The objective of the NZ Transport Agency is to undertake its functions in a way that contributes to an affordable, integrated, safe, responsive, and sustainable land transport system. Each year, the NZ Transport Agency invests a portion of its funds on research that contributes to this objective. This report is the final stage of a project commissioned by Land Transport New Zealand before 31 July 2008 and is published by the NZ Transport Agency.
