planting. Meanwhile, residual tree seedlings should be protected as much as<br />
possible. Most of degraded forest lands are characterized as low soil fertility<br />
and poor soil structure, soil erosi<strong>on</strong> and subjected to frequ<str<strong>on</strong>g>en</str<strong>on</strong>g>tly human disturbance.<br />
In such situati<strong>on</strong>s, restorati<strong>on</strong> activities are better focused <strong>on</strong> the recovery<br />
and maint<str<strong>on</strong>g>en</str<strong>on</strong>g>ance of primary processes. Firstly, pi<strong>on</strong>eer trees were selected<br />
as nurse crop, important silvicultural characteristics of species suitable<br />
for nurse crop include fast-growing, tolerant to drought and diseases, if necessary,<br />
exotic species can be selected. Th<str<strong>on</strong>g>en</str<strong>on</strong>g> valuable native species are planted<br />
understory. The sites will be logged in a few years to increase the lighting needed<br />
by native species. In this way, both rehabilitati<strong>on</strong> of degraded forest ecosystem<br />
and income of local villagers will be improved. Because the degraded<br />
forest land is waste land after developm<str<strong>on</strong>g>en</str<strong>on</strong>g>t for other uses and the use right bel<strong>on</strong>gs<br />
to the villagers who developed first, the species selecti<strong>on</strong> and decisi<strong>on</strong>making<br />
for restorati<strong>on</strong> activities should give full c<strong>on</strong>siderati<strong>on</strong> to the value ori<str<strong>on</strong>g>en</str<strong>on</strong>g>tati<strong>on</strong><br />
of the villagers and implem<str<strong>on</strong>g>en</str<strong>on</strong>g>ted by local villagers.<br />
Restorati<strong>on</strong> forest functi<strong>on</strong>s <strong>on</strong> agricultural land (Agroforestry)<br />
Farmland shelterbelt forest can be developed in c<str<strong>on</strong>g>en</str<strong>on</strong>g>trally distributed agricultural<br />
land, so that <strong>on</strong>-farm trees can play an important part in improving the<br />
microclimate of farmland, sand-fixing, resisting natural disasters, and improving<br />
ecosystem c<strong>on</strong>nectivity, etc. as well as providing forest products to local<br />
communities. As to agricultural land in special ecological positi<strong>on</strong>, including<br />
in river banks, roadsides, around the reservoirs, in hill slopes above 25 0 ,<br />
they were ind<str<strong>on</strong>g>en</str<strong>on</strong>g>tified as priority sites for restorati<strong>on</strong> and would be c<strong>on</strong>verted to<br />
forest lands gradually through agroforestry. Because Agroforestry aims to balance<br />
the developm<str<strong>on</strong>g>en</str<strong>on</strong>g>ts of agriculture, forestry and animal husbandry, rare and<br />
valuable native tree species were selected for planting and interplant crops and<br />
understory cash crops were grown in the first few years of planting to increase<br />
ec<strong>on</strong>omic b<str<strong>on</strong>g>en</str<strong>on</strong>g>efits.<br />
5. 8 M<strong>on</strong>itoring and evaluati<strong>on</strong><br />
FLR initiatives face major technical, ec<strong>on</strong>omic, social, cultural and instituti<strong>on</strong>al<br />
chall<str<strong>on</strong>g>en</str<strong>on</strong>g>ges. M<strong>on</strong>itoring and Evaluati<strong>on</strong> (M&E) provides informati<strong>on</strong> of<br />
changes. M&E needs to be prepared during the initial planning phase of the<br />
restorati<strong>on</strong> and based <strong>on</strong> a good understanding of the c<strong>on</strong>text of the FLR inter-
