0.15 capacity factor for peaking plants, 0.85 for baseload, 0.35 for wind <strong>and</strong> 0.239 for solar. NDEP indicates that the<br />

first listing of Ely Energy Project on line 2 of the Proposed Plants section will actually be the TS Power facility<br />

operated by Newmont <strong>Nevada</strong> Energy Investments. Also, the Granite Fox Power Project does not have an<br />

application in to NDEP <strong>and</strong> it is not expected to submit an application in light of new regulations in California<br />

requiring the use of clean power. NDEP is also unaware of a geothermal plant designated TS Power Plant, it may<br />

have a different name.<br />

<strong>Nevada</strong> has also implemented a renewable portfolio st<strong>and</strong>ard (RPS), requiring the State’s two<br />

investor-owned utilities, Sierra Pacific Power <strong>and</strong> <strong>Nevada</strong> Power Company, to generate (or<br />

purchase) a minimum amount of electricity from renewable sources or through energy<br />

efficiency. <strong>Nevada</strong>’s RPS requires minimum annual contributions of electricity from qualifying<br />

resources of 6 percent in 2005 <strong>and</strong> 2006, increasing to 9 percent in 2007 <strong>and</strong> 2008, 12 percent in<br />

2009 <strong>and</strong> 2010, 15 percent in 2011 <strong>and</strong> 2012, 18 percent in 2013 <strong>and</strong> 2014, <strong>and</strong> 20 percent in<br />

2015 <strong>and</strong> 2016. Qualifying resources include energy efficiency <strong>and</strong> a wide mix of renewables<br />

<strong>and</strong> cleaner energy (wind, solar, geothermal, waste tires (using microwave reduction), biodiesel<br />
