Title: Traffic Management Issue No. a<br />
If reassessment shows that the intended movement is still unsafe, issue an<br />
instruction to remain alongside.<br />
3.3.4 Advice (Recommendation)<br />
Advice may be given as authorized by the <strong>Harbour</strong> Master. This is normally done<br />
when it is evident that a vessel should take action in response to a circumstance<br />
identified by the PCO.<br />
Advice may relate to:<br />

General marine information such as berth availability;<br />
Traffic information, such as the general intention of other traffic; or,<br />
Navigation information, such as designated preferred channels as indicated<br />
by the <strong>Harbour</strong> Master.<br />
Advice shall be preceded by the message marker “ADVICE”, and given in a clear<br />
concise manner so that the Mariner is in no doubt as to what action is<br />
recommended.<br />

INFORMATION - your berth is not available until 1600 hours<br />
ADVICE - Proceed to anchorage and contact your Agent<br />

3.3.5 Instructions<br />
Instructions may only be given on the authority of the <strong>Harbour</strong> Master.<br />
When an Instruction is issued, ensure that the language used is clear, concise and<br />
conveys the intended meaning.<br />
