Often crossing or contra-flow traffic is of most impact and should be given priority; however, there are instances where an overtaking situation will dictate that this information be given first. 3.3 Traffic Organisation 3.3.1 Results Oriented All Port Control communications should be conducted to ensure that intentions are clear and avoid terminology that could be interpreted as conning instructions. 3.3.2 Traffic Clearance A Traffic Clearance is an authorisation to proceed under specified conditions. This shall be issued if considered safe after an analysis of the Port Control Sailing Plan and the known traffic and waterway conditions. 3.3.2.1 Checks before issuing a Traffic Clearance Assess the information for completeness and accuracy - if necessary request additional information. For vessels inward - ensure that a berth is available or is being made ready. Section: 3 Rev No. 02 Title: Traffic Management Issue No. a adequately protected according to the circumstances of the intended manoeuvre and operation. 3.3.2.2 Lead time for Traffic Clearance Under normal conditions issue a traffic clearance to a vessel when it is ready in all respects to depart an anchorage or berth; or, 15 minutes prior to entering the Belfast AOR or departs a berth or anchorage within the Belfast AOR. Note: Under some conditions it may be necessary to extend or shorten the lead time for Traffic Clearance. Guidance from the Harbour Master should be sought if circumstance warrants and permits. When a vessel calls Port Control to inform that it is ready to depart, PCO to acknowledge and give Traffic Clearance if appropriate. 3.3.2.3 Traffic Clearance Format 3.3.2.3.1 Vessel Outward or Shifting The following format is used when issuing a Traffic Clearance for a vessel proceeding from a berth or anchorage (Name of Vessel) This is Belfast Harbour Radio Traffic Clearance (Name of Vessel) has permission to (manoeuvre requested) At (time that the manoeuvre is to begin) Proceed when safe to do so Call when underway Over Example Departex Date: 18.08.2008 Page: 3-12 Doc: VTS Manual
