PORT MACQUARIE-HASTINGS COUNCIL Governance Meeting Date: 16/02/2011 - Council Meeting ___________________________________________________________ Item 22 Subject PURCHASE OF SKIDSTEER LOADER AND ATTACHMENTS Director TONY LEAHY (CBS) ___________________________________________________________ RECOMMENDATION That Council accept the tender from All Diesel Equipment Sale & Service for the supply and delivery of one (1) Bobcat S330H-8 Skidsteer Loader for $138,883.00 ex GST. Discussion Provision was made in the 2010/11 Plant Replacement Programme for the purchase of an additional skidsteer loader, profiler and trailer. This skidsteer loader will be used mainly for road maintenance and forms a part of Infrastructure’s strategy to improve Council's road system. Tenders were invited and five (5) tenders were received for the supply and delivery of the new skidsteer loader and attachments mounted on a trailer. A copy of the Schedule of Tenderers has been attached to this report for information. From the five (5) tenders received a short list of three (3) were selected and invited to demonstrate their machines for appraisal. Hitachi Construction Equipments P/L could not supply a machine for demonstration in the configuration Council had specified and withdrew their tender. Council allowed All Diesel Sales & Service, who had tendered two different models, to only supply one for demonstration as both machines were similar with a slight difference in Kw power. This left two machines to evaluate being Bobcat S650 and the Wacker Neuson 901SP model. Both machines were given a comprehensive trial using a road profiler and both were considered acceptable for Council's operation with each offering different characteristics and advantages. After full evaluation of the two skidsteer loaders demonstrated, it was decided that due to the better operational abilities, the Bobcat S330H offered by All Diesel Sales & Service was the preferred option. In particular the Bobcat machine offered a greater operational weight and stability when profiling bituminous services. This was considered to be a most important aspect of its function. The operators, mechanical staff and supervisors were very happy with the performance and new technology in the recommended machine and agreed that the Bobcat combination was best value for Council when considering all evaluation criteria. Consultation There has been considerable consultation in the selection of this skidsteer loader between the: - Fleet Services Manager - Manager Infrastructure Operations - Plant Co-ordinator - Technical Officer - Maintenance - Urban Road Maintenance Co-ordinator - Mechanical Staff - Team Leaders - Operators Planning and Policy Impact The proposal outlined in the report supports the current policies of Council. Financial & Economic Implications Funding is available in Council's Plant Reserve for this purchase. Options The options available are either to adopt the recommendation or amend the same. PAGE 47
