5 Systematic approach to FLR 191
v<strong>en</strong>tion. M&E is the basis and foundation of adaptive managem<strong>en</strong>t in FLR.
The core of M&E is to establish a set of indictors to evaluate the context and
implem<strong>en</strong>tation of FLR and to find the problems existing in curr<strong>en</strong>t restoration
activities and id<strong>en</strong>tify future options. A set of FLR M&E indictors was established
following three principles: sci<strong>en</strong>tific principles, objective principle and
realistic principle, including process indictors and outcome indicators, totally
77 indicators (see Table 5. 3). It should be noted that the indicator system i~
not fixed and could be id<strong>en</strong>tified based on specific circumstances of FLR Implem<strong>en</strong>tation
sites, and it can be adjusted and supplem<strong>en</strong>ted.
