<strong>the</strong> many commercial products within that range fall into certain<br />
categories or types--namely, dynamites, water gels, emulsions, and<br />
fertilizer (e.g., ANFO) products. We are concerned, however, that <strong>the</strong><br />
court may not have understood that within each type <strong>the</strong>re are numerous<br />
commercial products meeting <strong>the</strong> 14,000-15,500 feet per second range.<br />
Second, Williams testified that <strong>the</strong> VOD of water gels and emulsions are<br />
just a tad on ei<strong>the</strong>r side of that parameter of detonation [14,000-15,500<br />
feet per second]. This testimony was incorrect. There are several<br />
commercially available water gels and emulsions with VODs within <strong>the</strong><br />
14,000-15,500 feet per second bracket. See Dupont at 71; Dyno at 1-2.<br />
Third, Williams testified at trial that he could rule out some of <strong>the</strong><br />
explosives that met <strong>the</strong> range--namely, <strong>the</strong> emulsions and <strong>the</strong> water gels<br />
because of a failure to find microballoons and tipper ties in <strong>the</strong> debris.<br />
Williams contradicted this testimony at his OIG interview.<br />
As for <strong>the</strong> microballoons, if used <strong>the</strong>y may have been made of resin and<br />
likely consumed in <strong>the</strong> blast. More fundamentally, however, any<br />
microballoons used would have constituted only about five percent of <strong>the</strong><br />
total explosive mixture. No residue of <strong>the</strong> main explosive was recovered<br />
at <strong>the</strong> Trade Center. If residue of <strong>the</strong> component constituting ninety-five<br />
percent of <strong>the</strong> charge was not recovered, it should be no surprise that<br />
remains of <strong>the</strong> five percent component were not found. Williams<br />
conceded at his OIG interview that <strong>the</strong> failure to find <strong>the</strong> microballoons<br />
meant only that it's possible that <strong>the</strong>y were not <strong>the</strong>re. Williams added, I<br />
couldn't eliminate <strong>the</strong>m, because we didn't find anything.<br />
Similarly, <strong>the</strong> failure to find tipper ties did not rule out water gels.<br />
Williams testified at his OIG interview as follows:<br />
OIG: Just because you didn't find tipper ties does not really rule<br />
out those explosives, did it?<br />
AGENT WILLIAMS: No, it does not. It would not rule it out.<br />
