Section: 3 Rev No. 02 Title: Traffic Management Issue No. a 3.1.8.3 Berth Occupied Any vessel entering the Belfast AOR, scheduled to a berth that is occupied must: If the situation is short-term, adjust ETA at pilot station if possible, or Proceed to a safe anchorage, or Have a suitable lay-by berth available for immediate use. Lay-by berths are considered to be any available berth where the vessel can be securely moored and remain afloat. Permission to use a lay-by berth must be granted by the duty Harbour Master. Vessels passing F/W with berth occupied is on authority from HM in especial circumstances except regular calling ferries to the same berth. 3.1.8.4 Vessel inward for Victoria Terminal (VT) 3 If a vessel is bound for VT3 terminal confirm with Coastal that gantry cranes are clear of the berthing area prior to the vessel passing Buoy No.12; if not, inform vessel. 3.1.8.5 Information Exchange - Vessels Outward 3.1.8.5.1 Prior departure 1. Inform vessel to ‘call again when ready to depart’. 3. Provide traffic/waterway information. 4. Update VTMIS. 3.1.8.5.2 When ready to depart 1. Issue or withhold traffic clearance for the vessel to depart the berth. 2. Provide traffic/waterway information. 3. Inform vessel to call when underway. 3.1.8.5.3 On departure When a vessel reports completion of departure manoeuvre: 1. Record time of departure 2. Provide traffic/waterway information 3. Update VTMIS 3.1.8.5.4 Additional reports When any of the following reports are received, record and distribute the information as required.
