once it was satisfied that all expenses were being covered by <strong>the</strong><br />

U.S. interested party.<br />

Thus, by <strong>the</strong> time <strong>the</strong> Sheikh applied in May 1990 he had<br />

travelled temporarily to <strong>the</strong> United States at least once and<br />

perhaps twice and had not violated, so far as we know, <strong>the</strong> terms<br />

and conditions of his admission. I<br />

While we now know that <strong>the</strong> Sheikh applied for adjustment of<br />

status several months after arriving her^ <strong>the</strong>re is nothing.to<br />

indicate that <strong>the</strong> consular officer at Khartoum could have had<br />

reason to suspect that he would do so. In fact, we have no way of<br />

knowing at what point <strong>the</strong> Sheikh made <strong>the</strong> decision to seek<br />

permanent residence. He could have had that in mind in May 1990<br />

or even before <strong>the</strong>n. He could have decided to do so after arrival<br />

here, for reasons which arose after entry. We know nothing of<br />

that aspect of <strong>the</strong> matter and will likely never learn anything<br />

meaningful about it. Thus, <strong>the</strong> most that can possibly be said is<br />

<strong>the</strong> broad generalization that a consular officer can doubt <strong>the</strong><br />

nonimmigrant bona fides of any applicant, depending upon what is<br />

said by <strong>the</strong> applicant during <strong>the</strong> interview and his demeanor.<br />
