To achieve these aims and objectives a list of strategic actions is compiled, identifying details of the action, desired outcomes and lead agencies and departments. All actions have been drawn up on the basis of local need and will be prioritised for implementation in consultation with the community. Athy – New Street Proposals – Shaffrey Associates Architects This Study makes reference to the recommendations contained in the 1999 “Athy-New Street Proposals”, a report by Shaffrey & Associates, Architects. The Study assesses the civic design implications of the proposed new street with recommendations for the development of a new civic square at the Dominican Church, significant upgrading of existing civic squares, (Emily Square and Back Square) and the provision of a landmark bridge over the river Barrow. N78 Athy Relief Street Preliminary Report – M.C O’Sullivan & Co Ltd M.C.O’Sullivan & Co Ltd (MCOS) were appointed in July 2001 to undertake the Athy Inner Relief Street Preliminary Design Report. The report outlines the need for the scheme, traffic considerations, design alternatives, scheme costs and defines the standards used in the development of the preliminary design. It also gives detail of the design, relevant in defining the land purchase requirements and a summary of the main environmental impacts of the scheme. The report concludes that an Inner Relief Street in Athy is justified in terms of existing and future predicted traffic and will thereby allow for significant development within the town. The report also outlines the need for an Outer Bypass to accommodate the growth potential of the town as outlined in the Athy Development Plan. As of December 2004 this scheme was proceeding to Compulsory Purchase Order Public Inquiry. 2.3 Summary The strategies, plans and studies that form the framework of reference for the Athy IFPLUT Study are broadly coherent in terms of the integration of spatial planning and transportation objectives. The role of Athy as a target growth centre is a consistent theme across the policies and objectives. Similarly, improved public transport links within and beyond the town and the need for growth in travel by foot and bicycle is a recurring theme. In overall terms the National Spatial Strategy and Regional Planning Guidelines identify that Athy should be developed to its full potential as a self sustaining development centre that serves its rural hinterland but that is also linked to its neighbouring urban centres and to the Metropolitan Area.
