3.2.5 Sequence<br />
Provide relevant information to a vessel in order of relative importance. Often<br />
crossing or contra-flow traffic is of most impact and should be given priority;<br />
however, there are instances where an overtaking situation will dictate that this<br />
information be given first.<br />
3.3 Traffic Organisation<br />
3.3.1 Results Oriented<br />
All Port Control communications should be conducted to ensure that intentions are<br />
clear and avoid terminology that could be interpreted as conning instructions.<br />
3.3.2 Traffic Clearance<br />
A Traffic Clearance is an authorisation to proceed under specified conditions. This<br />
shall be issued if considered safe after an analysis of the Port Control Sailing Plan<br />
and the known traffic and waterway conditions.<br />
3.3.2.1 Checks before issuing a Traffic Clearance<br />

Assess the information for completeness and accuracy - if necessary request<br />
additional information.<br />
For vessels inward - ensure that a berth is available or is being made ready.<br />
Analyse known and expected relevant traffic to determine if the intended<br />
movement is safe and that Vessel domains of all relevant traffic have been<br />
