekering stelsels daar te stel. Ongelukkig het die UV eers teen die einde van 2007 ’n voorlopige verslag van die HOGK ontvang, en sou die finale verslag eers in 2008 ontvang word. Die UV het gevolglik hierdie jaar voort gegaan om aandag te gee aan van die leemtes en ge halte ga pings wat die universiteit voor die oudit self geïdentifiseer het. Dié gehaltegapings stem grootliks ooreenstem met aan be velings in die voorlopige verslag van die HOGK. The challenges of transformation, diversity and equity: a new era? The Vice-Chancellors opening address of February 2007 – titled Beyond redress: Towards the “promised land” of a high quality, equitable, non-racial and non-sexist university – was dedicated to the launch of the draft UFS Institutional Charter, which is an important document to underpin the transformation as university. Once refined and agreed upon by the campus community, its main goal is to provide a clear framework and vision of the kind of university the UFS wants to be after transformation and after the necessary redress phase. A key theme is to outline foundational (or constitutive) principles for a university community, characterised by diversity, that provides an institutional culture of non-dominance, non-marginalisation and a sense of belonging for all. (See chapter 3.) In conjunction with the Transformation Plan and the Employment Equity Plan, this document completed a trio of initiatives intended to provide the foundation for robustness with regard to transformation, diversity, equity and human relations. Given the social divisions, complexity and trauma of the current South African transition, which the UFS cannot escape, this was to prove the most difficult project of the last five years. Only time would tell whether the UFS community was ready for the deep attitudinal changes necessary for attaining robustness and reconciliation in this area. The main test in this regard was to be the Council decision, in July 2007, to change the residential placement policy to address the failed efforts to integrate residences in the difficult times of the late 1990s. Whatever the eventual outcome, bravely (if belatedly) crossing this bridge would, through unfolding events in 2007 and 2008, permanently affect the institutional culture of the UFS. In this sense 2007 may prove to be a watershed year in the history of the UFS. Prof Fourie ended his opening address with the university choir’s recording of Plea from Africa, written by John Knox Bokwe (1855-1922). It expresses the yearning of peoples in Africa under colonial oppression and exploitation, the yearning for a new future, for a promised land. He asked the audience to listen quietly to the words from this prayer:

In Februarie 2007, as die laaste stap van die eeu fees vie ringe van die UV, is die geskiedenisboek van die UV tydens ’n pragfunksie bekendgestel. Dit heet Van Sink tot Sand steen tot Graniet. Die Engelse weergawe se titel is From Grey to Gold. Die boek beslaan meer as 500 bladsye. Die projek om die geskiedenis na te vors en te boek te stel het ongeveer agt jaar geduur. Tydens die be kend stel lings funk sie was al die lewende oudrektore van die UV teen woor dig. Pro fes sionele video-onder houde is tydens hierdie be soek met elk van hulle sowel as die huidige rektor gevoer om hul perspektiewe op hul tydperke as rektor vas te lê. Hier is, van links, proff.
