8. More Green Building programs should be implemented and more points should be<br />

offered under Green Permitting/Green Building programs for deconstruction and<br />

reuse.<br />

9. Decriminalize the salvaging of building materials from demolition sites and maintain<br />

an open market for C&D waste material.<br />

10. Support reuse centers by providing below market rents on publicly owned warehouse<br />

space or selling public space to reuse stores for below-market value. These entities<br />

could also publicize the work of reuse centers (for example, distributing information<br />

about them at mortgage closings).<br />

11. “State or federal tax credits could be offered for donation of building materials<br />

resulting from deconstruction in order to address the lack of a financial incentive for<br />

tax-exempt building owners – who are not eligible for the tax deduction for donated<br />

materials – to deconstruct their buildings. Secondary markets for tax credits exist so<br />

that recipients who do not pay income taxes, such as non-profits, can sell them to<br />

investors who could benefit from the credit. As an example, a Chicago company that<br />

manufactures rooftop solar systems has set up a process for transferring tax credits for<br />

tax-exempt buyers of solar systems to investors who can make use of the credit”.<br />
