5 Systematic approach to FLR 187<br />

forests such as water c<strong>on</strong>servati<strong>on</strong> forest, soil and water c<strong>on</strong>servati<strong>on</strong> forest,<br />

wind-breaking and sand-fixing forest should <strong>on</strong>ly be allowed harvested in<br />

forms of t<str<strong>on</strong>g>en</str<strong>on</strong>g>ding and reg<str<strong>on</strong>g>en</str<strong>on</strong>g>erati<strong>on</strong>. (8) Habitats for special species, areas liable<br />

to rockfall, landslide and debris flow, as well as other sites of ecologically<br />

important features should be protected or restored.<br />

Based <strong>on</strong> these principles, priority sites of FLR initiative in Lingshui Li<br />

Aut<strong>on</strong>omous County were ind<str<strong>on</strong>g>en</str<strong>on</strong>g>tified (see Annex 1) after discussi<strong>on</strong> and c<strong>on</strong>sultati<strong>on</strong><br />

with differ<str<strong>on</strong>g>en</str<strong>on</strong>g>t stakeholders, including degraded primary forests, sec<strong>on</strong>dary<br />

forests, degraded forest land, agricultural land with slope above 25 0 ,<br />

forest corridors c<strong>on</strong>necting sec<strong>on</strong>dary forest island (plaque), shelter belt<br />

(gre<str<strong>on</strong>g>en</str<strong>on</strong>g> corridor) al<strong>on</strong>g the roadsides and river banks, water c<strong>on</strong>servati<strong>on</strong> forest<br />

around the reservoir and farmland shelterbelts. Priorities sites of FLR in<br />

Dagan FLR dem<strong>on</strong>strati<strong>on</strong> area include degraded primary forests, sec<strong>on</strong>dary<br />

forests, degraded forest land, agricultural land with slope above 25 0 ,<br />

plantati<strong>on</strong><br />

c<strong>on</strong>necting degraded primary forest and sec<strong>on</strong>dary forest (forest corridors<br />

al<strong>on</strong>g ridge~), forest al<strong>on</strong>g the roadsides and river banks (see Annex 2) .<br />

<strong>Forest</strong> landscape restorati<strong>on</strong> planning is to arrange restorati<strong>on</strong> interv<str<strong>on</strong>g>en</str<strong>on</strong>g>ti<strong>on</strong>s for<br />

priority sites from the perspectives of time and space perspective and to implem<str<strong>on</strong>g>en</str<strong>on</strong>g>t<br />

the planning relying <strong>on</strong> stakeholders.<br />

5. 7 Developing site-level restorati<strong>on</strong> strategies<br />

The purpose of FLR is not to return forest landscapes to their original "pristine"<br />

state, ev<str<strong>on</strong>g>en</str<strong>on</strong>g> if that were possible. Rather, it should be thought of as a<br />

forward -looking approach that can help str<str<strong>on</strong>g>en</str<strong>on</strong>g>gth<str<strong>on</strong>g>en</str<strong>on</strong>g> the resili<str<strong>on</strong>g>en</str<strong>on</strong>g>ce i offorest landscapes<br />

and keep future opti<strong>on</strong>s op<str<strong>on</strong>g>en</str<strong>on</strong>g>. It is important to understafd that any individual<br />

applicati<strong>on</strong> of this approach will be a flexible packagJ of site-based<br />

techniques - from pure ecological restorati<strong>on</strong> through blocks oE plantati<strong>on</strong>s to<br />

planted <strong>on</strong>-farm trees - whose combined c<strong>on</strong>tributi<strong>on</strong> will del~~er significant<br />

landscape level b<str<strong>on</strong>g>en</str<strong>on</strong>g>efits. The site-level techniques can include!: the rehabilitati<strong>on</strong><br />

and active managem<str<strong>on</strong>g>en</str<strong>on</strong>g>t of degraded primary forest, the ~ctive<br />

of sec<strong>on</strong>dary forest growth, the restorati<strong>on</strong> of primary forest-related functi<strong>on</strong>s<br />

in degraded forest lands, the promoti<strong>on</strong> of natural reg<str<strong>on</strong>g>en</str<strong>on</strong>g>erati<strong>on</strong>in degraded<br />

lands and marginal agricultural sites, ecological restorati<strong>on</strong>, plantati<strong>on</strong>s
