Rural Residential The primary aim is to provide a coordinated, strategic approach to the release of land for rural residential development, in accordance with the requirements of the NSW Department of Planning. 2011/12 Action Comments King Creek An update of the strategic framework in the King Creek area and amendment/s of the PMH LEP in consultation with the NSW Department of Planning Sancrox Preparation of a Structure Plan as a precursor to potential future rural residential development in the greater Sancrox area (see also strategy section above). 5. DCP Review In addition to the preparation of new precinct specific DCP provisions listed in the sections above, there is a need to continue the staged review of general DCP provisions in the comprehensive DCP for the Port Macquarie-Hastings, to update Council policy in line with current best practice and State planning requirements. 2011/12 Action Comments Initial review of consolidated The review of the Port Macquarie-Hastings consolidated DCP PMH DCP is to be finalised following part re-exhibition of DCP provisions (see separate report 16 Feb 2011). Staged DCP review/updates Priorities for DCP amendment to be assessed by Council, in consultation with stakeholders, to determine a program of DCP review. PAGE 94

LEP Review The preparation of a new local environmental plan (LEP) for the Port Macquarie-Hastings LGA is currently being finalised by the NSW Department of Planning. Advice to Council is that this is imminent and that the LEP is likely to be notified and brought into effect in February 2011. The focus for LEP amendments in the 2011/12 financial year will be on the staged review of the new LEP to: • Implement the outcomes of strategic investigations described above, • Incorporate necessary State wide changes to the LEP, • Finalise current investigations for site specific LEP amendments, which have been substantially progressed in accordance with past strategies and/or resolutions of Council, and • Implement site specific amendments that accord with the Mid North Coast Regional Strategy and adopted UGMS. Site specific LEP amendments will be grouped annually, except in instances where an LEP amendment is assigned a high priority due to the economic significance or legal implications associated with the proposed amendment. Pre-lodgement meetings will be held in relation to potential LEP amendments to promote effective and efficient communication in relation to LEP amendments and study requirements. 2011/12 Action Comments Finalisation of a new PMH LEP Expected completion in February 2011. Finalise historic site specific LEP investigations Administrative amendments to the new PMH LEP Site specific LEP amendments Those being progressed are: • Lakeside Way • Tathra Rd • Pioneer St • Beach St, Bonny Hills • Major Innes Dve • Ocean Dve (West Haven) Administrative amendments need to be undertaken on an as needs basis, including expected changes to the Standard Instrument Template for NSW, as required by the NSW Department of Planning. Where consistent with MNCRS, including the Settlement Planning Guidelines and Council’s adopted UGMS. To be grouped annually where possible to minimise impact on Council’s strategic planning program. Alignment With Strategic Direction The proposed work program is derived from Council's adopted Urban Growth Management Strategy. Consultation The proposed 2011/12 work program is consistent with the UGMS adopted by Council in December 2010. Substantial community consultation has been undertaken during the preparation of that Strategy. Council has received some requests for specific matters to be included in the Strategic program for 2011/12. Further consultation will take place with these parties within the framework described above. PAGE 95
