Ramona Hog Lake Road Improvement Project August 2011 System. Hog Lake Road crosses Wheat Road and enters Forest lands. Hog Lake Road is “a classified Forest Road and necessary for the protection, administration, and utilization of the National Forest System lands and the use and development of its resources.” Since it is classified any change to its “as built” condition would require construction stipulations in addition to a special use easement. Hog Lake road continues to the Ramona Reservation’s west boundary and continues into the Ramona Reservation. The Proposed Action terminates inside the Ramona Reservation at the intersection of a road leading out towards Hog Lake. A variety of land uses are permitted on National Forest System lands, including timber harvesting, road construction, horseback riding, camping, and other recreational activities. As illustrated in Figure 9, Land Use, land use on and around the Project site includes shrub and brush rangeland, cropland and pasture, and mixed rangeland. Inside the Ramona Reservation boundary there are a number of unoccupied building structures located near Hog Lake near the northern terminus of the Project site. Land uses to the south of the Ramona Reservation in the Anza-Terwilliger valleys are primarily rural residential and agricultural, with apple, potato, grain and pasture agricultural operations. There are no Federal Communications Commission (FCC) or Federal Aviation Administration (FAA) sites located in the vicinity of the Project area. Hog Lake Road provides access to National Forest System lands and Ramona Reservation access to Tribal members of the Ramona Tribe. There are presently 3 houses on the Ramona Reservation and the number of trips per day along the road is relatively low. Road improvements will terminate on the Ramona Reservation near the intersection of Table Mountain Road, and will not provide an attractive means of through access to other destinations for the general public, and the improved road will therefore be unlikely to attract significantly increased traffic volume. Plans for a future ecotourism enterprise by the Ramona Tribe would also be unlikely to significantly increase traffic volumes as all visitors will be directed to park offsite and would be taken via electric vehicle up and down Hog Lake Road to and from the Ramona Reservation. Road maintenance such as the filling of potholes will be provided by the Ramona Tribe on a periodic basis based on site evaluations. Road drainage features will be checked by the Tribe before and after major storms and maintenance and repairs performed as required to keep the drainage features functional. Additional maintenance will be performed by the Ramona Tribe as needed to perform repairs to the road asphalt berms, paved surface, signage, concrete features, and road striping and pavement markings. Any scheduled maintenance of the road will occur outside of the time period between February 1 st to July 31 st - the Quino checkerspot butterfly Frank Springer & Associates, Inc. If immediate road repairs need to be completed within this time period (due to storm damage, etc.), the Ramona Tribe will contact Fish & Wildlife Service, by email or telephone, prior to performing the repairs, in order to obtain preventative measures that must be taken to reduce or eliminate risk to Quino when the repairs are performed. Transportation Facility Jurisdiction is the legal right to control or regulate use of a transportation facility derived from an easement. While jurisdiction requires authority, it does not necessarily reflect ownership. The BIA (and therefore the Ramona Tribe) would gain jurisdiction of Hog Lake Road, which provides legal ingress and egress to the Ramona Reservation. Frank Springer & Associates, Inc.
