ascertain whether the current structure – where the rugby
club functions as a more or less autonomous legal body
with its own constitution and executive committee
“controlling” rugby at the UFS – is reconcilable with
modern demands of good governance and ac countability.
A consultant audited the rugby structure and produced a
comprehensive report. The report served as a basis for the
creation of task teams that would focus on specific areas
such as the amendment of the rugby-club constitution.
Discussions between the Rector and the Cheetahs
Company on strategic cooperation continued. History was
also made with the appointment of Jaco Swanepoel as the
first fulltime head coach for rugby.
Commercialisation of sport gets a boost
A strategic Sports Plan was accepted in 2002 and a Sport
Commercialisation Plan in 2005. The implementation of
the Sports Plan was managed for some time with outside
consultants. This has not worked very well, although
Annual Review • 2007 55
important groundwork has been laid. Part of the reason for
the lack of progress has been the absence of co-ordination
and synergy between the different sport divisions –
KovsieSport, the Centre for Exercise and Sport Science
Services (CESSS) and Sport Commercialisation (in its
infancy).
Another has been the absence of a full-time, dedicated
manager who could take the Sports Plan and the Sport
Commercialisation Plan further, given new and changing
circumstances. Also required was someone with the
necessary business contacts and entrepreneurial expertise
to generate more funding and sponsorships. It could help
the sport to be liberated from the budgetary constraints that
it will always face at an academic institution.
Mr Mickey Gordon, who has taken early retirement
from North-West University, was appointed as head of a
consolidated sport cluster for a period of five years.
KovsieSport, the Sport Commercialisation Division, and
CESSS will report to him.
