Volkswagenwerk. As required by these provisions, Volkswagen<br />

terminated the existing workshop agreements. This served to<br />

obviate the risk that these firms would exploit <strong>their</strong> formal<br />

status as VW contractual partners in order to be instated as<br />

dealers, even though some of them no longer satisfied the new<br />

requirements. 144<br />

<strong>The</strong> trustees’ initial reaction to the management’s proposals<br />

was cautious. When <strong>their</strong> expectations in respect of a production<br />

increase were not fulfilled, they clearly entertained doubts<br />

as to whether a factory sales organisation in the gr<strong>and</strong> style was<br />

necessary for the small number of vehicles provided to meet<br />

civilian requirements. Not until the end of October 1946 did the<br />

<strong>British</strong> military government approve the setting up of a dealer<br />

organisation for its zone which in its basic features conformed<br />

to Feuereissen’s blueprint. With the authorisation of 10 main<br />

distributors <strong>and</strong> 28 dealers, his advice was followed of not<br />

making the network too dense, so that the dealers would have a<br />

livelihood from the low level of civilian business. Otherwise<br />

there was a risk that they would lose interest in providing<br />

Volkswagen customers with a satisfactory level of service. At the<br />

beginning of December 1946 a main distributor for Berlin was<br />

added, having been selected by the service department from<br />

three hopefuls named by Major Hirst. Only the wholesalers had<br />

direct business dealings with the Volkswagenwerk. <strong>The</strong>y had<br />

sole responsibility for the proper delivery of the Volkswagens,<br />

the service <strong>and</strong> the sale of replacement parts. <strong>The</strong> dealers were<br />

selected in consultation between the factory management <strong>and</strong><br />

the main distributor. Appropriate contracts with the main<br />

distributors were in preparation, <strong>and</strong> at the beginning of 1947<br />

were ready for approval. 145<br />
