<strong>Financial</strong> <strong>Inclusion</strong> – Is It just a<br />
Distant Dream?<br />
An ICRIER study by Mandira Sarma<br />
[Sarma 2009] placed India at a low 29th<br />
rank (out of 55 countries) on an Index of<br />
<strong>Financial</strong> <strong>Inclusion</strong> with a value of 0.2. The<br />
index used information on three comparable<br />
dimensions across the countries covered – (i)<br />
accessibility (measured by penetration of the<br />
banking system, number of bank accounts<br />
per 1,000 people), (ii) availability (number of<br />
bank branches/ATMs per 100,000 people)<br />
and (iii) use of banking services (volume<br />
of credit plus deposits relative to GDP).<br />
The study also highlighted the correlation<br />
between human development and financial<br />
inclusion. With low financial inclusion the<br />
author concluded that it was not surprising<br />
that the human development index of India,<br />
ranked 119 [UNDP, 2009] out of 169.<br />
Hence, it becomes clear that improving the<br />
nation’s financial inclusion status will require<br />
a concerted effort from all stakeholders – the<br />
government, regulators, banks and others.<br />
The Rangarajan Committee report had<br />
highlighted the extent of financial exclusion<br />
in terms of access to credit. Based on the<br />
analysis of the National Sample Survey<br />
Organisation (NSSO) data 3 it was evident<br />
