1. Scope<br />

1.1 Purpose<br />

This manual provides <strong>Belfast</strong> Port Control staff with guidance in the form of<br />

Standard Operating Procedures and must be administered in accordance with the<br />

Port of <strong>Belfast</strong> Safety Management System. Attention of staff is drawn in<br />

particular to: Section 2.5 “Traffic Monitoring” and Section 5 “Management of<br />

Navigation”.<br />

1.2 Aims<br />

The aims of <strong>Belfast</strong> Port Control are to provide a service for the marine<br />

community and the public at large to ensure:<br />

Safety of life<br />

Efficient movement of vessel traffic<br />

Protection of the environment<br />

Port Security<br />

1.3 Objectives<br />

<strong>Belfast</strong> Port Control will achieve the above stated aims by:<br />

Monitoring and co-coordinating vessel traffic movements<br />

Managing integrated marine information systems<br />

Screening vessel status<br />

Co-ordination of communications related to distress, urgency and safety<br />

The operational service level presently in place at the Port of <strong>Belfast</strong> is intended<br />

to be Information Service (INS) and Traffic Organisation Service (TOS) as defined<br />

in the United Kingdom Marine Guidance Notices (MGN) 238, 239 and 240<br />

published by the Maritime and Coastguard Agency (MCA).<br />

1.4 Responsibilities of Port Control Officers (PCOs)<br />

PCOs are responsible for the following key activities:<br />
