3.1.1 Environmental statement Dawn Developments Ltd/467374673/Queen’s Quay Masterplan EIA/KD 04/01/2012 Major Mixed Use Development, Queen's Quay, Clydebank EIA Scoping Report An EIA was carried out by McInally Associates Ltd in 2003 1 to inform the 2005 planning consent. The EIA covered a number of environmental themes including: traffic, noise, visual amenity, contaminated land, ecology, hydrology and hydrogeology, industrial archaeology and pollution control. A chapter on flood risk and another on sustainable urban drainage systems (SUDS) were also included. Detailed survey work was carried out to inform the EIA including: • junction surveys (traffic flow), November 2002; • baseline noise survey, March 2003; • viewpoint analysis (visual impact); • ground investigation, 2001; • phase 1 habitat survey, March 2003; • bat roost potential survey, 2003; and • archaeology walkover survey. 3.1.2 Queen’s Quay Enterprise and Learning District In March 2005, Clydebank Property Company (a subsidiary of Clydebank Re- Built) acquired 16 acres of the Queen’s Quay site (located to the south-east of the current Development site boundary). The site was named the Queen’s Quay Enterprise and Learning District (QQELD) and a series of new developments have now been completed in this area including: • Refurbishment of the quayside; • Provision of a new pontoon; • Clydebank College; • Purser’s Office (Titan Crane Visitor’s Centre); 1 Clydeside Regeneration Ltd. Major Mixed Use Development, Queen's Quay, Clydebank EIA Scoping Report 3.2 Comparison of proposed and consented Masterplan The proposed Masterplan covers a smaller area than the currently consented Queen’s Quay Masterplan (ref: DC10/084/FUL – S42) as the south-eastern portion of this site has been developed out since 2005 (see QQELD description above). There is also a slight difference in the line of the north-western boundary of the site with the new Masterplan boundary not extending as far downstream along the river bank as the current Masterplan. Other than the changes to the red line boundary, the proposed Masterplan is very similar to the consented Masterplan in that it comprises mixed use development which includes residential, office, leisure, and retail development. The key difference is that the new Masterplan includes provision for a large format supermarket development within the eastern corner of the site. The proposed petrol station associated with the supermarket plot mirrors the proposals for a new petrol station on Cart Street within the consented Masterplan. 3.3 In-combination development In order to assess in-combination environmental effects, the planning department of WDC was approached for information on other developments in the local area that have either been given planning consent or which are currently being taken forward for consideration through the planning application process.
