NORTH AMERICAN POLICIES: Québec's REFRIGERATION OPTIMIZATION PROGRAM (OPTER)<br />
The Refrigeration Optimization Program (OPTER), administered<br />
by Québec’s Ministry of Natural Resources and<br />
Wildlife, encourages large refrigeration system owners<br />
to make the switch to the more environmentally friendly<br />
types of systems that are available today.<br />
• Supermarket component 9 : With the principal goal of<br />
reducing greenhouse gas emissions from supermarket<br />
refrigeration, the Refrigeration Optimization Program<br />
offers up to CAD$125,000 to owners of refrigeration<br />
systems in supermarkets. The program aims<br />
to promote the use of ecological refrigerants, reduce<br />
the refrigerant charge by installing secondary loops<br />
and integrate refrigeration, heating and ventilation<br />
systems.<br />
• Ice arena component 10 : Under the Refrigeration Optimization<br />
Program (OPTER), the Energy Efficiency<br />
Agency of Québec provides support to owners of ice<br />
hockey arenas and curling rinks. It encourages them<br />
to use energy efficient refrigeration equipment during<br />
renovations or for new construction projects, to<br />
optimize refrigeration systems.<br />
The three main objectives of the program are:<br />
The initiative offers training to introduce managers and<br />
technicians to the ecological, energy and economic benefits<br />
of upgrading refrigeration systems. It also provides<br />
feasibility studies encompassing technical and costbased<br />
evaluations of energy efficiency measures and<br />
means of reducing greenhouse gases from the arenas.<br />
The program is financed as part of the PACC action plan<br />
(Action Plan on climate change 2006-2012). The government<br />
of Québec will continue the program beyond 2012,<br />
strongly encouraging installations with little or no HFCs<br />
while examining the possibility of extending the program<br />
to other sectors of application 11 .<br />
Furthermore, Québec seeks to encourage the use of low-<br />
GWP refrigerants not only through subsidies, but also<br />
by means of tightening up the provisions of the Regulation<br />
respecting halocarbons, which will be revised to<br />
broaden its scope and very strictly limit the use of HFCs<br />
in refrigeration, freezer and air conditioning equipment<br />
in the commercial sector and arenas. The new requirements<br />
will likely apply to all new systems as of 2014 and<br />
to existing installations starting in 2020 11 .<br />
