Agrobalt is Coming to Vilnius<br />

The most significant <strong>and</strong> extensive international exhibition of agriculture, food <strong>and</strong> package industry in the Baltic<br />

region AgroBalt 2010 has once again returned to Vilnius Litexpo Centre of Exhibition <strong>and</strong> according to its organizers,<br />

both the visitors <strong>and</strong> the participants will be met with a slogan – Directly from a farm. As usually, the exhibition structure<br />

is going to cover three main areas: business, consumers <strong>and</strong> politics. The business part will highlight the possibilities<br />

of small <strong>and</strong> medium businesses, the technologies meant for such enterprises, alternative activity in agriculture,<br />

stockbreeding, <strong>and</strong> the possibilities of purposeful employment of EU funds. The consumer part will highlight the<br />

communication with consumers, business links, developing such topics as food industry, culinary heritage, packaging,<br />

substances, equipment, ecologic farming, rural development, breeding, floriculture <strong>and</strong> olericulture, l<strong>and</strong>, garden <strong>and</strong><br />

forest technology. The main event of the political part of AgroBalt 2010 shall be the political-economical forum, titled<br />

“The quality of life in the rural areas <strong>and</strong> the possibilities in the context of the new EU financial perspective”. Here is<br />

an introduction of the main accents of the exhibition in detail.<br />

Direct AllowAnces from the eU BUDget<br />

hAve to Be UnifieD for All eU memBer stAtes<br />

the municipality of farmers claims that recently one of the<br />

most relevant questions is common Agricultural Policy (cAP)<br />

framework of 2013. open discussions on this topic in Brussels<br />

intimidate the new eU members, because the sc<strong>and</strong>inavian<br />

states (sweden, Denmark) sustain the idea of radical decrease<br />

of financial aid for all eU agriculture. Yet, new member<br />

states actively seek not only to maintain the present support<br />

for agriculture, but also to distribute the aid on the basis of<br />

equal principles throughout the eU. the commissioner of rural<br />

development Dacian Cioloş <strong>and</strong> approximately 20 official<br />

delegations from abroad are going to attend the international<br />

forum on the cAP after 2013 in AgroBalti 2010. the cAP,<br />

which is now implemented in the eU, is based on the support<br />

system for industrial farms, comprising around 43 percent of<br />

total EU budget expenses. The support helps to secure the<br />

minimal prices for the producers, as well as the stability of<br />

the eU agriculturalists’ farms <strong>and</strong> the quality of agricultural<br />

products.<br />

Due to a considerably smaller direct support, in comparison<br />

to the support received by the farmers from other eU states,<br />

the lithuanian farmers find themselves in unequal competitive<br />

circumstances. this is the reason why the ministry of<br />

Agriculture tries to retain the support for industrial farms <strong>and</strong><br />

to distribute that support throughout the eU states on the basis<br />

of equal principles in the cAP after 2013. in other words,<br />

the ministry is seeking for a unification of direct allowances<br />

for all eU states. the continuity of the cAP after 2013 <strong>and</strong><br />

the unified system <strong>and</strong> amount of direct allowances would<br />

secure the maintenance of state farmers’ income <strong>and</strong> the<br />

competitiveness of the lithuanian agricultural products in the<br />

common eU market.<br />

The Rural Development Commissioner Dacian Cioloş,<br />

whose publicly <strong>and</strong> clearly stated provisions regarding the<br />

investment support of agriculture sound optimistic to the new<br />

eU states, is planning to participate in the international forum<br />

on the cAP after 2013.<br />

the final decision regarding the cAP after 2013 shall be<br />

made by the ministers of Agriculture of the eU states.<br />

investment PossiBilities in fisherY<br />

During the exhibition AgroBalt 2010, everybody who is<br />

interested in fishery will be sought to get acquainted to the<br />

terms of support, provided by the european fishery fund, <strong>and</strong><br />

to get introduced to the investment possibilities in accordance<br />

with the priorities of the Action Plan of the lithuanian fishery<br />

sector of 2007-2013:<br />

• 1st priority – Adjustment measure for maritime<br />

fishery; the main objective – to coordinate fishery<br />

capacities <strong>and</strong> possibilities, <strong>and</strong> to create a modern,<br />

competitive <strong>and</strong> effective fishery fleet.<br />

• 2nd priority – Aquaculture, fishery in inl<strong>and</strong> waters,<br />

Processing <strong>and</strong> marketing of Aquaculture <strong>and</strong> fishery<br />

Production; the main objective – to develop aquaculture,<br />

coordinate fishery capacities with present fish resource<br />

<strong>and</strong> create a competitive an effective fishery fleet for<br />

inl<strong>and</strong> waters, to develop fish processing <strong>and</strong> marketing<br />

by enlarging the competitiveness of sector production<br />

in the market.<br />

3rd priority – means of common interest; the main<br />

objective – to promote cooperation between the<br />

companies, organizations of approved producers or<br />

other public organizations, to protect <strong>and</strong> develop water<br />

resources, to secure the development of fishing ports,<br />

berths <strong>and</strong> their infrastructure by means of creating a<br />

competitive fishery sector.<br />

4th priority – stable Development of fishery regions;<br />

the main objective – stable development of fishery<br />

regions <strong>and</strong> their life quality on the basis of local<br />

initiative <strong>and</strong> partnership.<br />

in the period from 2007 to 2013 the lithuanian fishery<br />

sector was granted a 246 034 702 million litas aid: 188.91<br />

million litas from the european fishery fund, <strong>and</strong> 57.12<br />

million litas from national budget.<br />

their ActivitY<br />

the seminars on the most actual topics of l<strong>and</strong> <strong>and</strong> food<br />

industry <strong>and</strong> on the rural development issues, organized in the<br />

exhibition of agriculture, food <strong>and</strong> package industry AgroBalt,<br />

always attract a broad circle of business, science <strong>and</strong> farming<br />

representatives.<br />

much attention will be given to the topicalities of the<br />

implementation of the lithuanian rural Development<br />

Programme of 2007-2013 in this year exhibition. During the<br />

seminar, on the very first day (29 April), the specialists from<br />

the ministry of Agriculture will present the novelties <strong>and</strong><br />

adjustments, which are to simplify the support administration<br />

<strong>and</strong> to help the farmers to develop their activity, of the<br />

programme.
