Estive com o diretor Buarque [de Macedo], que deseja dar-me a construir o cais da Gamboa, para a CF de Pedro II, mas tem medo do Francisco Pereira Passos”(Diário, 25 de janeiro de 1877). Dias depois, Rebouças foi noticiado de que a obra seria entregue ao engenheiro Francisco Bicalho, pois Pereira Passos “não lhe permitira [a Macedo] encarregar-me da construção (...), dizendo: ‘Que se julgaria desautorizado’” (Diário, 6 de fevereiro de 1875).
