one-time allocation (though, as the Board is aware, it is often difficult to discontinue a<br />

program of this nature once it is started).<br />

o As the LIFT program is funded through the end of the current fiscal year, there is no need<br />

to provide any additional funding for the LIFT program at this time.<br />

FY20 13 Budget process:<br />

o The Board will need to determine if the jail diversionary account should be funded as part<br />

ofFY20 13 budget ($1 00,000).<br />

o If the $100,000 is included, the Board should request the PSCC provide a<br />

recommendation in September 2012 if the LIFT program has shown a further impact on<br />

decreasing the jail population and should be continued for another fiscal year.<br />

Future considerations: If the new mental health competency restoration and the LIFT programs<br />

are funded, then as part of next year's budget process, the Board may be in the position of having<br />

to support a recurring expenditure of $200,000 to support these programs. This decision should<br />

be based on the ability of both programs to show support for a reduction in the jail population.<br />

This would be an increase of at least $100,000 over existing annual funding if both programs are<br />

continued.<br />

Options<br />

I. Accept staff's report on Mental Health Competency Restoration Service and the LIFT<br />

program and provide final direction regarding funding as part of the balancing associated<br />

with Budget Discussion Item #13.<br />

2. Take no further action on the existing $100,000 carryforward available in the jail<br />

diversionary account and allow the appropriation to be returned to fund balance.<br />

3. Provide direction regarding the inclusion of $100,000 in the jail diversionary account as<br />

part of the FY20 13 budget (Item # 13) and if included, direct the PSCC to provide a<br />

recommendation on how the funds should be utilized.<br />
