Several group-discussion sessions allowed to finalize <strong>the</strong> following list of criteria (see<br />
detailed list in appendix 5.3.):<br />
1. Policy efficiency in improving GPs’ attraction, recruitment and retention,<br />
2. Cost-benefit of <strong>the</strong> policy from a societal point of view,<br />
3. Acceptance by <strong>the</strong> o<strong>the</strong>r health professionals,<br />
4. Accessibility of care delivered by a GP from a geographical and financial<br />
point of view as well as <strong>the</strong> patient’s freedom of choice of a GP.<br />
6.3.5 Development of <strong>the</strong> scoring and <strong>the</strong> ranking<br />
Two indicators describe <strong>the</strong> rating of <strong>the</strong> policies i.e., a rank and a score.<br />
The rank varies between 1 and 5: it is equal to 1 if <strong>the</strong> stakeholder chooses it as his/her<br />
first choice policy, 2 for his/her 2 nd choice, 3 for his/her 3 rd choice, 4 if a policy was not<br />
cited and 5 if it was discarded. The lower <strong>the</strong> value of <strong>the</strong> rank, <strong>the</strong> better <strong>the</strong> policy.<br />
