3.5 Land Availability: Opportunities and Constraints
Existing Zoning
The existing land use zones in the
Town Council’s functional area must
be taken into account in any land use
study. This Study was carried out on
the basis that the existing land uses
would be reviewed, and that
recommendations would be made
regarding existing individual zones,
where necessary.
Athy has an adequate quantum of
residentially zoned land. There is
approximately 110 hectares currently
undeveloped land zoned as “New
Residential”. This does not include
the above residential planning
applications. There are few infill sites
which amount to approximately 1
hectare. Also, the zoning
“Retail/Commercial” and sites zoned
as “Residential/Commercial” in the
town centre have the capacity to
accommodate additional residential
units, the former comprising ca. 6
hectares and the latter 2.5 ha.
This amount of zoned land will
probably be adequate for the needs of
the town for the near future, although
whether it is adequate for the needs up
to the target population of 20,000 is
further explored in Section 6 below.
Figure 3.5– Athy Development Plan Overall Zoning
In terms of land zoned for
employment there are four zones in
which new jobs can be
accommodated: 45 hectares are zoned
for “Industrial/Warehousing”; 1
hectare for “Light
Industrial/Commercial”; 2.5 hectares
for “Residential/Commercial”; and
approximately 6 hectares for
“Retail/Commercial” in the town Figure 3.6 – Athy Development Plan Town Centre Zoning
centre. The last zoning category
includes ca. 1.5 hectares designated as “Redevelopment Areas”.
