rec<str<strong>on</strong>g>en</str<strong>on</strong>g>tly, roads sclerosis is an important part of the community FLR plan.<br />
The road c<strong>on</strong>structi<strong>on</strong> would be c<strong>on</strong>ducted under support from the existing nati<strong>on</strong>al<br />
policy of stimulating domestic demand (The road c<strong>on</strong>structi<strong>on</strong> has be<str<strong>on</strong>g>en</str<strong>on</strong>g><br />
finished in January, 2010). Villagers believe that lack of irrigati<strong>on</strong> water is the<br />
sec<strong>on</strong>d major problem and hope to increase thecapacity of reservoirs and c<strong>on</strong>-
