For possible use in responding to <strong>the</strong> request set forth in<br />
<strong>the</strong> memorandum under reference, I offer <strong>the</strong> following comments.<br />
Before going into a technical analysis, I believe I should<br />
explain <strong>the</strong> state of. affairs as I understand it. After receipt of<br />
<strong>the</strong> memorandum under reference, I discussed this matter with Mr.<br />
Brennan and Ms. Brown of OIG and reviewed documents dating between<br />
1982 and November 199.0 assembled by <strong>the</strong> OIG team during its<br />
investigation to date. As Mr. Brennan explained <strong>the</strong> matter to nue,<br />
