Section: 3 Rev No. 02 Title: Traffic Management Issue No. a If reassessment shows that the intended movement is still unsafe, issue an instruction to remain alongside. 3.3.4 Advice (Recommendation) Advice may be given as authorized by the Harbour Master. This is normally done when it is evident that a vessel should take action in response to a circumstance identified by the PCO. Advice may relate to: General marine information such as berth availability; Traffic information, such as the general intention of other traffic; or, Navigation information, such as designated preferred channels as indicated by the Harbour Master. Advice shall be preceded by the message marker “ADVICE”, and given in a clear concise manner so that the Mariner is in no doubt as to what action is recommended. Example Seatrax This is Belfast Port Control INFORMATION - your berth is not available until 1600 hours ADVICE - Proceed to anchorage and contact your Agent Over 3.3.5 Instructions Instructions may only be given on the authority of the Harbour Master. Never issue an instruction that implies that you are taking the control of the vessel. Details concerning the issue of any instruction shall be entered in the Port Operations Logbook. Enter details concerning the non-compliance in an Incident Reporting Information Management System (IRIMS) report. 3.3.6 Harbour Master‟s Directions The Harbour Master may give General and Special Directions through the Port Control Officer: 1. For designating areas, routes or channels which vessels are to use or refrain from using; 2. For securing that vessels move only at certain times or during certain periods; 3.
