Ramona Hog Lake Road Improvement Project August 2011 Resource Mitigation Method / Design Criteria Sensitive and Watch List Species A qualified biological monitor shall be present during all construction activities to consult on minimizing impacts and monitor implementation of permit conditions. The biological monitor will: BIO-4: Conduct a preconstruction walk-over to identify any new sensitive species within the Project impact area. If located, impacts will be assessed by the biological supervisor and recommendations made. BIO-5: Monitor the limits of impacts and construction and verify that work areas are fenced with highly visible fencing (e.g., orange construction fencing) to ensure impacts do not occur outside of the Project footprint. BIO-6: Walk around and look under machinery each morning to flush any wildlife. BIO-7: After construction is complete, the speed limit on the road will be set at 25 mph, and will be enforced by the Ramona Tribe. BIO-8: Road signs will be erected along the roadway asking motorists to stay on the road and observe the speed limit and educating them about the presence of sensitive and endangered species in the area, to reduce the potential for pull-offs and future habitat or sensitive plant impacts. BIO-9: Routine road maintenance activities shall be scheduled to occur between July 1 and February 1. If cases occur where maintenance activities are required for public safety, then prior to conducting any maintenance, the Ramona Tribe will contact the US FWS by telephone or email, inform them of the situation prior to conducting the maintenance, and follow any precautions or mitigation measures provided by the US FWS that would minimize impacts to Quino. Ramona Hog Lake Road Improvement Project August 2011 Resource Mitigation Method / Design Criteria BIO-10: All refuse created or brought on site by construction personnel or contractors must be placed in covered containers, removed from the site daily and disposed of properly. BIO-11: The Biological Monitor shall examine the Project vicinity for any bird nests (tree, cavity, or ground) in which fledging has not occurred. If any are found during layout and marking or implementation, the Project biologist will evaluate and recommend protection measures. Management Indicator Species BIO-1, BIO-3-8, BIO-10 -11. See Above. Migratory Birds BIO-1, BIO-4, BIO-6, BIO-11. See Above. Weed Risk BIO-13: All heavy equipment used on this Project will be cleaned and inspected before moving into the Project area. This will ensure no noxious weeds will enter the Project area. Fire Risk Fire Risk BIO-14: All equipment will be cleaned and inspected before leaving the Project area to prevent the spread of existing weeds to new areas. BIO-15: All temporary staging areas shall be placed in unvegetated areas with compacted soils, and if adjacent to natural vegetation communities, shall be delineated with silt fencing. Staging areas will not be infested with noxious weeds. FIR-1: In order to minimize fire risk during the construction phase of the Project, the Fire Plan For Construction And Service Contracts 6-14-2006 (FSH 6309.32 and 6309.11) shall be implemented by the Project proponent.
