Delayed or withheld Traffic Clearance is normally associated with, but not limited to<br />
the following circumstances:<br />

an obstruction to traffic<br />
hazard to life<br />

defects or deficiencies to the vessel, its equipment or machinery<br />
deficiencies in charts or publications that are required by regulation<br />
congested waterway that constitutes unacceptable risk<br />
