As explained below, we conclude that in <strong>the</strong> Salameh trial Williams gave<br />

inaccurate and incomplete testimony and testified to invalid opinions that<br />

appear tailored to <strong>the</strong> most incriminating result. Regarding most of<br />

Whitehurst's many o<strong>the</strong>r allegations, we ei<strong>the</strong>r find <strong>the</strong>m meritless or<br />

conclude that any error was insignificant. We first address <strong>the</strong> allegations<br />

relating to Williams' Salameh testimony (Section II), <strong>the</strong>n <strong>the</strong> pre-trial<br />

issues (Section III), followed by our conclusion (Section IV).<br />

II. Testimony of SSA David Williams in <strong>the</strong> Salameh Trial<br />

David Williams testified at length on direct examination in <strong>the</strong> Salameh<br />

case regarding several areas, including <strong>the</strong> following: his manufacture of<br />

urea nitrate pursuant to formulas found in manuals seized in <strong>the</strong> case; his<br />

calculation of <strong>the</strong> amount of urea nitrate that could have been produced<br />

based on certain chemical purchases; and <strong>the</strong> possible explosives used<br />

at <strong>the</strong> bombing and <strong>the</strong>ir weight, based on <strong>the</strong> damage at <strong>the</strong> scene. On<br />

cross-examination Williams elaborated on some of <strong>the</strong>se subjects and<br />

opined specifically that <strong>the</strong> main explosive used in <strong>the</strong> bombing was urea<br />

nitrate. The principal allegations relate to <strong>the</strong>se areas of Williams'<br />

testimony. We address first <strong>the</strong> FBI's manufacture of urea nitrate (Section<br />

A), <strong>the</strong>n Williams' opinions on defendants' capacity to make urea nitrate<br />

and on <strong>the</strong> explosive used in <strong>the</strong> bombing (Section B), <strong>the</strong>n Williams'<br />

testimony regarding an attempt to modify Whitehurst's dictation (Section<br />

C), and finally <strong>the</strong> o<strong>the</strong>r allegations concerning Williams' testimony<br />

(Section D).<br />

A. FBI's Manufacture of Urea Nitrate<br />

Whitehurst asserts that Williams falsely testified that Williams<br />

manufactured urea nitrate pursuant to formulas in certain blue manuals<br />

that were seized in <strong>the</strong> case and were <strong>linked</strong> to <strong>the</strong> defendants.<br />

Whitehurst maintains that Williams in fact did not manufacture any urea<br />

nitrate and that <strong>the</strong> explosive was made by o<strong>the</strong>r Laboratory personnel<br />

who did not use <strong>the</strong> formulas in <strong>the</strong> manuals. First we will summarize<br />

Williams' testimony; <strong>the</strong>n we will present <strong>the</strong> facts found in our<br />

investigation and our analysis of <strong>the</strong> issues.<br />
