V. ENFORCEMENT MECHANISM OF THE PEACE
AGREEMENTS
The enforcement mechanism of the three agreements consisted of a committee
comprising of local tribal elders and religious scholars, which was assigned
the responsibility of maintaining constant communication between the
government and the respective tribes to review and ensure implementation
of the pact. Similarly, in cases of non-compliance, action could be taken
against the tribes. 31
The peace committees formed immediately following the agreements
failed to provide a useful mechanism to reduce the threat of non-compliance.
