Hog Lake Road has structural problems caused by inadequate drainage. The width
of the road varies and is difficult to maintain. Line of sight is insufficient along many
lengths of the road, presenting safety concerns. Heavy rain, ice or snow on the
road.in winter often prevents access to the Ramona Reservation, as poor weather
makes the already poor road conditions even more treacherous. Emergency vehicle
access to the Ramona Reservation is presently slowed due to poor road conditions
and a lack of signage. An improved access road would allow faster, more efficient
navigation and access for emergency vehicles.
As seen in Figure 2, Hog Lake Road crosses over two privately owned parcels. The
travel route crossing the private land is not recognized in the County Transportation
System. Neither the Forest Service nor the BIA has a recorded easement across the
private lands, the Reservation or Forest lands, respectively. As part of this Proposed
Action, land use easements along NFR 6S18 alignment will be issued to the Forest
Service across the private and Ramona Reservation lands and the BIA will be issued
easements on behalf of the Ramona Tribe across the private and National Forest
System lands (see Figure 3).
