World Conference on Natural Disaster Reduction,<br />

Yokohama Strategy and Plan <strong>of</strong> Action for a Safer World (May 1994)<br />

YOKOHAMA MESSAGE<br />

"We, the States Members <strong>of</strong> the United Nations and other<br />

States, having met at the World Conference on Natural Disaster<br />

Reduction, in the city <strong>of</strong> Yokohama, Japan, from 23 May to 27<br />

May 1994, in partnership <strong>with</strong> non-governmental organizations,<br />

and <strong>with</strong> the participation <strong>of</strong> international organizations,<br />

the scientific community, business, industry and the media, deliberating<br />

<strong>with</strong>in the framework <strong>of</strong> the International Decade for<br />

natural Disaster Reduction, expressing our deep concern for the<br />

continuing human suffering and disruption <strong>of</strong> development caused<br />

by natural <strong>disaster</strong>s, and inspired by the Yokohama Strategy and<br />

Plan <strong>of</strong> Action for a Safer World…." …."adopted the following<br />

Principles, Strategy and Plan for Action"<br />

1. <strong>Risk</strong> assessment is a required step for the<br />

adoption <strong>of</strong> adequate and successful <strong>disaster</strong><br />

<strong>reduction</strong> policies and measures.<br />

2. Disaster prevention and preparedness are <strong>of</strong><br />

primary importance in reducing the need for<br />

<strong>disaster</strong> relief.<br />

3. Disaster prevention and preparedness should<br />

be considered integral aspects <strong>of</strong> development<br />

policy and planning at national, regional,<br />

bilateral, multilateral and international levels.<br />

4. The development and strengthening <strong>of</strong> capacities<br />

to prevent, reduce and mitigate <strong>disaster</strong>s<br />

is a top priority area to be addressed so as to<br />

provide a strong basis for follow-up activities<br />

to the IDNDR.<br />

5. Early warnings <strong>of</strong> impending <strong>disaster</strong>s and<br />

their effective dissemination are key factors to<br />

successful <strong>disaster</strong> prevention and preparedness.<br />

6. Preventive measures are most effective when<br />

they involve participation at all levels from the<br />

local community through the national government<br />

to the regional and international level.<br />

7. Vulnerability can be reduced by the application<br />

<strong>of</strong> proper design and patterns <strong>of</strong><br />

development focused on target groups by<br />

appropriate education and training <strong>of</strong> the<br />

whole community.<br />

8. The international community accepts the<br />

need to share the necessary technology to<br />

prevent, reduce and mitigate <strong>disaster</strong>.<br />

9. Environmental protection as a component<br />

<strong>of</strong> sustainable development consistent <strong>with</strong><br />

poverty alleviation is imperative in the prevention<br />

and mitigation <strong>of</strong> natural <strong>disaster</strong>s.<br />

10. Each country bears the primary responsibility<br />

for protecting its people, infrastructure,<br />

and other national assets from the<br />

impact <strong>of</strong> natural <strong>disaster</strong>s. The international<br />

community should demonstrate<br />

strong political determination required to<br />

make efficient use <strong>of</strong> existing resources,<br />

including financial, scientific and technological<br />

means, in the field <strong>of</strong> natural <strong>disaster</strong><br />

<strong>reduction</strong>, bearing in mind the needs <strong>of</strong><br />

the developing countries, particularly the<br />

least developed countries.<br />

Basis for the Strategy:<br />

"Natural <strong>disaster</strong>s continue to strike and increase<br />

in magnitude, complexity, frequency and economic<br />

impact. Whilst the natural phenomena causing<br />

<strong>disaster</strong>s are in most cases beyond human control,<br />

vulnerability is generally a result <strong>of</strong> human<br />

activity. Therefore, society must recognize and<br />

strengthen traditional methods and explore new<br />

ways to live <strong>with</strong> such risk, and take urgent<br />

actions to prevent as well as to reduce the effects<br />

<strong>of</strong> such <strong>disaster</strong>s. The capacities to do so are<br />

available."<br />

Although articulated in 1994, the principles<br />

contained in the Yokohama Strategy and Plan <strong>of</strong><br />

Action for a Safer World are possibly more relevant<br />

to risk <strong>reduction</strong> now than when they were<br />

conceived.
