Dawn Developments Ltd/467374673/Queen’s Quay Masterplan EIA/KD 04/01/2012 • PAN 78: Inclusive Design; • PAN 79: Water and Drainage; • PAN 83: Masterplanning; Major Mixed Use Development, Queen's Quay, Clydebank EIA Scoping Report • Development Planning Appendix 1: The Habitats Regulations (Circular 1/2009 Appendix 1); • Environmental Impact Assessment (Scotland) Regulations 2011 (circular 3/2011); • Environmentally Sensitive Areas (Circular 17/1997); and • National Planning Policy Guideline (NPPG) 8: Retailing (Circular 16/1996). 3.4.2 Development Plan The development plan that covers the Clydebank areas comprises the Glasgow & Clyde Valley Joint Structure Plan 4th Alteration (approved 2009) and the West Dunbartonshire Local Plan (adopted 2010). 3.4.2.1 Structure Plan The approved Structure Plan sets out a common strategy for the long term planning and development of Glasgow and the Clyde Valley. Underpinning this strategy is an agenda for ‘Sustained Growth’ and to achieve this, the Structure Plan identifies four inter-related aims: • increase economic competitiveness; • promote greater social inclusion and integration; • sustain and enhance the natural and built environment; and • increase the integration of land use and transportation. To achieve these aims a number of shared targets are identified. The targets which are relevant to the proposed Queen’s Quay development are: • economic performance closer to the national average by 2011, with reduced outmigration; • a further 200ha of land provided in brownfield locations in existing employment areas, to encourage firms to relocate to and to improve access to jobs in ‘priority areas’ (Clydebank is listed as a priority area); • improving the range of local employment opportunities; • improving urban brownfield housing opportunities particularly within ‘priority areas’; • 33% increase in the rate at which urban brownfield land is developed; Page 14 Final for Issue
