2. 1 <str<strong>on</strong>g>Study</str<strong>on</strong>g> of FLR implem<str<strong>on</strong>g>en</str<strong>on</strong>g>tati<strong>on</strong><br />

The implem<str<strong>on</strong>g>en</str<strong>on</strong>g>tati<strong>on</strong> of FLR at nati<strong>on</strong>al level was started from the "Ngitili<br />

( woodland important to local livelihoods)" restorati<strong>on</strong> in Shinyanga, northern<br />

Tanzania since 1985. By the year 2000, over 350 ,000 ha of Ngitili have be<str<strong>on</strong>g>en</str<strong>on</strong>g><br />

restored in the 833 villages of the regi<strong>on</strong> in a period of 15 years, human wellbeing<br />

has be<str<strong>on</strong>g>en</str<strong>on</strong>g> significantly improved from aspects of per capita income and<br />

forest products output, etc (Barrow et aI, 2002). As an example of forest<br />

landscape restorati<strong>on</strong>, Shinyanga may not be a textbook case. It certainly predates<br />

the term FLR and has its origins in soil c<strong>on</strong>servati<strong>on</strong> rather than landscape<br />

restorati<strong>on</strong>. However, it quickly evolved away from traditi<strong>on</strong>al forestry<br />

practice to the wider restorati<strong>on</strong> of forest goods and services - and it illustrates<br />

perfectly the c<str<strong>on</strong>g>en</str<strong>on</strong>g>tral aim of FLR to restore landscape integrity while also<br />

<str<strong>on</strong>g>en</str<strong>on</strong>g>hancing human well-being (M<strong>on</strong>ela et al, 2005). At the same time, K<str<strong>on</strong>g>en</str<strong>on</strong>g>ya,<br />

Uganda, Vietnam, Laos, Cambodia, Thailand also began the rec<strong>on</strong>structi<strong>on</strong><br />

of degraded forest landscapes (Gilmour D A et al, 2000).<br />

Under the impetus of mCN, WWF, <strong>ITTO</strong>, FAO and other internati<strong>on</strong>al<br />

organizati<strong>on</strong>s, many countries and regi<strong>on</strong>s are actively <str<strong>on</strong>g>en</str<strong>on</strong>g>gaged in the implem<str<strong>on</strong>g>en</str<strong>on</strong>g>tati<strong>on</strong><br />

of forest landscape restorati<strong>on</strong>, and many successful cases of FLR<br />

have be<str<strong>on</strong>g>en</str<strong>on</strong>g> emerged ( mCN , 2005 a; Thomas PT, 2005) . Working examples<br />

from 5 ecoregi<strong>on</strong>s supported by WWF are: protecti<strong>on</strong> and restorati<strong>on</strong> of the<br />

flood plain forests of the Bulgarian Danube Islands, restoring panda landscapes<br />

in China, protecting and restoring habitat al<strong>on</strong>g the Kinabatangan River in<br />

Malaysia, increasing the ext<str<strong>on</strong>g>en</str<strong>on</strong>g>t and quality of Brazil' s fragm<str<strong>on</strong>g>en</str<strong>on</strong>g>ted Atlantic<br />

forest, protecting and restoring the dry tropical forests in New Caled<strong>on</strong>ia<br />

(Ecott T, 2002). Degraded hillsides in the Middle Hills of Nepal have be<str<strong>on</strong>g>en</str<strong>on</strong>g><br />

restored by natural reg<str<strong>on</strong>g>en</str<strong>on</strong>g>erati<strong>on</strong> under m<strong>on</strong>o culture plantati<strong>on</strong> (Lamb D,<br />

2003). Ecological integrity and human well-being at a landscape scale have<br />

be<str<strong>on</strong>g>en</str<strong>on</strong>g> <str<strong>on</strong>g>en</str<strong>on</strong>g>hanced in Ind<strong>on</strong>esia. Meanwhile, c<str<strong>on</strong>g>en</str<strong>on</strong>g>tral and western Finland, the
