Stimulating action by individuals<br />

roles of Government, business and consumers in<br />

promoting behaviour change and reducing the<br />

negative environmental impacts of products. In<br />

certain circumstances Government and business<br />

will need to play a leadership role in “choice<br />

editing”, taking responsibility for ensuring<br />

appropriate minimum standards as well as<br />

advising consumers about better lifestyle choices.<br />

Consumers should expect that environmental<br />

responsibility will be as fundamental to the<br />

products they buy as health and safety is now.<br />

6. Government can play a critical role by<br />

establishing a framework that encourages and<br />

enables changes in behaviour that reduces the<br />

footprint of individuals. Many of the policies set<br />

out in this programme already will contribute to<br />

this. But we will do more, and enable individuals<br />

to make choices that reduce the impact of our<br />

individual and collective actions on the<br />

environment and help to meet our emissions<br />

reduction goals.<br />

5. The new model in Securing our Future set out an<br />

integrated approach to catalysing behaviour<br />

change through the four “Es”. The <strong>Climate</strong><br />

<strong>Change</strong> <strong>Programme</strong> includes measures that seek<br />

to exemplify, enable, engage, and encourage<br />

the right attitude.<br />

7. By increasing the purchase and use of energy<br />

efficient goods and services we create a powerful<br />

demand that markets will seek to meet,<br />

stimulating innovation and new business<br />

opportunities. The Government is committed to<br />

leading by example by making sustainable<br />

choices in the management of its own estates.<br />
