shelterbelt forest had suffered from severe damage and the area had decreased<br />

sharply because of titanium mining during 1991 - 1994. And th<str<strong>on</strong>g>en</str<strong>on</strong>g> the forest<br />

has be<str<strong>on</strong>g>en</str<strong>on</strong>g> restored due to the campaign of" wiping out the barr<str<strong>on</strong>g>en</str<strong>on</strong>g> hills" in the<br />

province. However, the coastal shelterbelt forests were damaged severely <strong>on</strong>ce<br />

again due to c<strong>on</strong>versi<strong>on</strong> to shrimp-farming p<strong>on</strong>ds or watermel<strong>on</strong> fields for ec<strong>on</strong>omic<br />

interests since 2004, because high income can be g<str<strong>on</strong>g>en</str<strong>on</strong>g>erated from<br />

shrimp-farming and watermel<strong>on</strong> industry. The 3'd Hainan Province Standing<br />

Committee of People's C<strong>on</strong>gress has approved the "Regulati<strong>on</strong>s <strong>on</strong> Coastal<br />

Shelterbelt <strong>Forest</strong> Protecti<strong>on</strong> and C<strong>on</strong>structi<strong>on</strong> in Hainan Province" <strong>on</strong> November<br />

29, 2007. At pres<str<strong>on</strong>g>en</str<strong>on</strong>g>t, coastal shelterbelt forest restorati<strong>on</strong> has be<str<strong>on</strong>g>en</str<strong>on</strong>g> referred<br />

to <strong>on</strong>e of the" three Lingshui" targets, particularly the target of ecological<br />

county. According to the notice "[ 2007 ] 9" to str<str<strong>on</strong>g>en</str<strong>on</strong>g>gth<str<strong>on</strong>g>en</str<strong>on</strong>g> the protecti<strong>on</strong><br />

of coastal shelterbelt forest, any group or individual should not occupy forest<br />

land within 200 m wide from high tide line, key projects at or above province<br />

level which have to expropriate and occupy the forest land must keep at least<br />

100 m wide shelterbelt forest and deal with the land use change in accordance<br />

with law. Restorati<strong>on</strong> of the coastal shelterbelt forest is c<strong>on</strong>ducted through the<br />

"returning p<strong>on</strong>d fishery back to forest" and other projects. Planting watermel<strong>on</strong><br />

understory is also c<strong>on</strong>trolled strictly without affecting normal growth of the<br />

forest. Tourism developm<str<strong>on</strong>g>en</str<strong>on</strong>g>t will affect the developm<str<strong>on</strong>g>en</str<strong>on</strong>g>t of coastal shelterbelt<br />

forest to some ext<str<strong>on</strong>g>en</str<strong>on</strong>g>t in rec<str<strong>on</strong>g>en</str<strong>on</strong>g>t years.<br />

8. 2 Driving forces of landscape dynamics at community<br />

level<br />

Similar to analysis of dominant forces resp<strong>on</strong>sible for forest landscape changes<br />

at regi<strong>on</strong> level, the driving forces of forest landscape in Dagan FLR dem<strong>on</strong>strati<strong>on</strong><br />

area was analyzed by communicati<strong>on</strong> and discussi<strong>on</strong> with villagers u­<br />

sing PRA tools such as community workshop semi-structured interviews, resources<br />

mapping, matrix ranking and problem causal analysis based <strong>on</strong> analysis<br />

of transiti<strong>on</strong> probability matrix in differ<str<strong>on</strong>g>en</str<strong>on</strong>g>t periods.<br />

Basic living allowances<br />

Basic living allowances and expansi<strong>on</strong> of agricultural land were the dominant<br />

factors to drive the changes <strong>on</strong> forest landscape in Dagan FLR dem<strong>on</strong>strati<strong>on</strong><br />

area. Cultivated land in dem<strong>on</strong>strati<strong>on</strong> area is <strong>on</strong>ly O. 04 ha. Most of the resi-
