Title: Traffic Management Issue No. a<br />
A full risk assessment has been conducted of the operation by the <strong>Harbour</strong><br />
Master.<br />
Other alternatives (escort, pilot etc) are impracticable under the<br />
circumstances.<br />
Available equipment is fully operational and adequate to the task.<br />
Positive identification of the vessel has been made.<br />
An agreement been reached with the vessel‟s master as to action to be taken<br />
by the vessel. This agreement should include a prior discussion with the<br />
master concerning the vessel‟s intended route, any hazards and other<br />
information that may be useful to the vessel.<br />
Establish a „lost communication‟ contingency plan based on communications<br />
at fixed intervals.<br />
Inform the master that information provided is from your equipment.<br />
Ensure that the radar display is set at the lowest possible range scale.<br />
Ensure that audio and video recording equipment is operating.<br />
Request that the vessel inform you when assistance is no longer required.<br />
Ask the vessel to read back all information.<br />
