Ramona Hog Lake Road Improvement Project August 2011 Resource Mitigation Method / Design Criteria Noise NOI-1: To reduce the effects of construction noise, the applicant shall require construction contractors to limit high noise-producing activities to the least noise-sensitive times of day and week (e.g., 7:00 am to 6:00 pm), Monday through Friday NOI-2: The applicant shall require that all construction contractors equip and maintain all construction equipment with effective muffler exhaust systems no less effective than those provided on the original equipment. NOI-3: During construction, the Project Engineer shall require all construction contractors to comply with all federal, state, county and local sound control and noise-level regulations and ordinances. NOI-4: As directed by the Project Engineer, the contractor shall implement appropriate additional noise mitigation measures including, but not limited to, changing the location of stationary equipment, shutting off idling equipment, rescheduling construction activity, notifying adjacent residents in advance of construction work or installing acoustical barriers around stationary construction noise sources Soils and Hydrology Soils To reduce the possibility of erosion, the applicant shall require construction contractors to utilize the following best management practices (BMPs) to prevent discharges from entering waters of the U.S. during construction. SOI-1: Erosion control and sedimentation prevention methods shall be utilized during the construction phase of the project. These will include the placement of fiber rolls, sand bags, rice mats, straw wattles, or similar measures. SOI-2: No stockpiles shall be placed within waters of the U.S. SOI-3: No vehicle maintenance shall be conducted within or adjacent to waters of the U.S. Frank Springer & Associates, Inc. Ramona Hog Lake Road Improvement Project August 2011 Resource Mitigation Method / Design Criteria SOI-4: Proper use and disposal of oil, gasoline, diesel fuel, antifreeze and other hazardous substances shall be enforced by the Contractor Soils and Hydrology, Continued Hydrology HYD-1: Impacts to federal/ACOE and state/CDFG drainages for culverts and road crossings are covered under the Sections 404/401 of the Clean Water Act Permit Programs and the 1600 Streambed Alteration Program. In order to compensate for the loss of waters of the U.S., mitigation at a no less than 1:1 ratio within a suitable and approved mitigation bank, or mitigated in the Project area, on lands designated and approved by the ACOE and/or CDFG. The “No Action” Alternative Under the No Action alternative the RTA will take no affirmative action (there will be no change in the current condition of the road). The “no action” alternative would avoid all new impacts. The road would remain unpaved and unimproved. No new drainage structures will be installed. Drainage of the road at the blue line stream crossing would not be improved to provide all-weather road access. Road use permit and road maintenance issues would remain unresolved. Unsafe road conditions would continue to persist, and emergency vehicle access to Ramona Reservation would continue to be inefficient, with response times adversely affected. Poor road conditions would continue to adversely impact evacuation times of Ramona Reservation residents during emergency events such as wildfires. Frank Springer & Associates, Inc.
