PORT MACQUARIE-HASTINGS COUNCIL Governance Meeting Date: 16/02/2011 - Council Meeting ___________________________________________________________ Item 21 Subject PURCHASE OF 14 TONNE EXCAVATOR Director TONY LEAHY (CBS) ___________________________________________________________ RECOMMENDATION That Council accept the tender from Komatsu Australia P/L for the supply and delivery of one (1) Komatsu PC138SU-8 Excavator for$183,943.00 ex GST. Discussion Provision was made in the 2010/11 Plant Replacement Programme for the purchase of an additional 14 tonne excavator. This excavator will be used mainly for road construction and maintenance and forms a key part of Infrastructure’s strategy to improve Council's road system. Tenders were invited and ten (10) tenders were received, eight (8) tenders for the supply and delivery of the new excavator as specified and two (2) tenders for the supply of demonstration models which were not considered. A copy of the Schedule of Tenderers has been attached to this report for information. From the ten (10) tenders received a short list of four (4) were selected and invited to demonstrate their machines for appraisal. The four (4) machines demonstrated were: Komatsu PC138US-8 Kobelco SK135SR-3 JCB J21400 Takeuchi TB1140 All machines were given a comprehensive trial and all were considered acceptable for Council's operation with each offering different characteristics of advantages for Council's operations and some lacking in other areas of operational abilities. After full evaluation of the excavators, it was determined that the Komatsu PC138SU-8 offered by Komatsu Australia P/L was the preferred option due to it's operational functionality. In addition to the Komatsu excavator offering better performance, Council has been operating a similar Komatsu PC200-6 for seven (7) years in it’s landfill operations and have had no major mechanical problems and received exceptional back up service from Komatsu Australia P/L. The operators, mechanical staff and supervisors were very happy with the performance and new technology in the new machine and unanimously agreed that the Komatsu product was PAGE 44

Alignment With Strategic Direction The purchase of this asset will ensure the ongoing operational improvements within the road construction and maintenance areas. Consultation There has been considerable consultation in the selection of this excavator between the: - Fleet Services Manager - Manager Infrastructure Operations - Plant Co-ordinator - Technical Officer - Construction - Mechanical Staff - Team Leaders - Operators Planning and Policy Impact The proposal outlined in the report supports the current policies of Council. Financial & Economic Implications Funding is available in Council's Plant Reserve for this purchase. Options The options available are either to adopt the recommendation or amend same. PAGE 45
