Title: Traffic Management Issue No. a<br />
An instruction shall be preceded by the message marker “INSTRUCTION”, and<br />
given in a clear concise manner so that the Mariner is in no doubt as to what action<br />
is necessary.<br />
Never issue an instruction that implies that you are taking the control of the vessel.<br />
Details concerning the issue of any instruction shall be entered in the Port<br />
Operations Logbook.<br />

3.3.5.1 Non-compliance with an Instruction<br />
Organise other traffic taking into account the non-compliance with an Instruction and<br />
its effect on other traffic. Enter details concerning the non-compliance in an Incident<br />
Reporting Information Management System (IRIMS) report.<br />
3.3.6 <strong>Harbour</strong> Master‟s Directions<br />
The <strong>Harbour</strong> Master may give General and Special Directions through the Port<br />
Control Officer:<br />
1. For designating areas, routes or channels which vessels are to use or refrain<br />
from using;<br />
2. For securing that vessels move only at certain times or during certain periods;<br />
3. For prohibiting:<br />
a. entry into or movement in the port by vessels at times of poor visibility<br />
due to the weather or for any other reason; and,<br />
b. entry into the port by a vessel which for any reason would be, or is likely<br />
to become, a danger to other vessels;<br />
