11) The Panel notes that flow-duration curves, the common currency of<br />

hydrologists, are a useful way to present information of this type <strong>and</strong><br />

may be beneficial to the reader in that the full range of flows that can<br />

occur in any given time step can be seen.<br />

Staff agrees that flow duration curves are effective for conveying hydrologic<br />

information. However, staff believes that the median annual flow hydrographs<br />

presented in District MFLs reports are easily understood by both experts <strong>and</strong><br />

laypersons <strong>and</strong> that they are appropriate for comparing potential hydrologic<br />

regimes associated with the proposed minimum flows with historic or natural<br />

flows. Staff will consider the inclusion of flow-duration curves in future MFLs<br />

reports as an addition to the currently used hydrographs.<br />
